We have an opportunity for Senior Manager, Market Access & Government Affairs to join our Market Access and Government Affairs (MA & GA) team. In this role, you will be responsible for overseeing public payer reimbursement of AbbVie products in Oncology as well as supporting the government affairs / regional policy initiatives for Quebec and all the provinces in Atlantic Canada.  The incumbent will report to the Lead, Market Access and Government Affairs- Oncology.

Position Summary

Lead AbbVie’s government affairs and market access strategy for Oncology products across Quebec and Atlantic Canada. This role will build trusted relationships with government decision-makers, public and private payers, and key healthcare stakeholders to advance policy, strengthen market access, and support optimal reimbursement conditions.

The ideal candidate will bring 10+ years of experience in government affairs, market access, health policy, or a related field. Pharmaceutical or biopharmaceutical experience and candidates with strong policy expertise from other sectors. Exceptional government affairs, strategic thinking, and stakeholder management skills are essential. Ideal candidate will be located in Quebec.

Key Responsibilities

- Develop and execute regional government affairs, health policy, and market access strategies for Quebec and Atlantic Canada.
- Secure and maintain market access and optimal reimbursement for oncology products with provincial payers and cancer agencies.
- Build and manage productive relationships with the offices of ministers and premiers, deputy ministers, senior civil servants, other policy makers public and private payers, drug plan managers, and other health policy influencers.
- Monitor legislation, regulations, and policy developments; identify barriers and opportunities; and develop timely responses, and policy recommendations.
- Influence provincial legislation, regulation and policy by translating AbbVie’s clinical, policy positions and economic, and patient value propositions into compelling stakeholder engagement strategies.
- Develop annual regional customer plans, track execution and impact, and ensure alignment with national market access and government affairs priorities.
- Collaborate with Market Access, HEOR, Medical, patient engagement, communications, Commercial, and cross-functional brand teams to deliver integrated engagement plans.
- Support provincial patient evidence submissions and advocacy initiatives in partnership with the cross functional team
- Lead multi-stakeholder projects that address policymaker and public payer priorities and position AbbVie as a trusted, expert partner.
- In collaboration with cross-functional colleagues, Provide policymakers and drug plan managers with relevant clinical, health economic, outcomes research, and real-world evidence.
- Represent AbbVie on relevant provincial and regional biopharmaceutical industry committees, including Innovative Medicines Canada, and provincial life sciences organizations.
- Manage regional brand and corporate budgets and support financial planning cycles.

Qualifications

Qualifications and Experience

- Bachelor’s degree in business, commerce, science, public policy, health administration, or a related discipline.
- 10+ years of relevant experience in government affairs, market access, public or health policy, consulting or working within the public sector or government. Those with experience in Pharmaceutical and other regulated industries are encouraged to apply.
- Demonstrated track record of success influencing legislation, regulation, health policy, or public reimbursement decisions.
- Strong policy analysis skills, including the ability to assess proposed legislation and health policies and respond quickly and effectively in writing.
- Deep understanding of the Canadian healthcare and reimbursement landscape, including provincial governments, public drug plans, private payers, Canada’s Drug Agency, INESSS, and related drug approval and funding processes.
- Experience engaging senior stakeholders and payers in Quebec and Atlantic Canada.
- Understanding of health economics, pharmacoeconomics, outcomes research, and real-world evidence principles.
- Ability to foster strategic partnerships with external stakeholders

- Ability to operate effectively in a complex, fast-paced, and highly regulated environment.
- Proficiency with Microsoft Office and comfortable using AI tools
- Valid driver’s license and passport required.
- AbbVie aims to offer a French-speaking workplace in Quebec and has made efforts to limit English requirements. However, advanced English skills are essential for this role because the position involves working with English-speaking employees, clients, and regions outside Quebec. French is also required as the role will communicate with French speaking stakeholders. 
- Strong ability to work within a matrix environment with strong collaboration skills.

Travel approximately 25% within Canada and 5% internationally.
