APM terminals has embarked on an exciting new growth strategy. Based on its vast experience and internationally recognized processes we aim to have a best-in-class implementation setup through standardized and optimized clear processes whilst managing an agile team to enable delivery. This setup will enable successful evaluation and delivery of various types of projects including large new capital investments, integration of mergers and acquisitions and expansions of existing facilities.

Our ability to deliver projects firstly to our business needs as well as within their set parameters of HSSE, budget, scope, time, quality in a total integrated manner, delivers real value to the company. We build on and aim to continuously improve our project management framework to increase the incremental value delivered to the APM Terminals business.

The Global Head of PMO will own PMO and Contract Management discipline for the growth pipeline form an implementation perspective, be accountable for the adherence and strengthening of the corporate stage gate processes and drive team prioritization accordingly.

The key purpose of this position is to lead a Project Management Office responsible for maintaining and improving the overall process, the tools, processes, and standards regarding project management and to actively drive, support and govern their deployment within our portfolio. Ensure we transparently and proactively manage all risks and opportunities associated to projects from a PMO perspective.

Also, ensure we have robust and highly professional team to coordinate Bid Team (early, pre-IP screening of projects from “technical” perspective).

PMO team will coordinate permanent and temporary PMO resources to be allocated for the various project needs globally.

The second part of the role is to establish and drive a corporate Contract Management setup whereby individual implementations are supported with centralized knowledge, best practices and standardization as during execution active contract management forms a primary part of our global project management capabilities.

Accountabilities:

Overall responsibilities:

- Lead a team of Project Management Officers and specialists and contracts managers.
- Own the implementation stage gate process to ensure adherence for the benefit of the business and drive prioritization of projects and resources.
- Responsible for defining, maintaining, and upgrading standards tools and processes in the realm of project management and in close alignment with all other company standards.
- Ensure all projects have robust schedule, cost, risk and reporting set up and local PMO teams as well as Contracts Managers are able to proactively identify and manage all risks and opportunities.
- Work closely with Investments team and ensure proactive resource deployment and management for new business cases and projects.
- Engage in close cooperation with internal stakeholders (Head of Portfolio, functional heads, project teams) with the project teams to ensure the maximum value is delivered for the business.
- Functionally responsible for the project controls teams on the various project sites.
- In charge of the overall portfolio reporting and status, ensuring that relevant information is available to the key stakeholders for decision making.
- In conjunction with the (on-site) Project Directors / Managers, drive applications of the overall standards to ensure successful delivery of project’s scope and objectives.
- Engage within the Project Execution and overall Business Implementation function to lift the functional project management capabilities as a whole.
- Head a cross functional team of contract management experts to define and upgrade the company’s standards in this regards and act as central coordination for the project teams in this regard.
- Support the strategic development of the overall Business Implementation team and be involved in wider organisation strategic initiatives representing Business Implementation’s view.

Elaboration of overall responsibilities:

General:

- Lead the PMO team by setting overall strategy and ambition level for the PMO in conjunction with the Head of Business Implementation.
- Own and develop the Project Execution Framework and the Project Life Cycle system operated by APMT Terminals, including all related processes and standards.
- Deploy team resources as required to support projects to guide process and if needed outsource these activities where resourcing or criticality so requires and manage these outsourced resources.
- Head the cross functional contract management group to drive proactive contract management in line with international standard and elevate the level of contract management at the project sites.
- Support the project teams in the recruitment of their project controls and contract management resources.
- Set and maintain standards on reporting, project controls and governance to ensure program is delivered in accordance with company objectives (certainty on time and budget).
- Oversee decision making processes on the projects in coordination with the heads of portfolio and drive proper process implementation.
- Maintain full awareness of project requirements, budgets and schedules.
- Implement contract management standards based on the going (e.g. FIDIC) agreements
- Deploy resources and knowledge to help project Contract Managers to proactively manage claims and/or deal with critical situations.
- Deploy and maintain any systems required to upgrade APM Terminals project management capabilities, including being functionally responsible for the PMweb team (PMweb is the project management software in use in APM Terminals)

Safety:

- Support the project HSSE function to maintain the project HSE standards and have these integrated with the project management standards.

Project controls & governance:

- Standardise project controls / project procedures to manage the project execution (busines drivers, business and operational setup, construction, delivery of equipment, project integration) in a forward-looking manner.
- Track project progress and, where appropriate, ensure issues are pro-actively addressed, resolved and/or escalated and reported.
- Ensure consolidated view of project portfolio is maintained and that reporting is created accordingly which drives structured issue resolution and decision making
- In line with corporate standards, implement best in class PM practices across the projects and ensure they are consistently deployed across projects by APMT staff, consultants, contractors and suppliers.
- Maintain high standards and pioneer new techniques for improved project management.
- Ensure maintain of forward-looking risk registers and subsequent mitigation strategies on each project and the overall portfolio.
- Ensure proper contract management standards are being deployed.
- Define contracting strategies and support site teams in construction strategies.

Communications:

- Ensure clear communication with all Project Managers, Project Directors and Managing Directors, within the head office and within the Business Implementation function.
- Ensure consistent project reporting.
- Integrate all project reporting into one standard.
- Identify and address emerging issues that may impact project deliverables.
- Address emerging issues and disputes with senior management of suppliers and consultant organizations as necessary.
- Build collaborative relationships with associated divisions and external parties.

Reporting and Scope:

- The reporting line will be to the Head of Project Execution.
- Geographical scope: Based in The Hague, travel to global project sites.

Critical Qualifications / Skills / Experience:

Experience:

- Strong experience in a delivery focused heavy industry project related environment.
- Extensive project management experience and exposure to project controls.
- The person should have been involved in large-scale projects (> 100 million USD) with multiple reports and with clear responsibility on achieving business targets.
- Contractual and FIDIC knowledge and experience is an advantage.
- Knowledgeable of project management methodologies, such as APM, PMBOK, etc.
- Respect and drive high safety standards

Education:

- MSc Project Management, MSc Construction Management or similar
