Job Description:
Parsons is seeking a Project Manager to lead maintenance and sustainment activities for electronic security systems located at various U.S. military bases throughout Japan. This position will serve as a client representative and oversee field operations, subcontractor performance, project schedules, budgets, safety, quality, and customer satisfaction.
The Project Manager will coordinate the delivery of preventive and corrective maintenance, system inspections, troubleshooting, repairs, upgrades, and sustainment services for electronic security systems. The successful candidate will work closely with the client, site personnel, technicians, subcontractors, engineers, and program leadership to ensure systems remain operational and project requirements are met.

What You’ll Be Doing
- Manage maintenance and sustainment activities for electronic security systems at multiple U.S. military installations throughout Japan.
- Coordinate preventive maintenance, corrective maintenance, inspections, testing, troubleshooting, repairs, system upgrades, and related sustainment activities.
- Collaborate with the Program Manager to establish and maintain project schedules, budgets, staffing plans, and performance objectives.
- Serve as the primary point of contact for the client regarding assigned site activities, work performance, system status, risks, and issues.
- Direct and coordinate subcontractor and field personnel activities in accordance with contract requirements, project procedures, statements of work, and applicable site regulations.
- Monitor work orders, service calls, maintenance backlogs, response times, completion status, and customer satisfaction.
- Review maintenance requirements, technical documentation, drawings, equipment records, inspection reports, and system performance data.
- Develop and maintain project documents, processes, procedures, maintenance plans, quality-control records, and final deliverables.
- Coordinate staffing requirements and assign personnel based on workload, qualifications, site access, and schedule requirements.
- Establish performance objectives and conduct performance appraisals for direct reports.
- Develop and implement project safety plans and ensure that safety requirements are communicated to all personnel.
- Promote and enforce safe work practices while monitoring work performed at active military installations.
- Ensure compliance with base-access requirements, installation procedures, security protocols, and applicable federal, state, local, and host-nation requirements.
- Establish and monitor site security and access-control measures for employees, subcontractors, vendors, and visitors.
- Chair recurring project, maintenance, and coordination meetings and distribute meeting minutes and action items.
- Prepare and submit monthly and ad hoc reports to the client and Program Manager.
- Respond to client concerns, service issues, emergent maintenance requirements, and changing operational priorities.
- Assist the Program Manager with estimating, pricing, and negotiating changes to the scope of work with the client and subcontractors.
- Review technical and solicitation documents and support subcontractor or vendor procurement activities.
- Document and execute approved changes to the project scope.
- Anticipate operational, technical, staffing, schedule, and resource issues and coordinate corrective actions.
- Maintain accurate records of daily activities, work orders, system status, labor hours, materials, equipment, inspections, testing, and completed maintenance.
- Keep the client and Program Manager informed of day-to-day activities, project progress, risks, and unresolved issues.
- Perform other responsibilities associated with this position as appropriate.
What Required Skills You’ll Bring
- Bachelor's Degree in a technical or construction-related field (or equivalent).
- 10+ years of related experience in project management, electronic security systems, facilities maintenance, construction, engineering, or field operations.
- At least 3 years of leadership experience managing field personnel, maintenance teams, technical staff, or subcontractors.
- Experience supporting electronic security systems, such as access control, intrusion detection, closed-circuit television, video surveillance, intercom, perimeter security, or related systems.
- Bachelor’s degree in a technical, engineering, construction, information technology, security systems, or related field; equivalent professional experience may be considered.
- Experience managing maintenance and sustainment activities across multiple sites.
- Experience working with U.S. military installations, government facilities, or other secure or mission-critical environments is preferred.
- Ability to work full-time in Japan and travel among U.S. military bases and project locations as required.
- Ability to obtain and maintain required installation, facility, and base-access credentials.
- Must be a U.S. citizen.
- Must possess a valid driver’s license and be able to drive to and between project sites, as required.
- Strong written and verbal communication, organizational, analytical, and problem-solving skills.
- Ability to work effectively with military personnel, government representatives, clients, technicians, subcontractors, and personnel from diverse cultural backgrounds.
What Desired Skills You’ll Bring
- Enrollment in a project management certification program is preferred but not required.
- Project Management Professional certification or equivalent project management training.
- Experience managing electronic security system maintenance contracts.
- Experience with work-order management systems, asset-management systems, maintenance databases, or similar platforms.
- Familiarity with U.S. Department of Defense, military installation, or government contracting procedures.
- Knowledge of electronic security system testing, commissioning, preventive maintenance, and troubleshooting.
- Experience managing service-level agreements, performance metrics, corrective-action plans, and quality-control programs.
- Familiarity with Japanese work practices, host-nation requirements, or operating environments.
- Japanese-language proficiency is preferred but not required.
Physical Requirements
- Ability to lift and carry 30 or more pounds.
- Ability to work at active military installations and in indoor and outdoor environments.
- Ability to climb ladders, access equipment rooms, and work around electronic security system equipment, as required.
- Ability to travel between project sites throughout Japan.

Salary Range: $103,500.00 - $181,100.00
