About Our Opportunity

As a Municipal Engineer, you will work closely with the Senior Engineer and report to the Manager of Municipal Infrastructure. You will provide technical engineering expertise in support of the Department’s municipal infrastructure funding programs and investments across Nova Scotia. You will evaluate and monitor infrastructure projects, provide engineering advice to municipalities and stakeholders, and help ensure that publicly funded projects are planned, delivered, and maintained in accordance with program requirements and sound engineering practices.

Primary Accountabilities

In this role, you will:

- Review funding applications and approved projects, and recommend actions to ensure compliance with program, funding, and engineering requirements.

- Monitor project progress, claims, reports, and risks to support successful outcomes.

- Advise municipalities, organizations, and departmental staff on infrastructure planning, design, construction, maintenance, and asset management.

- Conduct site visits and review documents to verify progress, compliance, and accountability.

- Provide technical analysis for policies, programs, and initiatives related to municipal infrastructure and community development.

- Build relationships with municipalities, government partners, regulators, and industry stakeholders.

- Prepare clear technical reports, correspondence, and recommendations to support decisions and program delivery.

Additionally, you'll have the opportunity to sit on various multi-stakeholder committees, driving discussions on key topics central to municipal engineering and making meaningful contributions to the wider community.

Qualifications and Experience

You have completed a Bachelor of Engineering degree (specializing in Civil or Environmental Engineering). You must be eligible for registration with Engineers Nova Scotia as an Engineer‐in‐Training or Professional Engineer.

Municipal Engineering Knowledge

- Knowledge of municipal engineering in rural and urban settings

- Knowledge of project management

- Experience in any of these areas is an asset: Pollution control, Water systems, Wastewater systems, Solid waste management, Transportation, Municipal buildings

Technical, Teamwork, and Communication Skills

- Proficiency with database and spreadsheet software

- Ability to prepare technical reports

- Ability to work independently and collaboratively

- Ability to clearly present technical information

- Strong written and verbal communication skills, including preparing clear reports and recommendations and presenting to varied audiences

Additional Assets

- Provincial environmental regulations

- Provincial procurement policy

- Municipal Government Act

- Municipal capacity building and infrastructure asset management

We will assess the above qualifications and experience using tools such as assessments, presentations, interviews, reference checks, etc.

Working Conditions

Your typical work week is 35 hours/week, 7 hours/day. This position has a combination of office and field work. Field work occurs in adverse weather conditions and normal hazards associated with construction sites and working with or near heavy equipment are present.

This position will require climbing, working at heights and/or working within confined spaces.

You must be able to work under adverse conditions in times of emergency and sometimes overtime may be required.

Additional Information

This is a TERM employment opportunity with an anticipated end date of December 8, 2028. The appointment status (‘term’, ‘temporary’ or ‘casual’) is dependent on the start date of the successful candidate.

Travel through the province is a component of this position; as such, you must have a valid driver’s license and the ability to travel with access to a reliable vehicle. Candidates may be required to provide a current driver’s abstract upon request.

To be classified as an Engineer 3, you must be (or meet the requirements to be) actively registered as a Full Member (P. Eng.) with Engineers Nova Scotia (ENS).

Pay Grade: PR 08 - PR 15

Salary Range: $2,288.52 - $3,693.39 Bi-Weekly
