Trans Mountain is seeking a collaborative, motivated, and values driven individual to join our dynamic team as Project Manager, Pipeline MOP (Contract). In this position, you will play a key role in being responsible for managing assigned pipeline scope within the Mainline Optimization Project (MOP). The MOP objective is to increase Line 2 capacity from 540 kbpd sustainable to 805 kbpd sustainable. Early In Service is targeted for early Q1 2029. The role will manage assigned pipeline scope for the technical coordination, construction, commissioning, turnover, and handover scope for the new NPS 36 pipeline scope, including 9 new valves (4 main line block valves and 5 check valves), and related interfaces.
Key Responsibilities
- Manage assigned pipeline packages for the 30 km of new NPS 36 pipeline segment north of Kamloops and 9 new valves (4 main line block valves and 5 check valves).
- Coordinate engineering, procurement, construction, outage planning, commissioning, turnover, contractor management, and Operations interfaces for assigned pipeline scope.
- Manage assigned MOP pipeline scope from development through engineering, procurement, construction, commissioning, turnover, and handover to Operations.
- Work with the Manager, Pipeline MOP to ensure assigned area goals, scope, schedules, budgets, forecasts, gate deliverables, risks, and reporting requirements are aligned with overall Project requirements.
- Lead assigned multi-disciplinary project teams, including engineering, project controls, construction, SCM, quality, HSE, permitting, operations, consultants, contractors, fabricators, and vendors.
- Develop and manage area execution plans, work package plans, schedules, estimates, budgets, procurement plans, change logs, action registers, and risk mitigation plans for assigned pipeline scope.
- Ensure scope definition, battery limits, assumptions, exclusions, interfaces, handover requirements, and deliverables are clearly documented and controlled throughout the project lifecycle.
- Take a proactive approach to managing risks associated with brownfield work, site access, outages, workface planning, construction productivity, commissioning, and Operations interfaces.
- Support the Trans Mountain Stage-Gate Project Delivery Model by preparing and maintaining required planning documents, estimates, schedules, risk assessments, decision records, and gate deliverables for assigned scope.
- Coordinate with functional groups and stakeholders to ensure engineering, environmental, regulatory, Indigenous relations, land, operations, quality, safety, and security requirements are understood and incorporated into plans.
- Support regulatory and permitting activities by providing project information, reviewing documents, responding to information requests, and tracking commitments for assigned facility scope.
- Support scoping, bidding, evaluation, award, administration, and performance management of consultants, contractors, fabricators, equipment vendors, and subcontractors in collaboration with SCM and the Manager, Pipeline MOP.
- Oversee contractor and vendor performance against safety, quality, cost, schedule, productivity, documentation, and turnover expectations.
- Review and coordinate approval of construction documents, quality plans, work plans, commissioning plans, execution plans, and turnover documentation, including acceptance from key stakeholders.
- Coordinate with Operations on tie-ins, isolations, outages, and commissioning activities.
- Ensure Trans Mountain health, safety, environmental, quality, and security expectations are clearly communicated, planned, and executed across assigned scope.
- Work collaboratively with Engineering and Operations to ensure designs meet safety, functionality, maintainability, operability, constructability, and Project requirements.
- Ensure constructability reviews are completed and that constructability considerations are reflected in estimates, schedules, risk assessments, construction plans, and contractor deliverables.
- Prepare concise status updates, decision materials, presentations, and reports for the Manager, Pipeline MOP and senior leadership as required.
Qualifications and Professional Experience
- Post-secondary education in Bachelor of Engineering or equivalent educational and practical experience. PMP Certification an added benefit but not required.
- Minimum 10 years of progressive experience in the Oil & Gas industry or equivalent industry experience.
- A consistent track record of delivering high‑quality work, managing competing priorities, and supporting key business processes or operational functions.
- Demonstrated ability to work effectively with colleagues and stakeholders from a variety of backgrounds and levels across the organization.
- Effective communication skills, including the ability to convey information clearly, respectfully, and professionally.
- Commitment to inclusive practices and a willingness to contribute positively to a collaborative and supportive workplace culture.
