Bid & Project Engineer – Skid-Mounted Systems, Oil & Gas
Location: Pune
Function: Engineering / Quotation / Projects
Experience: 6–8 years
Qualification: B.E./B.Tech – Mechanical / Chemical Engineering
Job Purpose
We are looking for a hands-on Bid & Project Engineer who is experienced in skid-mounted systems for the Oil & Gas industry.
The candidate will be responsible for technical bidding, specification review, detailed engineering and post-order project execution.
This is not primarily a project coordination role. The engineer is expected to personally develop engineering documents, perform engineering calculations and equipment/component selection, define the technical solution, provide detailed engineering inputs to designers/drafters, review their drawings, and take technical ownership of the package from RFQ through FAT/project completion.
Key Responsibilities
RFQ Review & Technical Bidding
- Perform detailed review of customer RFQs, specifications, datasheets, P&IDs, project specifications and applicable codes.
- Define the complete technical scope of supply and battery limits.
- Develop the proposed skid/package configuration based on customer requirements.
- Prepare technical proposals, compliance statements and technical bid documentation.
- Carry out clause-by-clause specification review.
- Identify technical risks, unclear requirements and requirements having significant cost or execution impact.
- Prepare technical clarification, deviation, exception and exclusion lists.
- Develop technically acceptable alternatives where customer specifications cannot be met or where a better/value-engineered solution can be offered.
- Provide technical inputs for quotation costing and vendor enquiries.
- Technically evaluate vendor quotations and select appropriate components/equipment.
- Participate in customer technical clarification and bid evaluation meetings.
Hands-on Engineering & Detailed Engineering
The engineer shall personally perform engineering activities and not merely coordinate them.

- Control philosophy
- Cause & Effect / Interlock requirements, where applicable
- Technical specifications for bought-out equipment
- Perform required engineering calculations and technical sizing/selection.
- Define design pressure, design temperature, materials of construction and other package design parameters based on project requirements.
- Select appropriate piping components, valves, instrumentation and other skid components.
- Identify applicable codes and standards and ensure that design requirements are incorporated into the package.
Inputs to Designer & Drawing Development
A critical requirement of this position is the ability to convert engineering requirements into clear inputs for designers.
The engineer will:
- Develop the engineering concept and provide detailed inputs to designers for preparation of: Skid GA drawings
- Equipment layouts
- Piping layouts
- Fabrication drawings
- Baseframe/skid drawings
- Piping support requirements
- Instrument mounting arrangements
- Interface/battery-limit details.
- Define equipment location, piping routing philosophy, accessibility and maintenance requirements.
- Provide nozzle orientation and piping/interface requirements.
- Mark-up drawings and provide technically clear comments to designers.
- Review drawings for: Technical correctness

- Fabrication feasibility
- Assembly requirements
- Check and approve/release engineering drawings within the assigned responsibility.
- The designer/drafter will create the CAD drawing; the Bid & Project Engineer is expected to own the engineering content behind the drawing.
Equipment & Component Engineering
The engineer should independently handle technical selection and specification of equipment/components applicable to the package, such as:
- Pumps
- Pressure vessels
- Filters / strainers / separators
- Heat exchangers
- Valves
- Control valves
- Pressure and temperature instruments
- Flow and level instruments
- Safety/relief devices
- Piping and fittings
- Motors
- Junction boxes
- Control panels
- PLC/instrumentation interfaces
- Skid/baseframe
- Associated utility systems
The engineer should be capable of preparing technical specifications/datasheets, raising vendor enquiries, technically evaluating offers and reviewing vendor documents.
Multidisciplinary Package Engineering
The candidate should understand the integration of:
Process → Mechanical → Piping → Instrumentation → Electrical → Structural → Manufacturing
Post-Order Engineering & Project Execution
After receipt of the order, the same engineer should continue to take technical ownership of the package.
Responsibilities include:
- Review Purchase Order against quotation, technical offer and agreed deviations.
- Freeze technical scope and design basis.
- Conduct/participate in technical kick-off meetings.
- Prepare/maintain the engineering deliverable schedule.
- Develop the required engineering documentation.
- Resolve customer comments on technical documents.
- Perform technical evaluation of vendors.
- Review vendor drawings and documentation.
- Provide engineering support during skid fabrication and assembly.
- Resolve shop-floor technical issues.
- Review and disposition technical deviations/non-conformities in coordination with relevant functions.
- Support customer/third-party inspections.
- Prepare/review test procedures.
- Participate in and, where applicable, lead FAT of the skid/package.
- Resolve FAT punch points.
- Ensure final "As-Built" engineering documentation reflects the delivered package.
Engineering Problem Solving & Ownership
We are specifically looking for someone who demonstrates technical ownership rather than coordination-only behaviour
The engineer should be capable of:
- Independently investigating technical problems.
- Developing technically sound solutions instead of only escalating issues.
- Making engineering decisions within assigned authority.
- Challenging customer requirements when they are technically impractical, contradictory or unnecessarily expensive.
- Challenging Sales when commitments are technically unclear or unrealistic.
- Challenging vendors when their proposed solution does not meet project requirements.
- Working directly with Manufacturing to resolve fabrication/assembly problems.
- Balancing technical compliance, cost, delivery and manufacturability.
- Taking responsibility for engineering deliverables and following technical issues through to closure.
Technical Deviation Management
Deviation management will be an important part of the role.
The engineer should:
- Read customer specifications in detail rather than relying only on datasheets.
- Compare customer specifications against our standard design and offering.
- Identify deviations at the bidding stage , not after receipt of order.
- Clearly explain the technical basis and impact of each deviation.
- Identify requirements having significant: Cost impact
- Lead-time impact
- Engineering impact
- Manufacturing impact
- Performance risk
- Maintain continuity between bid-stage deviations and post-order engineering.
- Ensure accepted deviations/clarifications are correctly incorporated into final engineering documentation.
Codes & Standards
Working knowledge of relevant Oil & Gas codes and standards is expected, depending on package application, including:
- ASME
- API
- ANSI/ASME piping standards
- ASTM
- IEC
- NACE / sour-service requirements
- Hazardous-area requirements
- Relevant customer/EPC engineering practices
Candidate Profile
Preferably 6–8 years in one or more of the following industries:
- Oil & Gas
- Packaged equipment
- Skid-mounted systems
- EPC
- Rotating equipment packages
- Filtration/separation systems
- Utility packages
- Chemical/process systems
Experience should include both:
Pre-order:
RFQ → Specification Review → Technical Solution → Deviation → Bid
Post-order:
Detailed Engineering → Drawing Development → Procurement Support → Manufacturing Support → FAT → Documentation
Must-Have Competencies

- Technical specification review
