Job Description

The New York City Department of Investigation (DOI) is one of the oldest law enforcement agencies in the country with a mission of combating municipal corruption. It serves the people of New York City by acting as an independent and nonpartisan watchdog for New York City government, City agencies, and City employees, vendors with City contracts, individuals and entities that receive City funds.

DOI is seeking to hire a Forensic Accounting or Finance College Aide to work in Squad 10, the investigative squad that oversees capital construction agencies including the Dept. of Transportation, Parks Department, Dept. of Environmental Protection, and Dept. of Design and Construction. These agencies are responsible for contracting, designing, and building massive infrastructure projects in New York City, with capital plans exceeding $50 billion. The agencies also spearhead issues of critical importance to the City, such as ensuring that its residents have access to clean drinking water, efficient transportation systems, and community green space. The College Aide will assist with sensitive and confidential investigations pertaining to waste, fraud, and corruption by focusing on misappropriation or embezzlement of City funds. The College Aide will assist Squad 10's audit team and other investigators by examining and analyzing financial and other records in the Squad's prevailing wage fraud, money laundering, and other follow-the-money cases, preparing for witness interviews, and helping to draft reports.

Key Responsibilities:
- analyze financial records including bank and credit card accounts, vendor payments, payroll
- trace hidden assets, laundered money, and stolen funds
- identify additional accounts for investigators to subpoena
- prepare written summaries of findings for use by investigators in interviews and presentation of evidence to law enforcement partners

Qualifications

For Assignment Level I:
Matriculation at an accredited college or graduate school. Employment is conditioned upon continuance as a student in a college or graduate school.
For Assignment Level II (Information Technology):
Matriculation at an accredited college or graduate school. Employment is conditioned upon continuance as a student in a college or graduate school with a specific course of study in information technology, computer science, management information systems, data processing, or closely related field, including or supplemented by 9 semester credits in an acceptable course of study.
For Assignment Level III (Information Technology Fellow):
Matriculation at an accredited college or graduate school. Employment is conditioned upon continuance as a student in a college or graduate school with a specific course of study in information technology, computer science, management information systems, data processing, or other area relevant to the information technology project(s) assigned, including or supplemented by 9 semester credits in an acceptable course of study. Appointments to this Assignment Level will be made by the Technology Steering Committee through the Department of Information Technology and Telecommunications.

SPECIAL NOTE
Maximum tenure for all Assignment Levels in the title of College Aide is 6 years. No student shall be employed more than half-time in any week in which classes in which the student is enrolled are in session. Students may be employed full-time during their vacation periods.
