Johnson & Johnson is currently seeking a highly skilled and experienced Senior Manager, Environmental Health, Safety & Sustainability (EH&S) to join our Johnson & Johnson Innovative Medicine Supply Chain organisation at our Biotherapeutics Manufacturing facility in Ringaskiddy, Cork.

Johnson & Johnson has expanded manufacturing capacity at the site to support portfolio growth and the reliable supply of commercial and clinical biologic medicines in oncology and immunology. This investment strengthens future supply and supports the delivery of current medicines and future innovations.

Reporting to the Site EH&S Director, the Senior Manager is a key member of the EH&S leadership team and provides strategic direction for the site and Biotherapeutics platform. The role shapes priorities, aligns resources and leads the execution of integrated EH&S strategies that appropriate occupational & process safety, industrial hygiene and environmental compliance controls are in place to enable safe, compliant and reliable manufacturing, research and development, project delivery and sustainable growth.

Success is achieved through visible leadership of EH&S managers, professionals and programme leads, and through trusted partnership with site leadership, business units, Global Supply Chain, the Biotherapeutics platform, Innovative Medicine Sector and Enterprise EH&S. The Senior Manager builds a high-performing organisation by setting clear direction, developing talent, strengthening succession, enabling sound decisions and embedding a culture of compliance, learning, accountability and continuous improvement in EH&S.

The role provides senior governance and assurance across the site’s EH&S programmes, ensuring that accountable leaders, capable teams and effective management systems, occupational and process safety, contractor and construction safety support, emergency preparedness, environmental compliance, the site’s Industrial Emissions license, Genetically Modified Organisms license and Greenhouse Gas permit, environmental stewardship & sustainability, EH&S management systems and assurance. The Senior Manager influences investment and operating decisions, sponsors critical improvement programmes, maintains constructive relationships with regulators and external partners in addition to key internal partners including operations, engineering, facilities, quality, project teams, contractors. Trusted partnerships to hold leaders accountable for sustainable performance and risk reduction.

This role offers significant exposure to site, platform and sector leadership and is considered a key leadership position within the EH&S organization. The successful candidate will have the opportunity to further develop enterprise leadership capabilities and may be considered for broader leadership opportunities within Johnson & Johnson as business needs and individual readiness evolve.

Essential Job Duties

- Strategic and functional leadership: Support the Site EH&S Director and EH&S Managers in senior leadership to define the EH&S vision, translate enterprise priorities into a clear site strategy and ensure disciplined execution through aligned objectives, governance and operating plans, policies, management systems and procedures, aligned with Enterprise, Innovative Medicine Sector, Biotherapeutics platform and local business priorities. Advise site and business leaders on material risks, opportunities and trade-offs; influence priorities and investment decisions; and ensure EH&S is integrated into business plans, operational reviews and change agendas.

- People and organisational capability: Lead , inspire and develop EH&S managers, professionals and programme leaders; establish clear accountabilities; manage performance and potential; build succession pipelines; and create an inclusive, high-performing team environment. and recognise individual and team contributions.

- Leadership-team contribution: Act as a member of the site EH&S Leadership Team and represent EH&S on Business Unit and functional leadership teams, as required contributing operational and business insight beyond the functional remit and ensure EH&S considerations are integrated into strategy, investment, capacity, change and operational decisions.

- Site EH&S Director sets overall strategy, provides site, platform and sector leadership representation and retains ultimate functional accountability for the site. The Senior EH&S Manager converts strategy into an integrated operating plan, leads the EH&S Managers, drives execution and provides assurance to the Director. EH&S Managers own and deliver their respective Safety, Environmental Compliance & Projects programmes and allocate respective resources.

- Governance and performance: Establish effective governance, review performance and organisational risk, challenge progress, resolve barriers, reset priorities and escalate material issues to ensure commitments are delivered and sustained.

- Influence and external leadership: Build strong partnerships across the site, platform, sector and enterprise, while representing the organisation credibly with regulators, auditors, suppliers and contractors to align expectations, share best practices and deliver continual improvement.

Essential Job Responsibilities

- Integrated EH&S management: Manage the implementation of site and enterprise EH&S programmes, procedures, standards, risk assessments and controls, ensuring compliance with applicable Irish and EU legislation, regulatory expectations, ISO certifications, J&J standards and site requirements.

- Safety programmes:

- Support the EHS Manager and provide leadership and oversight of safety programmes inluding occupational and process safety, industrial hygiene, biosafety, chemical safety, machine safety, ergonomics, ATEX, high-risk work, contractor safety, construction safety and emergency preparedness.

- Support Process Safety Management systems, including process hazard analysis, management of change, mechanical integrity, control of hazardous energy, safe systems of work, layers of protection, containment and prevention of major accident hazards.

- Environmental programmes

- Compliance - Support EHS Manager and provide leadership and oversight for site environmental and regulatory compliance, ensuring effective management of the Industrial Emissions license, Genetically Modified Organisms license and Greenhouse Gas permit, including applications, returns, monitoring, verification, records, regulatory liaison and inspection readiness.

- Management system - Support EHS Manager and provide leadership and oversight of environmental aspects and impacts, waste operations and complex waste streams, water and wastewater compliance, emissions, environmental monitoring, environmental risk assessments, liability considerations, noise, contamination controls and planning-permission interfaces.

- Sustainability and stewardship: Support site environmental stewardship and sustainability priorities, including waste, water and single-use-plastic circularity, decarbonisation and awareness programmes, aligned with enterprise, sector, platform and site goals.

- Talent, succession and capability: Build organisational capability through workforce planning, role clarity, targeted development, coaching, mentoring, succession planning and deployment of expertise against the site’s highest priorities.

- Culture and engagement: Sponsor an inclusive, learning oriented EH&S culture programme, including Human & Organisational Performance, SIF Prevention focus; engage leaders and employees in proactive hazard and environmental reporting to strengthen learning, stewardship and continuous improvement; and reinforce accountability through visible leadership and recognition.

- Performance and risk governance: Set meaningful objectives and measures, lead management reviews, evaluate trends and programme effectiveness, ensure timely escalation of significant risks and hold accountable owners to delivery of corrective and preventive actions.
- Projects and EH&S by Design: Support EH&S Manager to ensure suitable EH&S structures, resources and processes for the site capital programme; integrate EH&S requirements from concept, design, execution and handover.
- Assurance and regulatory confidence: Maintain oversight of compliance obligations, licences, permits, audits and inspections; ensure robust assurance and inspection-readiness arrangements; and lead senior engagement with regulators and enterprise stakeholders when required.

- Training: Ensure oversight of appropriate EH&S training, onboarding & induction, programme-specific learning, communications and awareness activities are developed and delivered to target audiences. Supports development of site wide EHS&S training programmes in support of corporate and site EH&S programmes and in compliance with regulatory requirements. Responsible for educating management and workforce regarding pertinent Regulatory and Corporate EHS&S standards.

- Resources and financial stewardship: Own functional workforce and resource planning, prioritise internal and external capability, manage budgets and expenditure, and develop clear business cases for investments that reduce risk and improve performance.

- Change and emerging requirements: Monitor changes in legislation, J&J standards, scientific knowledge and external expectations; assess business impact and translate requirements into pragmatic, compliant site actions and controls.

- Communication and representation: Communicate strategy, performance and risk clearly to varied audiences; facilitate effective leadership decisions; and represent the site in platform, sector, enterprise and external forums.

Qualifications

Education:

A minimum of a Bachelor’s degree in Science, Engineering, Health and Safety, Environmental Science, or another relevant discipline is required. A postgraduate qualification in leadership, business, organisational development or an EH&S-related discipline, or a recognised professional certification is preferred.

Experience and Skills:

Required:

- 10+ years of progressive experience in EH&S or a related operational function such as Operations, Engineering, Facility Management, Quality, Operational Excellence etc) including responsibility for leading managers, multidisciplinary teams and enterprise-scale programmes in a complex, regulated environment.

- Demonstrated success setting functional strategy, translating it into measurable plans and aligning people, resources, governance and investment to deliver sustained business outcomes.

- Proven people-leadership capability, including performance management, coaching, talent development, succession planning, organisational design and leadership through change.

- Strong executive presence and judgement, with the ability to influence senior leaders, challenge constructively, communicate risk clearly and build alignment across functions and organisational levels.

- Experience establishing governance, performance-management and assurance frameworks, using data and insight to set priorities, make decisions and hold accountable owners to delivery.

- Strong business and operational acumen, including workforce planning, budget ownership, resource prioritisation, business-case development and oversight of major programmes or projects.

- Demonstrated ability to build effective relationships with regulators, auditors, contractors, suppliers and enterprise partners, and to represent the organisation credibly in high-impact situations.

- Sufficient knowledge of Irish and EU EH&S legislation, regulatory expectations and management systems to provide informed oversight, test assurance and ensure appropriate specialist capability in incident investigation, root-cause analysis, audit and inspection readiness, regulatory liaison and translation of complex requirements into practical business controls.

- Strong programme and project management, financial planning, written and verbal communication, facilitation, training and stakeholder-management skills.

Preferred:

- Senior leadership experience in pharmaceutical, biologics or another complex manufacturing environment, including periods of significant growth, transformation or capital investment.

- Experience leading through other managers and building capability across geographically or functionally diverse teams.

- Experience sponsoring culture change, organisational effectiveness, sustainability or operational-excellence programmes with measurable enterprise or site impact.

- A recognised professional qualification or certification in leadership, occupational safety, environmental management or a related discipline.

- Confidence using digital reporting and data-analysis tools to support executive insight, decision-making and performance governance.

Other:

Requires flexibility to support site EH&S priorities, including interaction with internal stakeholders, contractors, suppliers, regulators and other external parties, and travel to other J&J facilities nationally or internationally as required (up to 10%). The role may require support for shutdowns, projects, audits, inspections and emergency-response activities based on business needs.
