We are seeking an experienced and commercially astute (Senior) Buyer to lead CAPEX procurement across capital equipment, EPC, engineering, construction, installation, and associated lifecycle services. The role will partner with the Capital Project Team from the earliest project stages to shape procurement and contracting strategies.

The successful candidate will combine a practical understanding of manufacturing processes, engineering and construction execution with strong sourcing, cost analysis, risk allocation, and contract negotiation capabilities. This individual will serve as the commercial lead for assigned capital projects, challenging requirements constructively and helping project teams establish an executable sourcing approach before supplier commitments are made.

Key Responsibilities:

CAPEX Category Strategy & Early Project Engagement

- Develop and execute category and project procurement strategies for capital equipment, EPC/EPCM, engineering services, construction, installation and commissioning.
- Engage proactively with the Capital Project Team during concept, feasibility, FEL, budgetary, design, and project set-up stages to define procurement packages, sourcing routes, bidder strategy, contracting model, commercial timeline, and risk allocation.
- Identify long-lead equipment, critical interfaces, inspection and expediting requirements, logistics constraints, and potential supplier capacity risks early enough to protect project schedule and investment outcomes.
- Understand the full EPC process and data flow well enough to connect engineering, project controls, procurement, contracting, and supplier-management activities into one coherent execution approach.

EPC, Construction & Engineering Procurement

- Lead end-to-end sourcing and contracting for EPC and construction packages, including bidder prequalification, market engagement, RFx, bid clarification, commercial bid evaluation, negotiation, award recommendation, contract execution, and post-award commercial governance.
- Partner with Engineering, EHS, Legal, Finance, Project Controls, Site Contract Administration, and Operations to ensure that SOW, specifications, schedule, deliverables, responsibilities, and acceptance criteria are complete and commercially enforceable.
- Negotiate key contractual protections and commercial mechanisms, including milestone-based payments, retention, advance-payment security, performance bonds, warranty, liquidated damages, indemnity, limitation of liability, insurance, change-order control, termination, claims, intellectual property, audit rights, and subcontractor obligations.
- Lead TCO and should-cost analysis by challenging labor productivity, material quantities, equipment rates, indirect costs, subcontractor mark-ups, overhead, fee, contingency, escalation, and schedule assumptions.

Capital Equipment Procurement

- Lead procurement of engineered and off-the-shelf equipment, including technical-commercial alignment, supplier qualification, RFQ, negotiation, delivery, installation support, commissioning and acceptance.
- Negotiate equipment warranties based on delivery, installation, start-up, or acceptance milestones.

Local Regulation, Compliance & Contract Risk

- Maintain strong awareness of current and evolving Korean requirements relevant to capital projects and construction contracting, including occupational and serious-accident risk, construction licensing and contracting, subcontracting, separate-order requirements where applicable, industrial safety, and site access/compliance obligations.
- Work with Legal, EHS, Engineering, and site stakeholders to reflect applicable local requirements in bidder qualification, sourcing strategy, contract structure, supplier responsibilities, and project governance.
- Protect procurement integrity and ensure sourcing and contracting activities comply with corporate governance, approval authorities, ethics, competition, sustainability, and documentation requirements.
- Monitor regulatory and market changes and proactively advise project teams of potential impacts on contract packaging, schedule, cost, supplier eligibility, and risk allocation.

Stakeholder Partnership & Leadership

- Serve as a trusted procurement partner to Capital Project Leaders, Engineering, Manufacturing, Operations, EHS, Quality, Finance, Legal, and site leadership.
- Provide clear, early, and constructive commercial challenges while building alignment among technical, operational, financial, and procurement stakeholders.
- Facilitate sourcing-strategy and negotiation-planning reviews, present concise recommendations to leadership, and obtain approvals at the appropriate decision gates.
- Coach project stakeholders on supplier engagement, scope readiness, commercial confidentiality, negotiation discipline, and change-control practices.

Qualifications

Education & Experience

- Bachelor’s degree in Engineering, Construction Management or a related discipline.
- Minimum 10 years of procurement, commercial, contracts, project controls, or related experience in a manufacturing, chemical, semiconductor, electronics, industrial, pharmaceutical, or similarly complex project environment.
- Demonstrated experience leading significant CAPEX procurement covering both capital equipment and construction/EPC contracts.
- Hands-on experience negotiating complex EPC, engineering, construction, installation, and equipment agreements in Korea is strongly preferred.
- Experience partnering with capital project teams from early project definition through sourcing, award, execution, commissioning, warranty, and closeout.

Technical & Functional Capabilities

- Strong understanding of capital project lifecycles, procurement planning, construction sequencing, engineering deliverables, commissioning, and operational handover.
- Ability to read and commercially interpret SOWs, specifications, drawings, bills of quantities, schedules, cost breakdowns, bid tabs, and change-order documentation.
- Proven capability in contract strategy, RFx, supplier prequalification, competitive bidding, cost modeling, TCO, payment-term design, negotiation, and contract administration.
- Practical knowledge of EPC/EPCM and construction delivery models, pricing models, risk allocation, milestone payments, retention, bonds/guarantees, warranty, claims, and change management.
- Knowledge of equipment lifecycle economics, maintenance models, spare-parts strategy, service-level structures, supplier reliability, and warranty-to-maintenance transition.
- Working knowledge of Korean regulations affecting industrial construction, contractor safety, subcontracting, construction awards/contracts, and related compliance obligations.

- Fluent Korean and strong business English are required.

Preferred Certifications

- CPSM, PMP, Construction Management, or equivalent professional certification is preferred.
