About this role

Plan, budget, coordinate, manage and monitor activities of district Facilities functions. Provide oversight to the Facilities operational manager and in the use of hired contractors to perform construction, alterations, maintenance, and major and day-to-day repairs to buildings, infrastructure and facilities. Prioritize district facility needs and spending allocations. Plan, prioritize and initiate projects to improve or effectively maintain facilities in manner consistent with VDOT goals and available funding. Oversee district security operations.

How you will contribute:

- Budget Development: Establish and maintain VDOT's Six-year Capital Outlay Plan. Analyze financial cost estimates, which are ultimately approved by the General Assembly through Appropriations Acts.

- Capital Outlay Maintenance Reserve and Specialty Project Plans: Work with residencies and ADA for Business to develop Capital Outlay, Maintenance Reserve and Physical Plant Budgets and six year strategic plans. Review budget and project priorities with appropriate district, residency and central office staff and managers. Review and approve payment requests for the capital outlay program and other projects. Follow-up and bring all projects to timely completion and closure. Provide for the procurement of non-professional services and construction services required for quality project completion. Coordinate and administer professional consulting services agreements. Implement energy efficiency program for all district facilities. Set goals and develop reporting tool to monitor and report progress.

- Coordinate Tenants and Lease Agreements: Work directly with agency tenants to design and develop leased space to meet their needs. In coordination with ADA for Business, manage lease agreements with tenants. Provide requirements and manage contracts for building management services.

- Development and Construction of Building Projects: Actively participate in decisions regarding projects; attend construction, project, and partnering meetings. Keep ADA for Business informed of any critical issues or concerns and provide recommendations and pertinent information for final decisions that would affect cost, construction and design. Coordinate with BCOM, DRES, and other commonwealth agencies.

- Maintain Facilities Design Section: Review office space questionnaires submitted by divisions to ensure office space requested for expansions, remodeling or alterations complies with VDOT directives. Develop alternatives for utilizing space available in buildings. Maintain up to date records on division locations, floor area, and number of employees who have been assigned space. Coordinate division realignment and expansion planning. Develop bid documents, receive quotes and work with buyer to develop purchase orders.

- Management of Leased and Owned Facilities: Manage employees and coordinate contractors, utility companies, and consultants in activities relating to the construction, alteration, maintenance and repair of buildings and facilities within the District. Program facilities maintenance in regards to safety, environmental and health requirements.

- Security, Emergency and Risk Management: Oversee staff and programs as they relate to the district's emergency action plan, continuity of operations plan (COOP), evacuation plans, visitor access, and training. Oversee staff conducting investigations and reporting findings. Oversee sophisticated office security technology. Ensure security information is communicated to district employees, including changes in threat levels, policies and procedures. Ensure compliance reviews are conducted and corrective actions taken.

- Knowledge of construction design and specifications, building codes, regulations, permit policies, and cost estimating.

- Knowledge of energy management, energy management systems, controls, HVAC, lighting, utilities, and energy efficiency in new and existing construction and renewable technologies.

- Knowledge of general management principles and practices to include human resource management, strategic planning and customer satisfaction through continuous improvement.

- Knowledge of specialty architecture, engineering, construction, trades and facility operations, as well as understanding of capital outlay process.

- Skill in identifying complex problems and reviewing related information to develop and evaluate options and implement solutions.

- Skill in the use of computers and web based applications to include Microsoft Office and AutoCAD.

Minimum Qualifications:

- Ability to plan, prioritize and manage multiple complex projects.

- Ability to supervise staff, programs and budgets.

- Extensive knowledge of generally accepted management principles and practices related to facilities management, funding, planning and development.

- Knowledge of and ability to administer contracts related to facilities and construction.

- Knowledge of construction design and specifications, cost estimating, building codes, federal and state regulations and permit policies related to facilities operations to include health and safety.

- Knowledge of energy management, energy management systems, controls, HVAC, lighting, utilities, energy efficiency in new and existing construction and renewable technologies.

- Knowledge of general management principles and practices to include human resource management, strategic planning and customer satisfaction through continuous improvement.

- Knowledge of specialty architecture, engineering, construction, trades and facility operations, as well as understanding of capital outlay process.

- Skill in the use of computers and web based applications to include Microsoft Office and AutoCAD.

- Valid driver's license.

Additional Considerations:

- A combination of training, experience, or education in Engineering, Architecture or related field desired.

- Ability to effectively manage lease agreements for district facilities as a leasee and with other agencies as a lessor.

- Experience in building construction, facility management, budget development and management, outsourcing and contract administration for a large corporation or public sector organization.

- Experience in planning and project management of capital outlay and other construction projects.

- Experience working with DRES and BCOM.
