Registered Nurse- Hospice (Quality and Education)
The Manager of Quality and Education is responsible for managing and directing the day-to-day operations of the Quality and Education Department. Leads departments in accordance with the organizational goals and standards set by senior leadership by following all state and federal regulations and uphold the organization’s mission, vision, and values. Role consists of the coordination of the Hospice Quality and the Hospice Education/Training requirements for hospice team members, Hospice Quality reporting, Federal and State of Florida regulations and requirements, QAPI, Utilization Review, Risk Management and Infection Control. Ensures exceptional patient care through data-driven quality improvement. Leads efforts in meeting and exceeding Hospice Quality Reporting Program (HQRP) requirements, guide the implementation of Hospice Outcomes and Patient Evaluation (HOPE) measures, and leverage SHP analytics to identify trends, close care gaps, and elevate our CAHPS scores. Your work will directly shape how we measure success, improve patient experiences, and maintain our reputation for compassionate, high-quality hospice care while fiscally responsible for the hospice services to the community served.
JOB QUALIFICATIONS : Bachelor’s or Master’s Degree preferred. Current Florida State Registered Nurse license. Current Florida Driver’s License.
SKILLS, EXPERIENCE AND LICENSURE : Experience and working knowledge of Hospice Quality and Hospice Education/Training requirements, Hospice Quality reporting, Federal and State of Florida regulations and requirements, QAPI, Risk Management and Infection Control principles. Demonstrates excellent leadership skills.
KEY RESPONSIBILITIES AND DUTIES :
1. Leadership
a. Assures compliance with all state and federal regulations.
b. Manages Quality activities including HQRP, HOPE program requirements including patient outcome reporting quality measures, and performance monitoring.
c. Promotes positive relationships through regular communication and collaboration, providing feedback that supports success of the individual team member and team.
d. Acknowledges the scope of leadership, accepting responsibility for departmental, organizational and fiscal success of the organization
e. Utilizes effective changes strategies with positive outcomes
f. Acknowledges hospice as an affiliate of Halifax Health, a system in which we collaborate; share resources and work interdependently for the common good of the community we serve.
2. Operational
a. Successfully conduct day-to-day operations of Quality and Education utilizing effective leadership skills.
b. Develops departmental goals and strategies
c. Monitor SHP benchmarking scores and other quality metrics, ensuring timely corrective actions
d. Assures adequate resources, supplies, and equipment are available for department operations.
e. Coordinates Quality activities, assuring compliance with Federal and state regulations.
f. Facilitates performance improvement through trending and data analysis.
g. Collaborates with multidisciplinary teams and other hospice departments to achieve improvement in quality measures and identify educational needs.
h. Assists with the hospice electronic medical record testing and upgrades.
3. Financial
a. Assists with development of department budget.
b. Adherence to department’s budget.
c. Monitors human resource allocation to assure that department is within FTE allocations and eliminate overtime.
d. Provides adequate resources for departmental operations.
4. Compliance/Quality Assurance
a. Departmental activities meet compliance with all state and federal regulations.
b. Models high ethical standards, advocating against fraud and abuse.
c. Education of staff related to compliance with policies and procedures and department standards.
d. Benchmarks and involved with quality improvement, developing and completing performance improvement projects on teams regularly.
5. Human Resources
a. Knowledgeable in implementation of system Human Resources policies and procedures.
b. Interviews and hires qualified new employees.
c. Allows for adequate staffing ratios.
d. Provides safe and positive work environment, inspiring staff through leadership.
e. Ensures adequate staff orientation, supervision and ongoing education.
f. Allows for staff recognition, corrective actions and educational plans.
6. Other Duties as Assigned
a. Membership of leadership team who represents Hospice, Halifax Health system and the team to the community, and to state and national associations as assigned.
b. Proficient in use of information technology systems.
c. Public speaking as assigned.
d. Develops policies and procedures as appropriate.
Attendance at Halifax Health Manager meetings.
