As a member of the Project Leadership Team, the HSSE Manager is responsible for establishing, implementing, leading, and continuously improving the Health, Safety, Security, and Environmental (HSSE) framework for the Terminal Upgrade Project.
The HSSE Manager provides leadership, governance, assurance, and independent challenge across all project activities to ensure work is executed safely and in compliance with APM Terminals HSSE standards, regulatory requirements, and industry best practices.

Working closely with the Project Manager, Project Controls Lead, package managers, contractors, suppliers, and terminal stakeholders, the HSSE Manager ensures HSSE risks are effectively identified, assessed, managed, and controlled throughout the project lifecycle.

The HSSE Manager supports successful project delivery by promoting a proactive HSSE culture, ensuring contractor HSSE performance, and enabling safe construction, commissioning, operational readiness, and Go-Live.

Roles:

HSSE Leadership & Culture

- Promote a proactive and positive HSSE culture across the project.
- Drive workforce engagement, visible leadership, coaching, and continuous improvement.
- Foster open communication, learning, and accountability throughout the organization.

Governance & Assurance

- Ensure compliance with APM Terminals Project HSSE standards, legal requirements, and project obligations.
- Provide independent assurance and challenge regarding project HSSE performance.
- Drive audits, inspections, reviews, and continuous performance improvement.

Risk Management & Safe Delivery

- Proactively identify and manage HSSE risks and opportunities.
- Support safe execution of project activities within an operating terminal environment.
- Enable safe commissioning, operational readiness, and transition into operations.

PRINCIPAL ACCOUNTABILITIES:

HSSE Leadership & Culture

- Lead and govern the project HSSE function, providing visible leadership and promoting a proactive HSSE culture across all project activities.
- Drive implementation of APM Terminals projects HSSE programs, Fatal Risk Controls, and Life Saving Rules.
- Promote workforce engagement, learning, coaching, and continuous improvement in project HSSE performance.

HSSE Governance & Compliance

- Establish and maintain the Project HSSE Management Framework in accordance with APM Terminals standards, legal requirements, and industry best practices.
- Ensure compliance with HSSE policies, procedures, permits, and regulatory requirements across all project activities.
- Maintain HSSE governance processes, performance monitoring, reporting, and assurance activities.

Risk, Assurance & Incident Management

- Own and govern the project HSSE risk management framework.
- Ensure HSSE risks, hazards, opportunities, and controls are effectively identified, assessed, managed, and escalated.
- Lead incident management, investigations, assurance reviews, audits, inspections, and compliance assessments.

Contractor & Supply Chain HSSE Management

- Govern contractor and supplier HSSE performance throughout procurement, mobilization, execution, commissioning, and project close-out.
- Ensure HSSE requirements are embedded within contracts, scopes of work, and supplier management processes.
- Ensure contractor organizations operate in alignment with APM Terminals project HSSE standards and expectations.

Emergency Preparedness & Operational Readiness

- Establish and maintain project emergency preparedness, response, and crisis management arrangements.
- Ensure alignment between project activities, terminal operations, permit-to-work requirements, SIMOPS activities, and business continuity arrangements.
- Support safe commissioning, operational readiness, and Go-Live activities.
- Support operational readiness reviews, commissioning activities, and Go-Live assessments to ensure safe transition into terminal operations.

HSSE Performance & Continuous Improvement

- Establish and monitor project HSSE objectives, KPIs, targets, and improvement initiatives.
- Monitor and report project HSSE performance and trends.
- Capture and implement lessons learned and best practices throughout the project lifecycle.

KEY RESPONSIBILITIES

HSSE Planning & Compliance

- Develop, implement, and maintain the Project HSSE Management Plan.
- Maintain the project HSSE legal and compliance register.
- Establish HSSE objectives, KPIs, targets, and performance measures.
- Integrate HSSE requirements into project planning, execution, commissioning, and operational readiness activities.

Risk & Assurance Management

- Facilitate HSSE risk assessments, workshops, and reviews.
- Maintain project HSSE risk registers and monitor mitigation actions.
- Plan and execute audits, inspections, safety tours, observations, and assurance activities.
- Monitor implementation and effectiveness of corrective and preventive actions.

Contractor HSSE Management

- Participate in contractor prequalification, evaluation, selection, and mobilisation activities.
- Review contractor HSSE plans, procedures, competencies, and training programs.
- Monitor contractor compliance with project HSSE requirements.
- Conduct contractor audits, inspections, and performance reviews.

Incident & Emergency Management

- Lead investigations into significant incidents, high-potential events, and regulatory-reportable occurrences.
- Ensure timely incident reporting and stakeholder communication.
- Coordinate emergency response exercises, drills, and crisis management activities.
- Support terminal emergency response and business continuity arrangements.

Safe Delivery & Operational Interface

- Support planning and execution of high-risk activities.
- Participate in permit-to-work and Opererational interface coordination processes.
- Maintain regular engagement with project teams, contractors, and Terminal personnel.
- Support safe commissioning, operational readiness, and transition into terminal operations.

HSSE Reporting & Communication

- Prepare HSSE dashboards, KPI reports, governance packs, and executive reports.
- Support Project Manager and Steering Committee reporting requirements.
- Facilitate safety meetings, toolbox talks, workforce communications, and awareness campaigns.
- Monitor leading and lagging HSSE indicators and identify emerging risks and trends.

Lessons Learned & Continuous Improvement

- Facilitate HSSE lessons learned workshops.
- Maintain the HSSE lessons learned register.
- Capture, communicate, and implement lessons learned and best practices throughout the project lifecycle.

AUTHORITY:

- Own and govern project HSSE processes, systems, standards, and performance management.
- Establish and maintain HSSE requirements across all project workstreams and contractor organizations.
- Monitor, challenge, and validate contractor and project HSSE performance.
- Lead audits, inspections, assurance activities, and compliance reviews.
- Require corrective actions where HSSE requirements are not being met.
- Stop work where unsafe conditions, behaviours, or activities present unacceptable risk.
- Escalate significant HSSE risks, incidents, non-compliance issues, and performance concerns to the Project Manager and relevant governance bodies.

CRITICAL QUALIFICATIONS/SKILLS/EXPERIENCE

- Bachelor's degree in Occupational Health & Safety, Environmental Management, Security Management, Engineering, or a related discipline preferred.

- Minimum 7 years of HSSE leadership experience supporting major capital, infrastructure, industrial, logistics, port, terminal, or construction projects.

- Experience leading HSSE programs on large and complex capital projects.

- Experience working within contractor-intensive and live operational environments.

- Advanced knowledge of HSSE management systems, risk assessment, incident investigation, contractor management, and regulatory compliance.

- Strong understanding of construction safety, permit-to-work systems, SIMOPS, operational interfaces, and emergency response management.

- Experience implementing ISO 45001, ISO 14001, OSHA, or equivalent HSSE management frameworks.
