About the Program
The Australia–Papua New Guinea Economic Partnership (APEP) is a flagship partnership supporting Papua New Guinea’s economic development priorities. Delivered by the Government of Australia in close collaboration with the Government of Papua New Guinea, APEP focuses on strengthening economic systems, institutions, and opportunities that support sustainable and inclusive growth through to 2028.
Working alongside government, research institutions, and development partners, APEP delivers coordinated and high‑impact outcomes across four key engagement areas:
- Safeguarding Macroeconomic Stability
- Supporting More Efficient and Inclusive Markets
- Fostering Inclusive Growth and Expanded Livelihoods
- Catalysing Economic Research and Dialogue
Gender equality, disability social inclusion (GEDSI), women’s economic empowerment, and climate are central to APEP and integrated across all engagement areas and activities.
El Niño conditions are affecting agricultural production, food and water security and rural livelihoods across Papua New Guinea. At the request of the Department of Agriculture and Livestock, APEP will support national and provincial institutions to strengthen drought preparedness, assessment, coordination, response and agricultural recovery.
APEP’s proposed support includes national and targeted field assessments, provincial capacity development, remote-sensing analysis, vulnerability mapping, demonstrations of selected drought-mitigation technologies and support for agricultural recovery. Reliable and regularly updated spatial information will be required to understand where conditions are deteriorating, validate reported impacts, identify information gaps, guide field assessments and support the prioritisation of response activities.
About the Opportunity
The Agricultural Drought Logistics and Reporting Specialist will coordinate the operational and logistical delivery of APEP-supported El Niño activities. The Specialist will organise workshops, training and meetings; coordinate the deployment of assessment and technical teams; arrange travel and transportation to provinces; support the movement and distribution of equipment and supplies; maintain implementation records; and prepare regular activity and logistics reports.
Key responsibilities
Activity Coordination and Logistics
- Coordinate the operational delivery of APEP-supported El Niño activities, including workshops, assessments, training, field missions and stakeholder engagements.
- Develop and maintain implementation schedules, logistics plans and activity trackers.
- Coordinate travel, accommodation, transport, venues, equipment and other operational requirements.
- Monitor implementation progress, identify risks and bottlenecks, and escalate issues as required.
Workshops, Events and Field Missions
- Coordinate the planning and delivery of workshops, consultations, training activities and technical meetings.
- Support the deployment of assessment and technical teams, including travel and field logistics.
- Maintain activity records and prepare concise event and mission reports.
Procurement and Distribution Support
- Support procurement processes, including logistics planning, supplier coordination and participation in evaluation activities as required.
- Coordinate the transport, distribution and handover of approved equipment, materials and drought-mitigation technologies.
- Maintain inventory, distribution and delivery records.
Stakeholder Coordination
- Act as an operational focal point for coordination with government agencies, provincial authorities, partners and service providers.
- Support coordination meetings and maintain action registers and stakeholder communications.
Reporting and Records Management
- Prepare regular progress updates and operational reports.
- Maintain accurate records relating to activities, travel, procurement, inventories and distributions.
- Consolidate logistical and operational information for reporting purposes.
Inclusion and Safeguarding
- Support locally led implementation approaches and inclusive participation.
- Ensure safeguarding, accessibility and risk-management considerations are reflected in activity delivery.
Key Deliverables:
The Specialist will provide deliverables as agreed with the Agricultural Growth and Livelihoods Adviser. These are expected to include:
- Rolling activity, travel and logistics plans for APEP-supported El Niño activities.
- Stakeholder coordination records, including meeting minutes, action registers and contact lists.
- Regular progress updates covering activities completed, forthcoming priorities, operational constraints, risks and decisions required.
- Workshop, training, field mission and activity reports, as requested.
- Inputs to APEP management, DFAT and government briefings, presentations, workplans and reports.
The nature, format and timing of deliverables will be agreed with the Agricultural Growth and Livelihoods Adviser and may be adjusted in response to changing drought conditions, government priorities and operational requirements.

About You
For applications to be considered, a response to the Key Selection Criteria below must be provided .
Qualifications:
- A degree or recognised tertiary qualification in logistics, supply-chain management, project management, business administration, public administration, international development or a related field, or equivalent work experience.
- Relevant professional training in logistics, emergency response, project coordination, event management, procurement or work health and safety would be an advantage.
Essential:
- At least five years of relevant experience in logistics, project operations, event management, field coordination or a comparable role.
- Demonstrated experience organising travel, workshops, training and field activities in Papua New Guinea.
- Strong understanding of the operational challenges associated with travel and service delivery across Papua New Guinea.
- Demonstrated ability to coordinate multiple activities, partners and deadlines simultaneously.
- Strong report-writing, minute-taking and records-management skills.
- Demonstrated ability to work effectively with government agencies, provincial administrations, communities, technical specialists and service providers.
- Strong problem-solving skills and the ability to respond calmly and practically to changing field conditions.
- High level of proficiency in Microsoft Word, Excel, PowerPoint, Outlook and online collaboration platforms.
- Strong written and spoken English and Tok Pisin.
- Willingness and ability to undertake frequent travel, including to remote locations with limited services.
- Demonstrated integrity, discretion and commitment to safeguarding, inclusion and respectful workplace practices.
Desirable:
- Experience supporting disaster preparedness, humanitarian response, food-security assessments or climate-related programs.
- Experience in agriculture, rural development or community-based programming.
- Familiarity with DAL, NDC, Provincial Disaster Committees, NARI, FPDA or other relevant PNG institutions.
- Experience coordinating the movement and distribution of agricultural inputs, equipment or relief supplies.
- A current PNG driver’s licence.
