POSITION DESCRIPTION

The Web Content Specialist must have experience in writing and editing, documentation, writing/editing effective training materials, using a presentation app, providing quality control of data/content, and presenting outreach training to staff. The position edits content, manages any reviews needed, and uses Drupal to upload, maintain, and post content on agency websites and intranets. This involves optimizing text for SEO and ensuring all web pages are compliant with federal accessibility laws (Section 508). In addition, this position will coordinate the Agency’s quarterly certification process for up-to-date information. The individuals must have the ability to use graphic applications to crop, recolor, resize, and manipulate web images when needed. This position will coordinate processes and procedures. Database content (not programming) would be helpful. Web experience is required.

PRIMARY DUTIES AND RESPONSIBILITIES

- Write and edit web content, user manuals, and web pages for transportation R&D office websites, SharePoint, and Google Sites, following the Agency’s current Reference Guide, GPO Style Manual, and Chicago Manual of Style.

- Use the CMS (Drupal) to upload, maintain, and post content on agency websites and intranets, after approval by the Web Manager, program offices, legal (when needed), and the public affairs office.

- Manage the review and approval process with the client’s points of contact and, when needed, external sources such as copyright holders.

- Optimize text for SEO and ensure all web pages comply with Section 508, including alternative text for images.

- Crop, recolor, resize, and manipulate web images, and prepare graphics that meet web guidelines for resolution, size, and file type.

- Coordinate and track the agency's quarterly certifications so page content stays current. Fix broken links and perform other web page maintenance.

- Monitor web pages to confirm updates are posted on schedule, and suggest improvements to readability, organization, and navigation.

- Provide quality control of data and content.

- Edit, sort, and filter database content (not programming), and support public release task tracking and data access.

- Develop and present outreach training to staff and write effective training materials using a presentation application.

- Review the structure of the external and internal Google Sites and SharePoint sites and give input on improving communication across the office.

MINIMUM POSITION REQUIREMENTS

Education & Experience

- Bachelor’s Degree in Communications, English, Marketing, Business, or in a related discipline.

- 5–7 years of experience in web content management, 3 of which shall be within the last 5 years.

- Ability to obtain a public trust clearance.

- Must be a U.S. citizen or lawful permanent resident.

- Ability to work in the U.S. without sponsorship.

PREFERED EDUCATION AND EXPERIENCE

- Transportation experience, especially in surface transportation research

- Knowledge of safety and operations, autonomous vehicles, human factors, roadway design, materials, and bridge engineering.

CORE COMPETENCIES

Skilled at editing and publishing web content through a content management system, with the ability to manage reviews and approvals and keep pages current. Experienced in writing and editing training materials and presenting them to staff. Proficient in optimizing text for search engines and ensuring web pages comply with Section 508, including alternative text. Able to edit and prepare web images and comfortable working with database content (not programming). Strong quality control discipline, with a detail-oriented approach to verifying data, content, and links.

WORK ENVIRONMENT & PHYSICAL REQUIREMENTS

This is a hybrid role: roughly two days per week onsite in McLean, VA (Monday–Thursday), with occasional work in SW/SE Washington, DC, and remote work the rest of the week. Candidates should be flexible with telework to meet client needs.

Work is primarily performed indoors with artificial lighting. It requires prolonged periods of sitting and computer use, with occasional standing, walking, bending, reaching, and lifting of standard office materials.
