We are seeking an experienced and collaborative Manager, People Operations to lead the People function in Qatar. This role combines strategic partnership with operational leadership, ensuring our people, leaders and businesses have the support, capability and environment needed to achieve their goals. You'll play a key role in shaping culture, driving organisational effectiveness, building leadership capability and creating an exceptional employee experience.
- Lead the end-to-end delivery of People Operations activities across Qatar, ensuring high-quality, compliant and commercially focused HR services that support business performance and project delivery.
- Partner with business leaders to understand workforce priorities, organisational challenges and future capability requirements, developing practical people solutions that support business growth and operational effectiveness.
- Drive the execution of Worley's people strategy within Qatar, ensuring alignment between local business needs, regional priorities and enterprise-wide people initiatives.
- Act as a trusted advisor and coach to leaders on organisational effectiveness, workforce planning, leadership capability, employee relations, performance management, succession planning and change management.
- Lead local people initiatives and projects that enhance employee experience, strengthen organisational capability, improve workforce effectiveness and support sustainable business growth.
- Collaborate with COEs including Talent Acquisition, Reward, Talent Management, Mobility and remuneration and benefits and digital execution to deliver integrated people solutions and ensure successful implementation of enterprise programmes within the business.
- Oversee employee relations matters, workplace accountability processes and people risk management activities, ensuring fair, consistent and legally compliant outcomes.
- Lead workforce planning and talent discussions, ensuring the business has the capability, succession pipelines and talent strategies required to meet current and future operational demands.
- Champion employee engagement, inclusion, wellbeing, culture and retention initiatives that strengthen Worley's Employee Value Proposition and support a high-performing workplace.
- Oversee local compliance requirements, including employment legislation, visas, immigration, professional registrations, business licensing obligations and associated governance requirements.
- Use workforce insights, people data and business trends to identify risks and opportunities, influencing decision-making and supporting the achievement of business objectives.
- Partner with Shared Services and COEs to continuously improve processes, service delivery and employee experience while ensuring effective governance and operational efficiency.
- Lead and support organisational change initiatives, ensuring effective stakeholder engagement, communication, readiness and adoption.
- Foster a culture of accountability, collaboration and continuous improvement, ensuring that Worley's values are embedded in everyday leadership and people practices.
What you'll bring
We're looking for an experienced People leader who combines strong HR operational expertise, strategic business partnering capability and a demonstrated ability to deliver people outcomes in a complex, fast-paced environment. You will be comfortable balancing hands-on operational delivery with longer-term workforce planning, organisational effectiveness and people initiatives that support business growth.
You will bring:
- Bachelor's degree in Human Resources, Business Administration, Social Sciences or a related discipline.
- Minimum 10 years of progressive Human Resources experience, including significant experience partnering with senior business leaders and leading broad HR generalist activities across multiple people disciplines.
- Demonstrated experience leading People Operations within a complex, project-based, engineering, professional services or industrial environment.
- Strong knowledge and practical application of workforce planning, talent acquisition, talent management, succession planning, performance management, employee relations, organisational development and change management.
- Proven ability to translate business strategy into practical people plans that improve organisational capability, workforce effectiveness and business performance.
- Experience partnering with senior leaders to address organisational challenges, manage workforce risks and support business transformation initiatives.
- Sound understanding of Qatar employment legislation, labour practices, immigration requirements and associated regulatory frameworks. Knowledge of wider GCC employment practices is desirable.
- Strong stakeholder management skills with the ability to build credibility, influence decisions and effectively partner across a matrix organisation.
- Demonstrated ability to lead complex employee relations matters, workplace investigations, organisational change activities and business-critical people initiatives.
- Experience collaborating with Centres of Expertise and Shared Services teams to successfully deliver integrated people solutions and enterprise-wide programmes.
- Strong analytical and commercial acumen with the ability to interpret workforce data, identify trends, assess risks and make evidence-based recommendations.
- Excellent coaching, consulting, facilitation, influencing and problem-solving skills.
- Strong communication and interpersonal skills, with the ability to engage effectively at all levels of the organisation.
- Experience managing multiple priorities while delivering high-quality outcomes in a dynamic and changing environment.
- Commitment to fostering an inclusive, high-performing culture aligned to Worley's values and employee value proposition.
Preferred
- Chartered CIPD qualification or equivalent professional HR accreditation.
- Experience supporting large-scale projects, engineering, energy, chemicals or resources sector businesses.
- Experience leading organisation design, restructuring, workforce transformation or culture change programmes.
