About this role

Manages all aspects of the day-to-day control of capital expenditure within a division, through the preparation of various levels of cost estimates, the control of expenditure against budget and plan and the reporting of financial progress.

Responsible for coordinating and managing the cost accounting function, including the development, installation and monitoring of cost control systems and the interpretation and dissemination of cost accounting information to management. Responsible for the complex cost accounting projects. Responsible for supervision of the cost accounting staff.

Operational Effectiveness

- Generate Turnaround budgets for the next two turnaround cycles (10-year horizon).  Turnaround budgets are in the range of R1bn – R1.5bn per event.
- Develop annual financial Business Plans and track actual expenditure versus plan.
- Determine and update Turnaround Opex and Statutory Inspection Capex forecasts.
- Support and coordinate the development of AFE’s for Turnarounds.
- Lead cost estimating activities for Turnaround events.
- Drive continuous improvement in cost control practices.
- Act as the focal point to ensure efficiency targets are achieved through the application of post award contract administrative and cost control support by means of: KPI target tracking and reporting
- Compensation event, variation and change management input
- Identify and track cost savings realised.

- Coordinate contracted quantity surveying and cost control resources during Pre-Turnaround and Turnaround Execution phases.
- Validate monthly contractor pay certificates from TRACK.
- Validate supplier invoices and resolve invoice queries.
- Submit and track foreign currency payment requests to Finance (Treasury Function)
- Ensure robust cost control during turnaround execution.
- Generate monthly cost reports and cash-flow forecasts.
- Report on contingency status and recommend drawdowns when applicable.
- Facilitate monthly cost meetings with turnaround teams and contractors.
- Ensure work-list projects are budgeted correctly and aligned to Business Plans.
- Align with Planning and Scheduling teams on budget interfaces and shortfalls.
- Close out turnaround costs, supplier invoicing, open orders and Turnaround Project on the ERP system (SAP).
- Compile Solomon reporting and provide input to Manpower Steering Committee meetings.

Financial Management

- Provide budget and forecast inputs to turnaround execution strategies and contracting plans.
- Ensure correct capital versus operating expenditure treatment.
- Perform monthly account reconciliations and review capitalised shutdown and inspection costs.
- Align financial reporting and accounting treatment with Finance teams.
- Support preparation for internal and external audits

People Management

- Lead and coordinate cost control and quantity surveying resources as required.
- Work collaboratively across turnaround, maintenance, finance and contractor teams.

- Comply with all SHEQ requirements, company policies and regulatory obligations.
- Support continuous improvement and operational excellence practices.

Stakeholder Relationship Management:

- Maintain effective working relationships with internal and external stakeholders to support turnaround objectives.
