Job Description:
Altera Malaysia is seeking an experienced and highly organized Program Coordinator to lead and coordinate activities and milestone required to secure and maintain company specific government approvals from the Malaysian Government. This role will serve as the central focal point across engineering, finance, human resources, legal, tax, government affairs, and external stakeholders to ensure timely preparation, submission, and approval of all required documentation and supporting evidence.
The successful candidate will possess strong project management, stakeholder engagement, compliance, and program execution skills, with proven experience working with Malaysian government agencies, investment incentives, tax incentives, grants, or regulatory compliance programs.
Key Responsibilities
Program & Project Management & Coordination
- Establish and manage the overall project plan, milestones, deliverables, risks, and dependencies associated with the government approvals
- Drive project execution across multiple functional organizations including Engineering, Finance, HR, Legal, Procurement, Tax, and Corporate Affairs.
- Track progress against key milestones and provide regular status reporting to senior management.
- Identify project risks and develop mitigation plans to avoid delays in application submission and approval.
Official Government Application Management
- Coordinate the preparation, review, consolidation, and submission of all application documents.
- Ensure completeness, consistency, and accuracy of all information provided relevant agencies.
- Maintain application schedules and ensure timely closure of all action items arising from official reviews and queries.
- Coordinate responses to requests for clarification, additional information, and site assessments.
Government & External Stakeholder Engagement
- Serve as primary liaison with state and federal government agencies.
- Coordinate meetings, workshops, site visits, and presentations involving government stakeholders.
- Maintain professional relationships with external consultants, tax advisors, legal advisors, and government representatives.
- Track regulatory developments and policy changes that may impact approval requirements.
Documentation & Compliance Management
- Create and maintain a centralized repository of all project documentation and supporting evidence.
- Coordinate collection of corporate records, financial reports, organizational charts, headcount data, R&D activity documentation, patents, publications, and technology roadmaps.
- Ensure compliance with MIDA requirements and corporate governance standards.
- Maintain audit-ready documentation supporting the company's R&D activities and investments.
- expenditures related to the application process.
Cross-Functional Stakeholder Management
- Coordinate data collection from engineering teams regarding R&D programs, innovation activities, patents, publications, and technology development initiatives.
- Work closely with HR to obtain workforce planning, talent development, and skills development information.
- Collaborate with Legal and Compliance teams to ensure adherence to regulatory requirements.
- Facilitate alignment among stakeholders and resolve issues impacting project timelines.

Qualifications:
Required Qualifications
Education
- Bachelor's Degree in Business Administration, Project Management, Engineering, Finance, Economics, Public Policy, or a related field.
- PMP, PRINCE2, or equivalent project management certification is an advantage.
Experience
Minimum 8-12 years of relevant experience in project coordination, program management, regulatory

Added Advantage
Candidates with one or more of the following will have a distinct advantage:
- Experience working with MIDA, MITI, MOF, Customs, or other Malaysian government agencies.
- Experience supporting investment incentives, tax incentives, grants, R&D status applications, MSC, or similar government programs.
- Familiarity with Malaysian investment policies, R&D incentive frameworks, and government funding mechanisms.
- Knowledge of regulatory compliance, corporate governance, and documentation requirements associated with government incentive programs.
- Experience engaging with external consultants, tax advisors, legal advisors, or government affairs organizations.
- Prior experience supporting semiconductor, technology, engineering, or innovation-based organizations seeking government incentives or approvals.
