About the team you’ll be part of

The Online Safety Group’s purpose is to ensure UK citizens have a safer life online by implementing and overseeing the requirements under the Online Safety Act 2023. The Group is responsible for delivering online safety policy, supervising online services, and building technical expertise to meet the regime’s aims.

The Strategy Delivery Team lies at the heart of the Online Safety Group. The team supports and enables the rest of the Group to deliver successfully. We do this by setting our Online Safety strategy and setting clear goals and timelines for the Online Safety regime. We help teams stay on track – including by managing timelines, budget, resources, corporate reporting and governance for the Online Safety Programme. The Strategy Delivery Team is also responsible for other cross-cutting operational activities, such as leading a triage function, managing stakeholder engagement, and ensuring operational readiness.

The purpose and scope of the role

The Resourcing & Planning Associate will support the Resourcing, Workforce Planning and Capability team (sitting within Strategy Delivery), helping the Online Safety Group understand the people, skills and capacity it needs to deliver effectively.  This role will contribute to workforce planning, recruitment activity, capability building and operational improvement across one of Ofcom’s most high-profile areas of work.

Working closely with colleagues across Online Safety, People, Finance and Business Management, the postholder will help turn workforce information into insight, support better planning decisions and help build the capability needed for the future. This is a varied role suited to someone highly organised, collaborative and confident working with data, people and processes to help teams deliver well.

Your Key Responsibilities

- Support workforce planning and resourcing activity across the Online Safety Group, helping teams understand current and future people, skills and capacity needs.
- Contribute to capability-building activity, supporting initiatives that help colleagues develop the skills, knowledge and confidence needed to deliver the Online Safety regime.

- Maintain and interpret workforce planning, recruitment and capability information, ensuring leaders have clear, reliable insight to support decisions on capacity, priorities and delivery.
- Support annual and quarterly workforce forecasting, working closely with Budget, Finance and Business Management colleagues to inform planning choices and manage delivery risks.
- Build effective working relationships across the Online Safety Group, wider Ofcom and corporate teams to support joined-up planning, recruitment and delivery.
- Identify opportunities to improve processes, tools and ways of working across the Strategy and Delivery team, helping to make planning and operational activity simpler, clearer and more effective.
- Prepare clear briefings, presentations and updates that translate workforce, recruitment and capability information into practical insight for teams and leaders.
- Analyse workforce, recruitment and capability data to identify trends, risks and opportunities, helping the team shape practical actions that strengthen delivery.

Candidates should have experience in the following areas:

1.Workforce Planning

- Workforce planning, resource planning or talent planning within a complex organisation.
- Assessing organisational capability and identifying skills gaps.
- Matching resources to business needs and priorities.
- Managing workforce changes in a fast-paced environment.

2. Recruitment

- In-house recruitment or recruitment coordination experience.
- Supporting high-volume or business-critical recruitment campaigns.
- Stakeholder management throughout the recruitment lifecycle.
- Understanding how recruitment activity aligns with workforce plans.

3. Project Coordination

- Coordinating multiple priorities simultaneously.
- Tracking actions, milestones and deadlines across several workstreams.
- Supporting delivery of strategic programmes or business initiatives.

4. Stakeholder Management

- Working with senior leaders and influencing decision-making.
- Building relationships across different teams.
- Challenging and holding stakeholders accountable where required.
