Visibility is seeking an Enterprise IT Strategy & Operations Lead with
a TS/SCI clearance
to work onsite in Linthicum Heights, MD.
The Enterprise IT Strategy & Operations Lead serves as a
senior IT strategy and operations leader responsible for supporting enterprise
IT and cybersecurity initiatives. The position provides strategic and
operational leadership across enterprise architecture, cloud computing,
infrastructure, cybersecurity, data strategy, portfolio management, DevSecOps,
and technology modernization.
The individual serves as a principal interface with
CIO-level leadership and must be capable of translating strategic mission
objectives into executable technology portfolios, roadmaps, architectures,
resource decisions, and operational priorities.
Responsibilities include but not limited to:
- Lead execution of enterprise IT
and cybersecurity initiatives.
- Develop and maintain enterprise IT
strategies, portfolio strategies, acquisition strategies, and technology
roadmaps.
- Align technology initiatives and
investments with organizational mission priorities.
- Support development and execution
of enterprise IT architecture.
- Provide leadership for cloud
computing strategy and hybrid/multi-cloud modernization.
- Support development and execution
of enterprise data strategy.
- Establish and maintain portfolio
governance structures, processes, reporting, and decision mechanisms.
- Optimize allocation of enterprise
IT resources across competing technical and operational priorities.
- Identify and manage dependencies
across programs, systems, infrastructure, and technology initiatives.
- Conduct or oversee cost-benefit
analysis supporting build, buy, modernize, migrate, or retire decisions.
- Lead multidisciplinary teams
spanning IT, cybersecurity, software engineering, and data/AI.
- Support classified and
unclassified network and infrastructure environments.
- Provide senior-level briefings to
CIO and CISO leadership regarding planned, recommended, and directed actions.
- Oversee teams executing
cyber-related orders and directives from authorized command authorities.
- Lead modernization efforts
involving CI/CD, Infrastructure as Code, containerization, cloud migration,
networking, unified communications, and modern data platforms.
Requirements
- Active TS/SCI clearance.
- Active PMP certification.
- At least 1 year of experience
within the last 3 years leading and supervising teams performing work across
IT/cyberspace, cybersecurity, software engineering, and data/AI disciplines.
- At least 1 year of experience
within the last 5 years briefing CIO and CISO leadership on organization-wide
planned, recommended, or directed actions supporting unity of effort and
operational effectiveness.
- At least 2 years of experience
within the last 7 years overseeing personnel responsible for receiving,
interpreting, planning, briefing, executing, and reporting cyber-related orders
issued by leadership, subordinate commanders, the National Manager for National
Security Systems, or another authorized command authority.
- At least 3 years of experience
within the last 10 years leading teams in Government and private networking and
infrastructure environments involving classified and unclassified systems.
- At least 3 years of experience
within the last 10 years building, operating, securing, defending, or extending
LAN/WAN environments.
- Technical experience with
capabilities such as wireless networking, firewalls, routing and switching,
IPv6, VPN technologies, cloud computing, virtualized servers, storage arrays,
and enterprise IT/data systems.
- At least 5 years of experience
within the last 7 years with unified communications, including design,
installation, maintenance, or administration of VTC systems supporting multiple
classification levels.
- At least 1 year of experience
within the last 3 years leading teams operating CI/CD pipelines using modern
approaches such as containerization, micro-segmentation, and Infrastructure as
Code.
- At least 2 years of experience
within the last 5 years leading teams planning and executing migration of
legacy systems into multi-cloud or hybrid-cloud environments.
- At least 2 years of experience
within the last 7 years leading personnel developing or implementing data lakes
and other modern data strategies.
Preferred Qualifications:
- Senior leadership experience
within a federal CIO, CISO, enterprise IT, or cybersecurity organization.
- Experience integrating enterprise
architecture, cloud, cybersecurity, infrastructure, software, and data
modernization initiatives.
- Experience managing technology
portfolios and investment prioritization.
- Experience supporting
mission-critical classified and unclassified environments.

wage range for this role takes into account the wide
range of factors that are considered in making
compensation decisions including but not limited to
skill sets; experience and training; licensure and
certifications; and other business and organizational
needs. It is not typical for an individual to be
hired at or near the top of the range for their role and
compensation decisions are dependent on the facts and
