Designer I

Senior Project Surveyor

The Senior Project Surveyor will report to the Engineering Market Manager and lead the company’s Survey and Right-of-Way (ROW) Department. This position will oversee office and field survey operations, ROW research, utility research, GIS integration, and engineering basemap development. Project work will support telecommunications, utilities, EV infrastructure, fiber optic networks, land development, and other project types as required.

Responsibilities will focus on the accurate and efficient production of survey and ROW deliverables, the integrity of survey data and basemapping processes, and the development of scalable departmental standards and workflows. The Senior Project Surveyor will oversee field crews, provide technical leadership and quality control, support multidisciplinary project teams, and help establish and grow the company’s in-house surveying capabilities.

Job Responsibilities:

- Lead and manage the company’s Survey and ROW Department.

- Report to and collaborate with the Engineering Market Manager regarding staffing, workload, departmental standards, budgeting, and strategic growth.

- Supervise and perform quality assurance and quality control for survey, ROW, GIS, and engineering basemap deliverables.

- Oversee survey field crew operations, including scheduling, resource allocation, technical direction, safety, equipment management, and quality control.

- Develop and maintain standards, procedures, templates, and best practices for field surveys, ROW research, GIS integration, data management, and basemap production.

- Supervise, manage, perform, and coordinate:

Boundary and topographic surveys

- ALTA/NSPS Land Title Surveys

- Utility and existing-conditions surveys

- Construction layout and staking

- ROW and property ownership research

- Easement exhibits and legal descriptions

- Parcel and acquisition exhibits

- Engineering basemap development

- Lead due diligence research involving deeds, plats, easements, title reports, subdivision records, utility records, DOT records, municipal records, and other public land records.

- Oversee the development and maintenance of ArcGIS Online (AGOL), GIS databases, and survey data management systems.

- Ensure the accuracy, consistency, and integrity of field data, survey control, ROW information, GIS datasets, and engineering basemaps.

- Review and professionally endorse surveys, plats, exhibits, legal descriptions, and other documents requiring a Professional Land Surveyor’s signature and seal.

- Perform field reconnaissance and in-house survey work as needed.

- Provide technical oversight of conventional, GNSS, robotic total station, UAV, LiDAR, mobile mapping, and other data-collection methods.

- Coordinate survey and ROW activities with engineering, permitting, land acquisition, utility coordination, and construction management teams.

- Manage survey subcontractors, including scope development, scheduling, coordination, quality review, and deliverable acceptance.

- Track assignments, prioritize work, and maintain effective project and department workflow.

- Evaluate deliverables for completeness, constructability, accuracy, and compatibility with engineering requirements.

- Mentor and train survey staff, field crews, ROW researchers, GIS personnel, and other technical team members.

- Assist with recruiting, staffing, resource planning, workload forecasting, and performance management.

- Evaluate and implement technologies such as GIS automation, AI-assisted ROW research, LiDAR, UAV mapping, mobile mapping, and cloud-based collaboration tools.

- Support business development through proposal preparation, scope development, budgeting, client coordination, and expansion of surveying and ROW services.

Qualification:

- Bachelor’s degree in Surveying, Geomatics, Civil Engineering Technology, or a related field preferred.

- Minimum of 10 years of progressively responsible land surveying experience required.

- Professional Land Surveyor (PLS) license in the employee’s state of residence required.

- Ability to obtain reciprocal licensure in additional states as needed.

- Experience supervising survey field crews and coordinating office and field operations required.

- Experience with ROW research, easement interpretation, title research, legal descriptions, property records, and utility corridor projects required.

- Experience supporting telecommunications, utility, transportation, EV infrastructure, or land development projects preferred.

- AutoCAD proficiency required; Civil 3D experience preferred.

- Experience with ArcGIS Pro and ArcGIS Online preferred.

- Experience with Trimble Business Center, Carlson Survey, MicroStation, or similar survey-processing software preferred.

- Working knowledge of GNSS equipment, robotic total stations, data collectors, digital levels, and other survey technologies.

- Extensive knowledge of boundary law, survey computations, coordinate systems, geodetic control, easement interpretation, public records research, and applicable surveying standards.

- Knowledge of current ALTA/NSPS Land Title Survey Standards and applicable state surveying laws and regulations.

- Ability to read and interpret deeds, plats, easements, legal descriptions, title reports, engineering drawings, utility records, and construction documents.

- Experience developing departmental standards, workflows, quality-control procedures, and project templates preferred.

- Understanding of project management principles, including budgeting, forecasting, scheduling, staffing, and resource allocation.

- Ability to work independently, exercise professional judgment, and resolve complex boundary and ROW issues.

- Strong written and verbal communication skills.

- Exceptional organization and time-management skills.

- Ability to manage multiple projects and responsibilities in a fast-paced environment.
