Founded in 1884, The Hong Kong Jockey Club (“the Club”) is a world-class racing club that acts continuously for the betterment of our society. The Club has a unique integrated business model, comprising racing and racecourse entertainment, a membership club, responsible sports wagering and lottery, and charities and community contribution. Through this model, the Club generates economic and social value for the community and supports the HKSAR Government in combatting illegal gambling.

We are the IT Division of HKJC, a vibrant community of over 1,500 dedicated professionals working collaboratively across Hong Kong and Shenzhen.

We design, build, and operate the technology that powers the Club. Our primary focus is on delivering the service that supports our hospitality, racing and wagering operations, to ensure that our customers and members enjoy exceptional experiences.

The Department
The IT Change Department is crucial for ensuring the successful delivery of all IT change initiatives, whether using agile or waterfall methodologies. It is supported by a robust IT Change Management Office (CMO), which oversees the entire process to ensure efficiency and effectiveness. Key responsibilities of the IT change department:

The Job
- Lead the requirements elicitation, impact assessment, dependency management, requirements traceability and stakeholder-driven prioritisation
- Facilitate Collaboration with SMEs and stakeholders within IT and from other divisions
- Map as-is processes and identify opportunities to improve effectiveness and efficiency through process re-engineering
- Analyse, define and support implementation of tooling capabilities required to enable Lean Portfolio Management, Agile delivery governance, workflow management and delivery reporting
- Ensure quality, ownership, and traceability of analysis deliverables and documentation (e.g., business requirements, user stories, process models, business rules and acceptance criteria) throughout the project lifecycle
- Operate across the Business and IT in support of building and sustaining a high-performing team that can meet the challenges of designing and deploying our method and tooling and remain aligned to the OKRs and priorities
- Understand and anticipate blockages and impediments to outcomes (people/process/technology), working collaboratively to address these in a sustainable way
- Ensure alignment with overall program objectives and provide strategic insights
- Role model new ways of working and provide direct coaching and support to the workstream on best practice as needed
About You
- Degree in Management, Business Administration, Information Systems, Project Management or equivalent
- Certified Business Analysis Professional (CBAP) or PMI Professional in Business Analysis (PMI-PBA) preferred
- Minimum of 8 years’ experience in business analysis with large corporations
- Demonstrated experience supporting Portfolio Management, Project Management Office (PMO), Programme Management Office (PgMO), demand management, investment governance, prioritisation frameworks, resource management, or benefits management processes
- Extensive experience as a Business Analyst in Agile delivery environments, including product backlogs, epic decomposition, feature definition, user story development, acceptance criteria, and sprint planning
- Excellent communication and interpersonal skills, able to develop effective work relationships with key stakeholders, translate technical terms, and drive discussions and consensus
- Excellent presentation, business, and problem-solving skills with an analytical mindset
- Capacity to build strong working relationships with internal IT, business managers, and vendors, and must be a team player
- Proficiency in Agile and Lean methodologies and principles
- Stakeholder Management: Excellent communication and stakeholder management abilities
- Process Analysis: Ability to analyse, re-engineer, and document complex business processes
