1. Job Purpose / Mission
The Patient Advocacy Manager contributes to patient advocacy and patient policy activities across Merck Biopharma Japan’s Oncology, Fertility, and Rare Tumours businesses, working closely with the Head of Patient Advocacy.
As a member of the four-person Market Access & Public Affairs team, the role develops and executes patient-directed strategies that bring the patient voice into business and policy decisions while building trusted, compliant partnerships with patient organizations and other stakeholders.
The Patient Advocacy Manager reports to the Head of Patient Advocacy and works in a matrix with Japan business-unit leaders and colleagues in Medical Affairs, Regulatory, Legal & Compliance, Communications, Commercial, and Clinical Operations. The role also partners closely with global Patient Advocacy and cross-functional colleagues to align local priorities with global strategies.
The role has no direct reports and combines strategic planning, external engagement, policy advocacy, and hands-on execution.
2. Key Accountabilities & Responsibilities
2.1 Cross-Franchise Patient Advocacy Strategy and Implementation
- Contribute to the development and implementation of an integrated patient advocacy strategy across Oncology, Fertility, and Rare Tumours, with franchise-specific priorities reflecting different patient journeys, unmet needs, and stakeholder landscapes.
- Translate business and patient needs into annual advocacy plans, including priorities, milestones, KPIs, resource requirements, and budget, and maintain a clear view of the following year’s advocacy agenda.
- Act as a strategic and operational business partner to the Oncology, Fertility, and Rare Tumours leadership teams, ensuring that patient advocacy is embedded in launch planning, lifecycle planning, and relevant brand or indication plans.
- Prioritize activities across the three business areas while maintaining a coherent patient policy narrative and consistent standards of engagement.
- Liaise with Global Government & Public Affairs and Global Patient Advocacy colleagues to ensure strategic alignment between local and global priorities.
2.2 Patient Organization Partnerships and Patient Insights
- Build and maintain trusted, long-term, and compliant relationships with patient organizations and patient communities across Oncology, Fertility, and Rare Tumours.
- Identify unmet needs of patients and caregivers, barriers to diagnosis and treatment, quality-of-life impacts, and gaps in information or support; convert these insights into practical recommendations for internal teams and external engagement.
- Support capability-building and network development in rare-tumour communities where patient organizations are small, fragmented, or still emerging.
- Ensure that patient insights inform clinical development, evidence generation, value communication, HTA and reimbursement materials, launch planning, disease awareness, and access dialogues.
2.3 Patient Policy and External Engagement
- Contribute to day-to-day patient policy and advocacy engagement with patient organizations, academic societies, healthcare professionals, public institutions, policymakers, and other relevant stakeholders.
- Coordinate senior-level outreach with the Head of Market Access & Public Affairs, including engagement with public authorities, Diet members’ offices where appropriate, and relevant policy forums.
- Represent Merck Biopharma Japan in patient-focused, multi-stakeholder dialogues and contribute a balanced, evidence-based, patient-directed perspective to discussions on diagnosis, treatment access, care pathways, and outcomes.
- Develop clear patient-directed narratives and materials that translate scientific, regulatory, health-system, and access topics into language that is accurate and accessible to patients and non-specialist stakeholders.
2.4 Specified Intractable Disease Designation Activities: Rare Tumours and Priority Conditions
- Develop and execute advocacy activities supporting appropriate consideration of priority rare-tumour conditions, including desmoid tumours, in the context of Japan’s specified intractable disease designation process.
- Translate patient insights into a practical rare-tumour patient advocacy roadmap, including patient advisory boards, internal Get Closer activities, patient testimonials and patient-voice materials, localized disease-support and shared-decision-making resources, and appropriate disease-awareness activities.
2.5 Drug Pricing and Reimbursement System Advocacy
- Lead the patient advocacy contribution to policy discussions on Japan’s drug pricing, reimbursement, HTA, and patient-access systems, with particular attention to Oncology, Fertility, Rare Tumours, and other areas of high unmet need.
- For priority launches and policy topics, coordinate patient-directed value-evidence and HTA-readiness activities, including the Japanese adaptation of value models, systematic evidence review, patient and physician insights, and disease-burden and societal-impact evidence such as surgery avoidance and productivity impact.
- Liaise with Market Access & Pricing to monitor developments in the NHI drug-price system, reimbursement rules, HTA-related policy, rare-disease policy, and other reforms that may affect patient access and value recognition.
- Develop evidence-based, patient-directed policy positions and advocacy messages, incorporating patient experience, disease burden, clinical context, and access needs.
- Work with Market Access, Medical Affairs, Government Affairs, and industry-association colleagues to align positions, prepare stakeholder engagement, and support constructive dialogue with authorities and policymakers.
- Ensure that patient perspectives are appropriately reflected in value dossiers, policy submissions, access strategies, and pricing or reimbursement discussions.
2.6 Industry Association Leadership, Primarily EFPIA
- Participate in relevant pharmaceutical-industry activities, including initiatives led by EFPIA and JPMA, as well as broader industry-wide initiatives where relevant to and supportive of the patient advocacy and public affairs strategy.
- Serve as the primary internal point of contact for patient advocacy and relevant patient policy activities conducted through EFPIA and its Japan-related forums or working groups, as applicable.
- Represent or coordinate Merck Biopharma Japan’s participation in EFPIA working groups, consultations, position-paper development, evidence sharing, and joint advocacy initiatives, primarily in the areas of patient engagement, access, pricing, reimbursement, HTA, rare diseases, and healthcare policy.
- Coordinate positions and messages with regional and global Patient Advocacy, Market Access, Public Affairs, and policy teams, ensuring appropriate local adaptation and internal alignment.
- Bring relevant local learnings from patient advocacy plans and rare-tumour access priorities into EFPIA discussions, and translate agreed industry outputs into practical Japan plans and stakeholder engagement.
2.7 Annual Planning, Budget, and Execution
- Develop and own the annual patient advocacy plan for assigned areas, including the forward plan for the following year, with clear objectives, deliverables, timelines, dependencies, and measures of success.
- Maintain integrated multi-year roadmaps with phase-appropriate sequencing from stakeholder mapping and insight generation through co-creation, evidence development, policy engagement, implementation, and evaluation.
- Manage approved budgets and external agency or partner relationships, ensuring effective prioritization and delivery across simultaneous projects.
- Provide regular progress updates, risk assessments, and recommendations to the Head of Patient Advocacy and relevant business partners.
- Capture learnings and demonstrate the impact of patient advocacy and policy activities through qualitative and quantitative reporting.

4. Education & Languages
- Bachelor’s degree required; a Master’s degree in life sciences, public health, pharmacy, public policy, business, or management is preferred, or equivalent experience.
- Fluency in written and spoken Japanese and English is essential.
5. Professional Skills & Experience
- A minimum of 7–10 years of relevant experience in patient advocacy, public affairs, market access, government affairs, policy, external engagement, or related roles within the pharmaceutical or healthcare industry in Japan.
- Demonstrated experience building and managing partnerships with patient organizations and translating patient insights into strategy, policy, access, or business decisions.
- Experience in Oncology and/or Rare Disease / Rare Tumours is strongly preferred; Fertility / Women’s Health experience is a plus.
- Experience with industry associations, especially EFPIA, and the ability to contribute to working groups, position papers, consultations, and coordinated advocacy.
- Working knowledge of Japan’s healthcare environment, NHI drug pricing and reimbursement system, HTA-related policy developments, and the policy landscape relevant to rare diseases and specified intractable diseases.
- Familiarity with JPMA and EFPIA codes of practice and patient-engagement compliance frameworks.

ペイシェント・アドボカシー・マネージャーは、Head of Patient Advocacyと連携し、メルクバイオファーマ株式会社のオンコロジー、Fertility(生殖医療)、希少がんの各事業領域におけるペイシェント・アドボカシーおよび患者政策活動に貢献する。
4名で構成されるMarket Access & Public Affairsチームの一員として、患者の声を事業および政策に関する意思決定に反映させる、患者起点の戦略を策定・実行する。また、患者団体をはじめとするステークホルダーと、信頼に基づく、長期的かつコンプライアンスに則ったパートナーシップを構築する。

2. 主な職責・業務内容
2.1 複数事業領域にまたがるペイシェント・アドボカシー戦略の策定・実行
- オンコロジー、Fertility(生殖医療)、希少がんを対象とする統合的なペイシェント・アドボカシー戦略の策定および実行に貢献する。各事業領域における患者ジャーニー、アンメットニーズ、ステークホルダー環境の違いを踏まえ、事業領域ごとの優先事項を設定する。
- 事業および患者のニーズを、優先事項、マイルストーン、KPI、必要なリソース、予算を含む年間アドボカシー計画に落とし込み、翌年度の活動アジェンダを明確に管理する。
- オンコロジー、Fertility(生殖医療)、希少がんの各リーダーシップチームに対する戦略・実行面のビジネスパートナーとして、上市計画、ライフサイクル計画、関連するブランド計画・適応症計画にペイシェント・アドボカシーを組み込む。
- 3つの事業領域における活動の優先順位を適切に設定しつつ、一貫性のある患者政策上のメッセージと、統一されたエンゲージメント基準を維持する。

2.4 指定難病指定に関する活動:希少がんおよび優先疾患
- デスモイド腫瘍を含む優先度の高い希少がん疾患が、日本の指定難病指定プロセスにおいて適切に検討されることを支援するアドボカシー活動を企画・実行する。
- 患者インサイトを、実行可能な希少がんペイシェント・アドボカシー・ロードマップに落とし込む。ロードマップには、患者アドバイザリーボード、社内Get Closer活動、患者体験談および患者の声を反映した資料、疾患領域に合わせた疾患支援・共同意思決定リソース、適切な疾患啓発活動を含む。
2.5 薬価・償還制度に関するアドボカシー
- 日本の薬価、償還、HTA、患者アクセス制度に関する政策議論において、患者起点のアドボカシー活動をリードする。特に、オンコロジー、Fertility(生殖医療)、希少がん、およびアンメットニーズの高い領域に注力する。
- 重点上市案件および政策テーマについて、患者起点のバリューエビデンスおよびHTAレディネス活動を調整する。具体的には、バリューモデルの日本向け適応、体系的なエビデンスレビュー、患者・医師のインサイト、手術回避や生産性への影響などの疾病負担・社会的インパクトに関するエビデンスを含む。

4. 学歴・語学力
- 大学卒業以上。生命科学、公衆衛生、薬学、公共政策、経営学またはマネジメント分野の修士号があれば尚可。これらに相当する実務経験も可。
- 日本語および英語の読み書き・会話における高い運用能力が必須。
