# Job Description Summary
The Public Relations Officer provides the project with a senior, highly experienced local function responsible for managing all aspects of the project's relationship with Algerian government authorities and for practically navigating the Algerian administrative, regulatory, and customs environment to ensure the timely progression of approvals, permits, and importation requirements.

This is not an administrative, protocol, or public-relations position. The role requires an operator who genuinely understands how the Algerian government and administrative system functions in practice — who knows which authorities to engage, how decisions are actually progressed, where delays typically arise, and how to resolve issues efficiently, professionally, and in full compliance with applicable laws and company policy.

Job Description

What will you do:

- Serve as the principal interface between the project organization and Algerian government authorities at national, regional, and local levels.

- Build and maintain strong, professional relationships with ministries, regulatory bodies, customs, ports, municipalities, utilities, labour/immigration authorities, and other relevant government stakeholders.

- Own and coordinate all government approvals, permits, licences, registrations, inspections, and regulatory clearances required for project execution.

- Lead the facilitation of importation and customs clearance for project equipment, materials, and machinery, proactively resolving issues that could impact delivery.

- Ensure import and customs requirements, documentation, permits, duties, exemptions, and potential regulatory constraints are identified before shipment.

- Coordinate closely with customs brokers, freight forwarders, Procurement, Logistics, Supply Chain, and Project Management to ensure timely clearance and delivery of goods.

- Manage local and municipal government requirements related to site access, construction, inspections, utilities, and other project execution activities.

- Proactively identify, assess, and resolve government and regulatory risks affecting project schedule, cost, procurement, importation, and overall execution.

- Maintain accurate and actionable government stakeholder maps, approval trackers, customs/importation trackers, and government risk logs.

- Partner closely with Project Management, Engineering, Construction, Commercial, Legal, Finance, HSE, Security, and other functions to integrate regulatory requirements into project planning.

- Provide senior project leadership with timely and substantive updates, recommendations, and escalation of government-related issues and risks.

- Ensure all interactions with government authorities are conducted in full compliance with Algerian law, company policies, and applicable ethical and anti-corruption standards.

What will you bring:

- Bachelor's degree in Law, Public Administration, International Relations, Political Science, Business, Engineering, or a related discipline.
- Minimum 3 years of relevant professional experience in government relations, government affairs, public affairs, regulatory affairs, or government liaison roles.
- Demonstrated, practical experience navigating Algerian government processes, authorities, and administrative procedures.
- Fluency in English.

- Direct experience with Algerian importation and customs processes, including practical involvement in customs clearance and import facilitation
- Experience working with major international companies, EPC contractors, engineering organisations, or large-scale infrastructure developers operating in Algeria
- Experience supporting multinational project teams and interfacing with international project leadership
- Prior experience managing government stakeholder relationships across multiple ministries, agencies, or regional authorities simultaneously
- Proactive and results-oriented, taking action without waiting for detailed instruction
- Comfortable operating in complex, ambiguous, and fast-moving environments
- Capable of managing multiple concurrent issues and priorities
- Personally accountable for outcomes, rather than simply reporting on status
