DEPARTMENT OVERVIEW:

At Goodwill SWPA, we have transformed our Human Resources Department into People Services , reflecting our mission to help others through a People-First culture lens. People Services supports the actualization of Goodwill SWPA's mission by ensuring agency wide compliance with regulations our work is beholden to, at Federal, State, Local, and specific contractual levels. People Services serves as a vital resource for all agency supervisors and employees in the areas of benefits, training, recruiting, performance management, employee relations, and concerns and questions staff may have during the course of their employment.

POSITION SUMMARY:

The People Services Generalist Supervisor is responsible for supporting, overseeing, and administering a wide range of human resources functions, including employee relations, recruitment and onboarding support, benefits support, performance management, policy implementation and interpretation, compliance, and administrative recordkeeping.

This role serves as a key resource for employees and managers within specified regions within the Donated Goods and Retail division of Goodwill SWPA, helping foster Operational Excellence and a People-First culture through positive and professional interactions and relationships, while ensuring compliance with applicable employment laws and Goodwill SWPA policies. The division includes retail, donated goods, outlets, e-commerce operations and mission logistics departments.

The People Services Generalist Supervisor will supervise Retail Generalists, while supporting People Services support in an assigned region within the Donated Goods and Retail (DGR) division.

Status: Regular, Full-time, Exempt.

Location: North Versailles ROC - 294 Lincoln Hwy North Versailles Twp, PA 15137

External Hiring Range: $62k - $65k, per annum.

Schedule: Monday - Friday, 8:30 AM to 4:30 PM.

Travel: Travel within Goodwill SWPA terriroty and DGR locations is required for this role.

RESPONSIBILITIES:
Included but not limited to:

DONATED GOODS AND RETAIL:

General Support:

- Provide on-site general People Services support to Donated Goods and Retail Division employees and managers at various operations locations utilizing a people-first culture lens.

- Maintain regular coordination between Donated Goods and Retail and People Services operations to ensure service continuity and sharing of information, policies, and problem solving.

- Conduct applicable training sessions for divisional leadership and staff, coordinating with the Training and Development team and other People Services departments as needed.

Staffing Support:

- Oversee and conduct recruitment at the Donated Goods and Retail division, hiring and processing of hiring-related paperwork, including ensuring compliance in hiring best practices, while coordinating with Talent Acquisition and People Services teams to complete hiring and onboarding.

- Assist Talent Acquisition department with hiring initiatives for designated regions/locations.

- Ensure employees compliance with maintaining applicable clearances by coordinating audits with People Services.

- Identify and report staffing risks and turnover trends.

- Lead, perform, and collaborate orientation and onboarding process for all employees in the division.

- Coordinate with People Services department staff for support related to Benefits, Training, Employee Well-Being, Employee Assistance Program (EAP) and other benefit programs based on employees needs.

Employee Relations:

- Provide HR support, consultation, and mediation for basic site-level disputes or disruptions while escalating and/or participating in investigations as requested.

- Coordinate with DGR leadership to review and approve disciplinary actions in a consistent, timely, and compliant manner; promptly escalating complex concerns to People Services leadership where appropriate.

PEOPLE SERVICES:

General Support:

- Confer with People Services leadership to implement personnel policies and procedures while maintaining strict confidentiality.

- Assist with broad array of HR tasks, including but not limited to hiring events, onboarding support, unemployment claims, administrative tasks, open enrollment, coordinating with applicable centers of excellence (COEs), and other HR-related functions as assigned.

Compliance & Risk Management:

- Maintain and keep team updated on knowledge of applicable employment laws, including but not limited to DOL, FMLA, ADA, Equal Opportunity (EEO) and affirmative action guidelines and laws, regularly consulting with People Services leadership and Counsel.

- Assist on-site managers with incident reporting, including ensuring timeliness of reporting, completion of applicable paperwork, and notification of Risk Management team.

- Lead and support Reasonable Suspicion Drug Testing process, as needed.

Leadership:

- Serve as leader of the generalist team by supervising, coaching, and developing team talent.

- Anticipate and recommend adjustment to generalist services to stakeholders.

- At People Services leadership collaboration, set and monitor teams performance, growth, training and outcomes.

- Proactively ensure and support teams presence in all divisions locations.

Policies & Standards:

- Maintain a current and up-to-date understanding of and comply with all company policies and procedures, including but not limited to

Employee performance reviews and setting goals and objectives

- Provide access to needed, required, or related training and development activities, and/or other practices related to performance management, including supporting and/or participating in professional development, and

- Safety policies and safe work practices including reporting potential hazards, and wearing personal protective equipment as required, and reporting injuries or incidents.

- Accounting and financial records keeping, including timely submission of reports, reimbursement requests, and review of financial statements, logs, and ledgers, and payroll.

- Human resources policies and procedure such as hiring and disciplinary processes and timelines, benefits administration, FMLA and confidentiality of employee information

QUALIFICATIONS:

Education and Years of Experience:

- High School Diploma or Equivalent AND 6+ years of relevant experience. OR

- Associate's Degree in Business Management, Human Resources, or related field AND 4+ years of relevant experience. OR

- Bachelor's Degree in Business Management, Human Resources, or related field AND 3+ years of relevant experience.

Required:

- Team Lead or Supervising experience.

- Attention to detail.

- Proven knowledge of HR practices and operations

- Ability to properly use basic systems (email, HRIS, Excel, Teams, reporting tools).

- Ability to work with diverse populations

- Strong oral and written communication skills

- Ability to maintain confidentiality

Preferred:

- Professional HR certification (SHRM, HRCI).

- Multi-site support experience.

- Non-profit experience.

- Retail leadership experience.

REQUIRED CLEARANCES, LICENSES, AND CERTIFICATIONS:

- Qualified candidates must have a valid driver's license, active insurance policy, and reliable transportation for local travel.

- Candidates are expected to complete background checks assigned by Goodwill SWPA, including a National Criminal Background check, prior to their first day of employment.

- Candidates are expected to provide current, valid clearances (Child Abuse Clearance, FBI Fingerprints Clearance, and PATCH) prior to their first day of employment.
