About this role
JOB PURPOSE: The part-time Regional Social Service Liaison administers General Assistance for residents of municipalities that contract with Cumberland County. The liaison interviews applicants, determines eligibility and appropriate assistance under applicable law and municipal ordinances, maintains confidential records, and connects residents with other resources. The position works with municipal staff and community partners and travels among participating town offices. Specific workdays and any evening or weekend coverage will be set by the County based on service needs and staff coverage. Compensation is a range of $26.39 to $28.02 per hour. This range reflects the County’s good-faith estimate of pay for this position at the time of posting. Starting pay is determined based on qualifications, experience, and internal equity in alignment with the County’s step-based compensation system. This position is part-time (24hrs per week) with a limited benefits package. QUALIFICATIONS:
- Valid Maine Driver’s License;
- Knowledge of the Maine General Assistance law and municipal ordinances, or the ability to acquire and apply that knowledge promptly;
- Sound judgment, interviewing and research skills, accurate recordkeeping, and the ability to make timely decisions within statutory and policy requirements;
- Ability to handle sensitive information with discretion, maintain confidentiality, and serve people without personal bias;
- Effective written, oral, and electronic communication; ability to respond calmly to difficult situations;
- Proficiency with common office software and equipment and the ability to learn case management systems;
- Knowledge of community resources and familiarity with immigrant, refugee, asylee, and asylum seeker services are helpful.
KEY EXPECTED RESULTS:
- Receive applications; interview applicants; research and verify circumstances; determine eligibility, need, and the amount and type of assistance under applicable General Assistance rules and municipal ordinances.
- Document decisions and maintain accurate, confidential case files, accounts, and required reports.
- Coordinate with contracted towns on program delivery, policy compliance, performance, and budget monitoring.
- Prepare vouchers and invoices for payment and maintain related records.
- Communicate respectfully with applicants, municipal staff, County colleagues, and service providers; use translation services when appropriate.
- Perform related administrative work and other duties consistent with the position.
