Overview:
Support, develop and execute the first line of defense risk management (“FLOD”) responsibilities of the business unit in accordance with the Enterprise Risk Framework and the FLOD Program and Plan.
Oversee the proactive identification, accurate assessment, reporting and remediation or acceptance of risks impacting the business unit, including those arising through loss and near-miss events, breaches to Key Risk Indicator thresholds (KRI's) and other metrics, failures or shortcomings in processes and control execution, new business onboarding and new product / service development / expansion, emerging risks, external events and as a result of internal or regulatory exams.
Support and guide the business in the timely identification of Findings and completion of Remediation Plans; complete sustainability testing and remediation plan validation.
Represent FLOD in assigned Change and Strategic Initiative identification, intake, discovery and execution, ensuring that resultant process and control changes or development are reviewed, challenged and captured in applicable systems of record (incl. eGRC).
Provide training, guidance, support career development and manage assigned team member(s); partner with the head of the IS Business Risk Advisory team on all performance assessment and management aspects of those assigned team members.
Assist the Business Risk Officer in setting direction for the department and risk policy of the organization and in completing any other assigned deliverables.
Primary Responsibilities:
- Develop effective, reciprocal relationship with Institutional Services (“IS”) Business representatives at all levels to support the identification, escalation and resolution / remediation of risk matters, becoming a trusted adviser to the IS Business and ensuring that FLOD is actively engaged with the IS business to allow for the appropriate and timely identification, escalation and resolution of risk matters,
- Drive the planning, execution, and reporting of the FLOD function including ensuring the documentation of key processes and internal controls, identification and assessment of risks in the business unit's key processes in accordance with the Enterprise Risk Framework, internal guidance, and risk management professional standards, and deliver reporting in Market Segment, Executive Leadership and Governance forums.
- Partner with FLOD’s Control Testing and Control Design teams to maintain and enhance a current and accurate population of IS Risks and Key Controls.
- Oversee reporting to Business Unit Management, Scenario Management and internal risk committees. Provide direct assistance/support to the First Line Risk Officer in meeting all reporting requirements.
- Support business unit performance with respect to established key risk indicators (KRIs) and preparation of comprehensive KRI reporting.
- Ensure the accurate and timely completion of Risk Control Self Assessments (RCSAs) and other recurring risk management deliverables.
- Identify emerging risks and risks associated with new or changes to products/ services/ markets/ channels oversee the assessment and reporting of these risks to management and the Markets, Products and Services Risk Committee with a particular focus on the evolving Digital Assets market and supporting services.
- Represent FLOD as a key stakeholder in the critical assessment and onboarding and escalation of new business and potentially Heightened Risk new business, including digital assets – related opportunities, and actively participating in associated committees responsible for reviewing and, where necessary, escalating same to final determination,
- Ensure the effective and efficient development, capture, management and reporting of issues, including the establishment of Findings and Remediation Plans when appropriate. Appropriately escalate identified issues to the First Line Risk Officer and business unit management.
- Develop, implement, maintain and enhance FLOD procedures; review and challenge business unit procedures in compliance with enterprise policy requirements. This includes the updating of procedures in response to federal, state or business unit process changes.
- Provide coaching and mentoring to FLOD and business unit staff. Build an effective working relationship with business unit representatives, management, senior management, Enterprise Legal, Enterprise BSA/AML, Internal Audit, 2nd Line Operational Risk and Compliance and the Banking Services areas supporting the IS business.
- Partner with the head of the IS Business Risk Advisory team in exercising authority of a manager concerning staffing, performance appraisals, promotions, salary recommendations, performance management and terminations.
- Drive the adoption of and provide training to team members on the effective use of, A.I. in the execution of IS Business Risk Advisory team deliverables.
- Adhere to applicable compliance/operational risk controls in accordance with Company or regulatory standards and policies.

- Maintain M&T internal control standards, including timely implementation of internal and external audit points together with any issues raised by external regulators as applicable.

Education and Experience Required:
Bachelor’s degree and a minimum of 7 years' relevant work experience, or in lieu of a degree, a combined minimum of 11 years' higher education and/or work experience, including a minimum of 7 years' relevant work experience
M&T Bank is committed to fair, competitive, and market-informed pay for our employees. The pay range for this position is $118,200.00 - $197,000.00 Annual (USD). The successful candidate’s particular combination of knowledge, skills, and experience will inform their specific compensation.
