Your Specific Responsibilities:

This position serves as a Government Operations Consultant II at the Florida Department of Health in Duval County (DOH-Duval). The position works under limited supervision and must exercise initiative, discipline, independent judgement, and effective use or communication and data analyst skills. This position reports directly to the Accounting & Finance Manager. The work requires applying advanced knowledge of contract management and procedures to work from general instruction to adapt and applying knowledge in a variety of complex situations and in recommending solutions to equipment to arrive at logical conclusion or recommendation. Employees must use initiative a creative planning in devising new methods and approaches to major problems contract manager for HIV prevention, Linkage, drafting, planning, preparation and Early intervention related formal agreements including contracts, MOU, MOAs, Business Agreements etc.

Duties and responsibilities include, but are not limited to the following:

Enforce the contract terms and conditions and serve as a liaison on all contracts, MOAs, and MOUs in the Contract Department.

Prepare and ensure execution of all contractual documents including needed and/or required attachments and exhibits in accordance with established Department policies and guidelines this includes establishing contracts for several grant funded projects.

Prepare and process all contracts/agreements, renewals, amendments, and close-outs- Maintain files and documentation pertaining to the contract.

Monitor provider performance and programmatic terms of the contract.

Prepare and distribute monitoring reports before site visits. Monitor all contracts, identify issues and implement correction action plans if needed. Provide follow up to issued corrective action plans to ensure identified deficiency is corrected.

Process, inspect, review, and approve the provider’s deliverables and authorize invoices for payment, as appropriate.

Review and reconcile provider’s documentation supporting the cost analysis/budget. Monitor and reconcile encumbrances, to ensure proper and timely routing of documents for review and execution. Ensure timely uploading of new contracts into FACTS and AXIOM.

Complete all mandatory training within required deadlines. Participate in training, seminars, workshops and other meetings related to contract management. Ensure accurate and timely submission of employee activity records.

Provide back up to other members of the Contract Department.

Performs other related duties as assigned.

Required Knowledge, Skills, and Abilities:

- Knowledge of computer software applications: MS Word, Excel, PowerPoint, Outlook

- Ability to utilize problem-solving techniques.

- Ability to plan, organize, and coordinate work assignments

- Ability to establish and maintain effective working relationships with others and work independently

- Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, documents workflow and other activities relating to the improvement of operational and contract management practices.

- Ability to communicate effectively

Qualifications:

Minimum:

- High school diploma or equivalent.

- Two years of contract experience, along with invoicing experience, monitoring, and problem solving.

- Experience using Microsoft office, including work, Excel, Word, TEAMs, Outlook, and PowerPoint.

- Experience reviewing, tracking or managing vendor or contract agreements

- Experience with completing or assisting with the contract process from initiation through execution or closeout

- Must have a valid driver's license and a personal vehicle you can use for work

Preferred:

- Facts or Axiom prior experience.

- Budget management knowledge and experience

- Current Florida Contract Manager Certification (FCCM)-Florida Certified Contract Manger
