What We Offer
The City and County of Denver offers competitive pay commensurate with education and experience. New hires are typically brought into the organization between $63,679 and $83,000 based on experience and education. We also offer generous benefits for full-time employees which include but are not limited to:

Location & Schedule
The City and County of Denver supports a hybrid workplace model. Employees work where needed, at a job site several days a week and off-site as needed. Employees must work within the state of Colorado on their off-site days.
In this position, you can expect to work at the Wellington Webb Building three days a week.

We are looking for a Recruiter to support the Department of Transportation and Infrastructure (DOTI), one of Denver’s largest and most operationally diverse agencies, while also flexing to support other agencies based on organizational needs.
The ideal candidate brings experience managing high‑volume recruitment, a commitment to equitable and compliant hiring practices, and a strong ability to translate workforce needs into targeted, effective recruitment strategies. Experience recruiting for operational roles, public works, skilled trades, transportation, or similar fields is a plus.
As a Recruiter, you will serve as a strategic talent advisor to hiring managers and agency leaders. You will lead full‑cycle recruitment with a focus on creating an accessible, equitable, transparent, and positive experience for candidates and hiring managers. Your work will directly contribute to citywide goals to improve hire quality, reduce first‑year turnover, strengthen candidate expectations, and maintain efficient talent processes.
In this role, you will:
- Partner with hiring managers to understand workforce needs, define priority competencies, and develop recruitment strategies aligned with those priorities.
- Lead and execute full‑cycle recruitment for a diverse range of operational and high‑volume positions.
- Build trust with hiring managers by proactively communicating, clarifying expectations, and addressing issues early.
- Deliver a seamless and transparent candidate experience through timely communication, clear expectations, and equitable practices.
- Use multiple sourcing strategies, including social media, networking, outreach, and data-driven insights, to cultivate diverse and high‑quality talent pipelines.
- Manage multiple high-volume requisitions with strong organization, responsiveness, and attention to detail.
- Ensure recruitment processes align with Talent Acquisition service-level expectations and the city’s Career Service Rules.
- Identify and raise process issues proactively, contributing to teamwide efforts to reduce friction and remove barriers for candidates, hiring managers, and recruiting staff.
- Uphold equitable, compliant, and accessible hiring practices, making sound judgments and navigating ambiguity with confidence.
- Contribute to citywide talent priorities and process improvements that strengthen the candidate, hiring manager and recruiting staff experience.

- Experience managing high-volume recruitment and multiple priorities.
- Strong sourcing experience and a commitment to attracting diverse talent and leveraging equity-centered recruitment and selection practices.
- Demonstrated ability to build trusted relationships with hiring managers and advise them effectively.
- Comfort using data to inform recruitment strategies and improve outcomes.
- Experience with Workday Recruiting (preferred), Excel, and LinkedIn Recruiter.
- Adaptability, accountability, and strong project management skills.
- A deep commitment to delivering an exceptional candidate experience.
Required Minimum Qualifications
- Education requirement: Bachelor's Degree in Business Administration, Human Resources, or a related field.
- Experience Requirement: Two (2) years of experience in a recruiting environment.
- Education/Experience Equivalency: One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education. Additional appropriate education may be substituted for the minimum experience requirements.
