The Work You Will Do:
Right of Way Project Manager – District 5 / Right of Way Production / Appraisal & Acquisition
This position supports the agency’s mission by coordinating and directing the activities on right of way projects and right of way consultants. Responsibilities include conducting expert negotiations with property and business owners, coordinate business damage activities, provide expert relocation and property management assistance.

Your Specific Responsibilities:
Coordinate and direct the activities on a Right-of-Way project. Coordinate and direct the activities of the Right-of-Way Consultants. Ensure and monitor a Quality Control Program. Conduct expert negotiations with property and business owners for complex parcel assignments and coordinate business damage activities. Deliver Notice to Owner, prepares offer package and make offer within established core process mapping requirements; Deliver Notice to Business Owner: acquire all assigned parcels. Provide expert relocation assistance for complex parcel assignments. Plan for Relocation Needs Assessment Surveys to be reviewed, approved and delivered no later than the established deadline. Obtain suit information. Assemble, submit and coordinate preparation efforts among the agent/consultant, suit coordinator and the attorney by scheduled dates to meet project schedules per Production Status Report or suit plan schedule.
Provide expert property management assistance for project/parcel assignments. Conduct inspections and inventory of improvements, fixtures and contents of real property according to established schedules and core process targets. Plan and execute asbestos and demolition related activities according to established schedules and core process targets. Ensure excess properties owned by the department for 10 years are identified and reviewed for possible surplus.
Interpret and communicate Right-of-Way policies and procedures. Ensure conformance with applicable laws, rules, regulations, policies and procedures. Assist in the development of policies and procedures.
Procures consultant services. Review and approve invoices.
Respond to public records requests and related inquiries. Coordinate with other offices to address and resolve issues. Represent Right-of-Way at public meetings/hearing and workshops, and similar forums. Monitor, train and assist local governments.
Review and recommend administrative settlements. Identify and evaluate advance acquisition opportunities. Ensure data is entered into the Right-of-Way Management System (RWMS).
Ensure conformance with applicable laws, rules, regulations, policies and procedures. Coordinate and direct work activities on right of way projects to ensure compliant, and a high-quality product delivered in support of right of way certification dates. Vendor/warrant processing is required to perform these duties.
The Successful Candidate will have the following required Knowledge, Skills, and Abilities:
Knowledge of:
- And understanding of 49 Code of Federal Regulations (CFR) Part 24 (Uniform Act), relating to real property acquisition and relocation assistance.
- Real estate principles and practices.
- Quality assurance planning for the acquisition and relocation assistance program.
Skills in:
- Use of personal computers, including a working knowledge of word processing and spreadsheet software.
- Effectively communicating orally and in writing
Ability to:
- Effectively plan, organize, and work independently.
- Establish and maintain good working relationships with others.
- Identify training needs, and to develop and present effective acquisition and relocation training.
- Implement a quality assurance plan for the acquisition and relocation assistance program.
- To be self-directed and skilled in problem solving.
- Understand and interpret real estate appraisals and right of way maps.
Other Job-Related Requirements:
- This position is responsible for adhering to the provisions and requirements of Section 215.422, F.S. related State Comptroller's rules and Department of Transportation's invoice processing and warrant distribution procedures.
- On an as needed basis may be required during periods of emergency and/or disaster recovery upon request by appropriate authority, to work beyond established work schedule at night and/or state-wide, including weekends.
Minimum Qualifications:
- A high school diploma or its equivalent and eight (8) years of real estate experience, or graduation from the FDOT Real Estate Level II Training Program and one (1) year of right of way experience.
- Prior experience as a Right of Way Project Manager, or a bachelor's degree from an accredited college or university and four (4) years of real estate experience defined as professional or technical experience in right-of-way administration, land management, abstract and title work, property management, or the sale, acquisition or appraisal of real estate; or the sale; acquisition or appraisal of real estate, or an associate’s degree from an accredited college or university and six (6) years of real estate experience.
