Senior Public Procurement Officer (Level 6)
Vacant – (Three-year Contract)
Salary Range: $ 2,943,960 to $3,959,298 per annum
Job Purpose
Under the direct supervision of the Manager, Public Procurement, the Senior Public Procurement Officer coordinates and executes procurement activities for assigned areas of the entity, ensuring compliance with Government of Jamaica procurement policies, procedures, legislation and regulations. The Officer provides technical guidance, supports procurement planning and contract administration, and assists the Manager in ensuring efficient, transparent and compliant procurement operations.
Key Responsibilities
Administrative/Management Responsibilities
- Coordinates procurement activities for assigned departments and agencies within the entity and monitors submissions from initiation through contract completion and termination.
- Coordinates procurement tender closing and opening exercises in accordance with established procedures.
- Presides over Bid Evaluation Committees, where assigned, by guiding members through the evaluation process and ensuring adherence to approved evaluation criteria and the integrity of the competitive process.
- Prepares tender evaluation reports, procurement reports and other submissions for consideration by the Procurement Committee, Public Procurement Commission, Cabinet and other approving authorities, as applicable.
- Reviews quotations and procurement submissions and makes recommendations to the Manager, Public Procurement regarding award.
- Prepares addenda, clarifications and other procurement documentation as required.
- Assists the Manager, Public Procurement in the preparation, implementation and monitoring of Procurement Plans.
- Maintains the contract register and monitors key contractual milestones, including commencement, deliverables, expiry, renewal, performance and termination.
- Ensures that contracts are referred to the Legal Department for review and that procurement documentation is maintained in accordance with established requirements.
- Maintains accurate and up-to-date procurement records, databases and procurement files to support accountability, auditability and reporting.
- Assists the Manager, Public Procurement in negotiations with suppliers and contractors to achieve value for money, appropriate quality, cost effectiveness and acceptable contractual terms.
- Assesses supplier reliability, suitability and performance and advises the Manager, Public Procurement on matters requiring attention or corrective action.
- Monitors supplier performance against contractual requirements and escalates material performance issues to the Manager, Public Procurement.
- Liaises with the Finance Division to ensure compliance with contractual payment conditions and facilitates the timely processing of supplier invoices.
- Ensures that supporting documentation, including evidence of goods received or services rendered, is appropriately completed prior to payment.
- Certifies supplier invoices for payment in accordance with delegated authority and established procedures.
- Assists in maintaining an inventory of goods and equipment procured by the entity, where applicable.
- Provides liaison services, as assigned, between the entity and the Public Procurement Commission, Ministry of Finance and the Public Service, Integrity Commissionand other relevant stakeholders.
- Assists the Manager, Public Procurement in reviewing and improving procurement procedures, workflows, templates and internal controls.
- Provides technical guidance and support to employees and internal clients on procurement policies, procedures, documentation and compliance requirements.
- Supports the development of procurement capacity within the entity by providing guidance to staff involved in procurement activities.
- Assists the Manager, Public Procurement in identifying procurement-related training and capacity-building needs and recommending appropriate interventions.
- Represents the Procurement Unit at meetings and committees, including Procurement and Finance Committees, in the absence of the Manager, Public Procurement or when otherwise assigned.
- Supports the Manager, Public Procurement in the preparation of management reports, procurement performance reports and other statutory or operational reports.
- Provides guidance to junior procurement staff and supports the effective coordination of assigned work activities, within the authority delegated by the Manager, Public Procurement.
Professional/Technical Responsibilities
- Applies the Public Procurement Act, Regulations, Guidelines, FAA Act, Government of Jamaica procurement policies and internal procurement procedures in the execution of assigned procurement activities.
- Conducts procurement and market analysis to inform sourcing strategies, cost estimates and procurement recommendations.
- Reviews bids, quotations and proposals for compliance with established requirements and supports the preparation of evaluation and award recommendations.
- Supports the development and implementation of appropriate sourcing and procurement strategies for assigned requirements.
- Monitors procurement risks and brings significant risks, irregularities or compliance concerns to the attention of the Manager, Public Procurement.
- Provides technical advice to internal clients on procurement methods, documentation and procedural requirements.
- Supports contract administration and supplier performance management throughout the contract lifecycle.
- Maintains benchmarking information on prices, suppliers, goods, works and services to support informed procurement decisions.
- Promotes value for money, transparency, fairness, accountability and efficiency in procurement activities.
- Supports continuous improvement of procurement processes through analysis of procurement data, trends and operational performance.
Human Resource/Team Support Responsibilities
- Provides technical guidance and operational support to junior procurement staff in the execution of assigned procurement activities.
- Assists in reviewing work outputs and identifying areas requiring improvement.
- Supports knowledge sharing, coaching and on-the-job development within the Procurement Unit.
- Promotes teamwork, accountability, integrity, confidentiality and adherence to professional and ethical standards.
- Assists the Manager, Public Procurement in identifying training and capacity-development requirements within the Procurement Unit.
- Provides leadership on assigned procurement projects and workstreams within the authority delegated by the Manager, Public Procurement.
Other Duties and Responsibilities
- Performs any other duties related to procurement and contract administration as assigned by the Manager, Public Procurement or Head of the Unit.
- Participates in committees, working groups, projects and other organisational activities as assigned.
- Supports the implementation of initiatives aimed at improving procurement efficiency, compliance and service delivery.
Authority
The Senior Public Procurement Officer is authorized to:
- Certify supplier invoices for payment within the limits of delegated authority.
- Coordinate assigned procurement activities and provide technical guidance to internal clients and junior procurement personnel.
- Preside over Bid Evaluation Committees when formally appointed or designated.
- Represent the Procurement Unit at designated meetings and committees in the absence of the Manager, Public Procurement or when otherwise assigned.
- Make recommendations to the Manager, Public Procurement regarding supplier selection, procurement methods, contract administration and supplier performance.

- Knowledge of procurement planning, market research, price analysis and sourcing.
- Ability to conduct bid and quotation analysis.
- Proficiency in relevant computer applications and procurement management systems.
- Knowledge of records management, procurement reporting and audit requirements.
Qualification & Experience
- Bachelor’s Degree: Management Studies, Accounting, Business. Administration, Public Administration, Public sector Management, Economics or any other related field.
- Certificate in Public Procurement: UNDP/CIPS Level 2 or INPRI Level 3.
- Experience in related field: 3 years.

- ACCA Level 2
- Certificate in Public Procurement: UNDP/CIPS Level 2 or INPRI Level 3
- Experience in related field: 3 years.
OR
- Diploma in Business Administration, Accounting, or any other related field.
- Certificate in Public Procurement: UNDP/CIPS Level 2 or INPRI Level 3 Experience in related field: 5 years.
Special Conditions Associated with the Job
- May be required to visit suppliers, contractors and service providers to assess the quality and delivery of goods, works and services.
- May be required to work beyond normal working hours, including weekends, where operational requirements dictate.
