STARTING SALARY : $2,276.20 Bi-Weekly. ($59,181.20 annually) Position will be hired at the minimum of the class. (In accordance with current spending restrictions, an internal promotion into the position will be filled at the minimum of the pay grade or up to 5% of the employee’s current rate, whichever is higher.)

DESCRIPTION :

The incumbent of this position directs, plans, and manages contract functions for the Prevention program area.

Spends a major portion of their time communicating with, motivating, training and evaluating employees, planning and directing their work; and having the authority to hire, transfer, suspend, layoff, recall, promote, discharge, assign, reward or discipline subordinate employees or to effectively recommend such actions for staff in this unit. The incumbents in this position is expected to function with a great deal of independence and have high-quality organizational, motivational, and supervisory skills.

Assigns contracts to staff upon award/execution of contract; distributes workload assignments. Works in the Provider Management and Monitoring (PMM) system to assign contracts. Ensures contracts are being managed effectively and efficiently statewide and that consistent management practices are being followed. Responsible for development of program definitions for contracts and contract amendments.

Monitors staff performance to include service level agreement service goals, performance metrics, and performance targets. Tracks training requirements as prescribed by law or department policy.

Develops and modifies process manuals and guidelines. Sets standards for contract file maintenance.

Coordinates and conducts various meetings with program area staff, and other management staff. Generates various performance trend analysis reports for management.

Provides technical assistance to contract managers, program areas, and providers.

Communicates effectively with external customers, maintaining a positive and collaborative working relationship.

Serves on process work groups.

Coordinates with the Bureau of Monitoring and Quality Improvement Prioritization and Planning Unit to schedule administrative compliance events as determined by the prioritization assessment tool. Communicates schedule to contract managers and follows up to ensure all compliance reviews are completed timely.

Works with auditors during contract audit reviews. Liaisons with Department of Financial Services and Finance and Accounting on contract payment issues.

Perform other related duties as assigned.

MINIMUM QUALIFICATIONS FOR THIS POSITION INCLUDE THE FOLLOWING REQUIRED ENTRY LEVEL KNOWLEDGE, SKILLS AND ABILITIES:

A bachelor's degree from an accredited college or university.

Knowledge of basic management principles and practices.

Knowledge of the methods of data collection and analysis.

Ability to supervise people.

Ability to manage a consultative program designed to ensure the resolution of managerial and operational problems.

Ability to determine work priorities, assign work and ensure proper completion of work assignments.

Ability to communicate effectively.

Ability to establish and maintain effective working relationships with others.

Ability to assess budgetary needs.

Ability to formulate policies and procedures.

Ability to understand and apply applicable rules, regulations, policies and procedures relating to operational and management analysis activities.

Ability to organize data into logical format for presentation in reports, documents and other materials.

Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document work and other activities relating to the improvement of operational and management practices.

Ability to conduct fact-finding research.

Ability to work independently.

Ability to solve problems and make decisions.

PREFERRED QUALIFICATIONS:

Preference will be given to all candidates who possess the following experience:

Knowledge of the Department Juvenile Justice Information System (JJIS).

Knowledge of the Department Juvenile Justice Program Monitoring and Management (PMM).

1 to 2 years of Contract Supervisor experience.

Knowledge and ability to create and maintain Excel spreadsheets using formulas.

This position requires travel for the purpose of overseeing provider performance and compliance.
