Job Description
The Oklahoma Department of Public Safety (DPS) is seeking a dependable, service-minded professional to join our team as a Human Resources Management Specialist III DPS. Employees support the agency’s mission of protecting the public and serving the people of Oklahoma. The successful candidate will work collaboratively, communicate clearly, and carry out their responsibilities with accuracy, professionalism, and sound judgment.
Responsibilities
· Maintain accurate employee information and personnel records within HR systems and other applicable tracking systems.
· Coordinate and support recruitment, selection, hiring, onboarding, and other employment-related activities.
· Monitor assigned personnel actions and HR processes from initiation through completion, ensuring required deadlines and documentation are met.
· Provide guidance to agency leadership, supervisors, and employees regarding established HR policies, procedures, and processes.
· Maintain appropriate documentation and support compliance throughout the employee life cycle.
· Independently manage assigned HR programs, processes, and responsibilities while exercising sound judgment and appropriate discretion.
· Communicate effectively and timely with internal and external partners regarding HR processes, requirements, deadlines, and next steps.
· Assist with special projects, HR initiatives, reporting, and other advanced-level human resources activities as assigned.
Level Descriptor
Levels are distinguished based on the complexity of assigned duties, the level of expertise required for completion of work assignments, and the responsibility assigned for the supervision of others.
HRMS level II - Management Level - Individual Contributor
At this level employees are assigned responsibility for the completion of a full range of professional level work at the full performance level in completing various human resources management or personnel administration activities, either in a specialized phase of human resources management or in all or several areas of an agency human resources management program. This will include a high degree of independence in completing work assignments and making decisions concerning various human resources management activities. Supervisory responsibilities will not normally be assigned at this level, but there may be some responsibility for providing training or guidance to lower-level staff.
HRMS level III - Management Level - Team Lead
At this level employees perform advanced level human resources management work in administering various personnel programs or activities. This may include independent responsibility for a specialized agency program, duties involving providing assistance in the supervision and training of other human resources management specialists as a lead worker or project leader, or other comparable responsibilities for coordinating and completing required activities
Education and Experience
Education and experience requirements will remain consistent with the established job profile. A bachelor’s degree and two years of professional human resources management experience; a qualifying master’s degree and one year of professional human resources management experience; or an equivalent combination of qualifying education and experience is required. Relevant experience should include professional-level responsibilities in areas such as recruitment, personnel administration, classification, compensation, benefits, or payroll administration.
Knowledge, Skills, and Abilities
Knowledge of human resources management principles, policies, procedures, and applicable state and federal laws, rules, and standards. Knowledge of personnel records management, recruitment and hiring practices, and professional business communication. Ability to interpret and consistently apply HR policies and procedures; exercise sound judgment and perform work independently; manage multiple priorities and deadlines; maintain accuracy and confidentiality; communicate effectively with employees, applicants, supervisors, and leadership; and establish and maintain effective working relationships. Must demonstrate strong organizational, problem-solving, customer service, and follow-through skills.
