Your Team:
The New York City Department of Housing Preservation & Development (HPD) is seeking a dynamic, strategic, and people-centered leader to serve as Associate Commissioner of Administration. Reporting directly to the Executive Deputy Commissioner, the Associate Commissioner will oversee the Divisions of Human Resources and General Services, working in close partnership with the Office of Labor Relations and Investigations to ensure the agency’s administrative infrastructure is strong, equitable, and aligned with HPD’s mission.

Your Role:
The Associate Commissioner of Administration will provide strategic leadership across HPD’s administrative portfolio, guiding policies and operations that support almost 2,500 employees. The position will oversee workforce management, labor relations coordination, facilities and fleet operations, space planning, and agencywide administrative services. This role requires a collaborative senior leader with deep experience in public-sector administration, strong organizational leadership skills, and a commitment to building an inclusive, high-performing workplace.
Your Responsibilities:
- Lead administrative operations by overseeing the Divisions of Human Resources and General Services to ensure cohesive strategies, operational excellence, and alignment with agency priorities.
- Serve as principal advisor to the Executive Deputy Commissioner on workforce strategy, administrative policy, and organizational effectiveness.
- Partner with the Office of Labor Relations and Investigations to support labor-management engagement, contract interpretation, and issue resolution.
- Guide staffing, headcount management, and recruitment planning to meet agency needs.
- Ensure HR practices comply with City, State, and Federal regulations and promote equity and transparency.
- Oversee office space planning, workplace design, and facilities operations across HPD locations.
- Manage agency fleet operations, equipment, and logistical support services.
- Ensure readiness and continuity of operations during emergencies or major disruptions.

Qualifications
1. Graduation from accredited college with a baccalaureate degree; and four (4) years of progressively responsible supervisory, administrative, or consultative experience in law, management of multiple dwellings administration of housing development programs, community organizations, rehabilitation of residential properties, or related work, including either one (1) year of executive-level experience in administering government-subsidized housing programs, or one (1) year of experience directing a legal program related to government-subsidized housing programs.
A law degree from an accredited college and admission to the Bar of the state of New York may be substituted for up to two (2) years of the general experience required; or
2. A satisfactory equivalent.
