PRIMARY DUTIES & RESPONSIBILITIES

Hiring Salary for this position is $128,265 - $160,331 annually.

The Deputy Director of Police Business Services is a member of the Police Chief’s executive staff and provides strategic leadership and executive oversight of the Police Business Services Division in support of the department’s mission and operations. This position serves as the Police Department’s principal financial advisor and is responsible for the administration and oversight of the Department’s $185 million budget, ensuring effective stewardship of public resources and alignment with departmental priorities.

Additionally, the Deputy Director is responsible for executive oversight of four key operational areas: Administrative Services, Equipment & Facilities, Records & Support Services, and Property & Technical Services. The position leads more than 100 sworn and civilian personnel and is accountable for developing leaders, strengthening organizational performance, managing risk, and ensuring critical business functions effectively support the Police Department’s mission.

PRIMARY DUTIES & RESPONSIBILITIES

- Serve as a strategic advisor to the Chief of Police and Executive Staff on organizational priorities, operational risk, financial strategy, workforce planning, resource allocation, and long-term departmental sustainability.

- Direct the development, preparation, justification, presentation, and management of the Department’s operating and capital budgets, monitor expenditures, analyze variances, and ensure compliance with applicable financial policies and requirements.

- Exercise executive judgment and decision-making authority to resolve complex organizational issues, remove barriers to performance, coordinate across organizational boundaries, and advance the priorities of the Chief and Police Department.

- Develop staffing, financial, and operational forecasts; evaluate emerging financial needs; identify potential funding sources; and advise executive leadership regarding funding priorities and the financial impact of existing, enhanced, and proposed programs.

- Represent the Police Department in budget hearings and financial matters before City Council, the Citizen’s Budget Advisory Committee, and other governmental and community stakeholders.

- Provide strategic leadership for the development, design, implementation, and evaluation of Department and Division initiatives; analyze, redesign, and improve business processes to enhance efficiency, effectiveness, accountability, and service delivery.

- Identify and resolve complex organizational and operational issues, remove barriers to effective service delivery, facilitate decision-making and leadership approvals, and coordinate with Department leadership, other City departments, and external stakeholders.

- Develop, review, revise, and approve departmental policies, procedures, and standard operating procedures to promote operational effectiveness, accountability, and compliance.

- Provide executive oversight of critical functions that ensure continuity of Police Department operations, including public safety records, property and evidence, vehicle impound, equipment, grants, payroll, purchasing, contract negotiation, and related administrative services.

- Oversee systems and processes for personnel actions, payroll, purchasing, system integration, and other administrative and operational activities, ensuring accuracy, efficiency, and compliance.

- Lead, mentor, develop, and hold accountable sworn and civilian managers and employees while building a culture of high performance, collaboration, professional development, accountability, and continuous improvement.

- Oversee workforce planning and personnel administration, including position creation and classification, development and maintenance of job descriptions, evaluation of salary recommendations, and recruitment and hiring of select civilian personnel.

MINIMUM QUALIFICATIONS & WORKING CONDITIONS

Education

- Bachelor’s degree from an accredited college or university in finance, accounting, business administration, public administration, or a directly related field.

Experience

- Ten (10) years of progressively responsible experience in financial management, budgeting, business administration, organizational operations, or a closely related field, including at least three (3) years in a supervisory role, senior management or executive leadership role preferred.

- Experience managing complex organizations, significant budgets, and multidisciplinary teams is required.

- Relevant professional certification in accounting, finance, public administration, project management, or a related field is preferred.

Preferred Qualifications

- Master’s degree in finance, accounting, business administration, public administration, or directly related field.

- Experience with governmental budgeting, appropriations, public-sector financial management, or legislative and/or governing-body processes is preferred.

- Relevant professional certification in accounting, finance, public administration, project management, or a related field is preferred.

WORKING CONDITIONS

Essential Personnel

When a local announcement of emergency or disaster is declared by the City, all City of Aurora employees may be required to work as essential personnel.

Physical Demands:

- Primarily sedentary work requiring prolonged sitting, with occasional standing, walking, bending, reaching, lifting, and carrying.

- Manual dexterity and hand-eye coordination sufficient to operate a computer, telephone, and standard office equipment.

- Visual ability sufficient to read, prepare, and review reports, documents, and electronic information.

- Hearing and speech sufficient to communicate effectively in person, by telephone, and through other communication methods.

Work Environment:

- Work is performed primarily in an indoor office environment, with regular interaction in public, departmental, and city facilities.

The city of Aurora will implement furlough days (unpaid days off) for most employees in 2026. The scheduled furlough dates are January 16, April 10, July 2, and December 24.
