The Opportunity:

As a business project management analyst supporting Project Manager Soldier Warrior within the Portfolio Acquisition Executive Maneuver Ground, you will directly contribute to the Army’s mission to design, deliver, and sustain integrated warfighting capabilities at the squad level. Our team plays a key role in enabling the rapid modernization of soldier borne systems, sensors, mission command tools, protection technologies, and other critical combat capabilities that ensure overmatch in contested environments. By supporting the financial, logistics, and procurement backbone that underpins these modernization efforts, you help ensure that every program and product from advanced body armor to soldier worn sensors and next generation lethality systems is resourced, executed, and sustained with accuracy, speed, and full auditability.

The person in this role will perform as a Senior Program Analyst supporting a U.S. Army Project Manager (PM) at Fort Belvoir, VA, with a mission to rapidly deliver and sustain innovative warfighting solutions that detect, identify and provide persistent insights to enable maneuver and lethal effects on enemy forces.

Responsibilities :

- Serves as the subject matter expert/senior business program/management analyst responsible for supporting the planning, developing, coordinating, defending and executing all aspects of program funding.
- Provides technical knowledge of appropriation law, resource allocation and financial execution under the processes of DoD Acquisition and sustainment.
- Provides reviews and prepares budget estimate input for compliance with policy, rules, regulations, and procedures prescribed and provided by higher headquarters.
- Develop program plans and controls for future or new programs, to include the phased milestone schedules from development/purchase through fielding; also, for the preparation, presentation, and defense of budget submissions.
- Prepares manpower data requirements, Program Objective Memorandum (POM) builds, and reviews program acquisition documents for appropriate data content and consistency.
- Foster and maintain a working relationship with the Department of the Army Systems Coordinator (DASC) and the and the System Support Officers (SSOs to assist with establishing any new Army Program Elements and/or Projects.
- Works with the PM’s Logistic and Cost teams to track planned quantities and develop program COMPO splits within the Army Equipping Enterprise System (AE2S).
- Conducts fiscal research on the correct use of appropriations to support acquisition activities.
- Monitor Congressional language and tracks committee marks.
- Review, edit and recommend changes to budget documents during the President Budget and Budget Estimate Submission cycles. Post final documents in repository.
- Monitor, track, and develop Funds Verification & Use Authorization (FVUA) documents for shipment transportation activities for Second Destination Transportation (SDT).S
- Serve as the lead for developing the annual APBB packages and assessing continuity of content.
- Proficient cProbe user for data reporting/mining.
- Review various financial documents for appropriate data content and consistency.
- Monitor/manage Electronic Task Management System (ETMS2) assigned Business Management Directorate tasks as required.

Required:

- Master's Degree in Business Administration, Economics, Accounting, Finance, Mathematics or Relevant.
- 20 Years experience providing business program/management support to a Department of War Program/Project Management Office.
OR
- Bachelor's Degree in Business Administration, Economics, Accounting, or Finance with more than 25 years experience.
- Working knowledge of the General Fund Enterprise Business System (GFEBS).
- Demonstrated competency in Communications (written and oral), Organizational Skills, and Fiscal Law.
- Demonstrated competency in MS EXCEL.
- Proficient in ACEIT.

Desired:

- Prior experience as a Business Management Director within an Army Program/Project Management Office.
- Working experience in multiple Army business disciplines to include financial, logistics, and cost analysis.
- Maintain program general information sheet and release updates, as required.

There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications. The proposed salary range for this position is:
$109,800 - $241,600
