We are expanding our Ohio clinical team and looking for a seasoned, licensed clinician who is equally energized by direct client care, operational excellence and has a solid understanding of behavioral health facilities. We are licensed by the Ohio Department of Behavioral Health (DBH) and are accredited by The Joint Commission (TJC).

About the Role

The Manager of Clinical & Quality Operations is a dynamic, blended clinical leadership role for a master's-prepared clinician who thrives at the intersection of direct care, supervision, and quality systems. This is both a clinical quality and clinician position, meaning you will have the ability to see clients while also supporting quality, peer and case manager supervision, and operational functions across multiple behavioral health service lines. This role reports directly to the Chief Clinical Officer (CCO) and is a peer colleague to the Treatment Director and Senior Manager of Clinical Quality.  You'll share the Peer Recovery Supporter (PRS) monthly supervision panel with the Senior Manager.

Your time is structured across four weighted areas:

What You'll Do

Assessments & Treatment Plan Updates (~30%)

- Conduct and co-sign Diagnostic Assessments (DAs), in accordance with ASAM criteria and Ohio Medicaid billing requirements.
- Review and approve CDCA and assessor-completed assessments; provide final clinical signature.
- Coordinate treatment plan updates (TPU) for clients across all program levels of care.
- Conduct 90-day treatment plan renewals and support smooth transitions between assessment, IOP, peer, and TCM services.
- Ensure all documentation is complete, accurate, and billable prior to submission.
- Support client discharges and follow up.

Peer Recovery & TCM — Supervision, Quality & Client Experience (~40%)

- Provide individual and group clinical supervision to Peer Recovery Supporters and Case Management (TCM) staff monthly, in compliance with Ohio licensure requirements (LICDC, LPCC). You'll carry the larger share of our PRS panel, weighted above the Sr. Manager's share given their regulatory/tech SME load; 
- TCM/CDCA supervision and visit reviews and sign-off.
- Complete Peer Recovery Supporter Supervision Training, if not already completed, within 30 days of onboarding.
- Log all supervision activity in our proprietary EHR within 1 business day of the supervision.
- Conduct scheduled client quality experience calls, texts, and emails for your panel — maintaining a monthly volume of client support.
- Conduct scheduled and random chart audits across peer and TCM documentation. 
- Monitor Looker dashboard reports weekly for your panel; track quality indicators and service delivery targets.
- Hold first-line decision authority on reportable concerns (RC), risk reports (RR), and scheduled interval checks (SIC) that surface within your panel — determine next steps directly rather than routing every case upward. 
- Escalated Concerns: respond within 1 business day (average resolution: 1–3 business days). Month-End Documentation: close all documentation within 1 business day of month end.

- Submit a monthly summary of your panel's quality activity to the Manager, Clinical Quality, who rolls it into the org-wide summary for the CCO.

IOP Operations — Group & Individual Services (~20%)

- Co-Facilitate or Lead  IOP groups 3 days per week (minimum).
- Provide individual SUD 1-1 sessions for assigned IOP clients and OP clients on off-group days; additional days for OP individual sessions may also be needed.
- Ensure all IOP documentation meets Ohio Medicaid billing standards and is completed within required timeframes.
- Coordinate discharge planning and aftercare in collaboration with the Treatment Director and Care Coordinators.
- Report attendance trends, curriculum gaps, UDS Concerns and clinical concerns to the Treatment Director.
- Support Prior Authorization (PA) requirements as outlined in policy and aligned with Medicaid.

Clinical Contributor — EHR Platform (~10%)

The Manager, Clinical Quality serves as primary clinical SME for our EHR platform. You partner with them, contributing frontline clinical perspective from direct assessment, supervision, and IOP work:

- Flag clinical workflow gaps and operational friction surfaced through direct practice.
- Provide input on proposed system updates and new features.
- Pilot test new functionality relevant to assessments, supervision, and IOP, and provide clinical feedback.
- Support rollout of new service lines within the EHR as they affect your service lines.
- Maintain working knowledge of Ohio statutes and compliance rules relevant to your documentation and supervision responsibilities.

What We're Looking For

Required Qualifications

Licensure & Credentials

- Active LICDC (Licensed Independent Chemical Dependency Counselor) licensure in Ohio, in good standing.
- CS (Clinical Supervisor ) designation is a plus. 
- Designated as a PRS Supervisor or Experience with Peer Recovery (or Mental Health ) Supporters (PRS). 
- Eligible for training to provide Peer Supporter Supervision under OBH rules.

Clinical Experience

- Demonstrated experience in substance use disorder treatment, peer recovery services, and/or targeted case management.
- Experience leading behavioral health facilities as a Treatment Director and/or Senior Leader.
- Proficiency with ASAM criteria and Ohio Medicaid billing processes.
- Solid understanding of electronic health records systems and documentation compliance requirements.

Operational Skills

- Strong organizational and multitasking abilities, with the capacity to manage multiple service lines simultaneously.
- Comfortable sharing a supervision panel and quality-tracking responsibilities collaboratively with a dedicated Manager, Clinical Quality, rather than owning those systems solo.
- Demonstrated ability to work effectively in fast-paced, tech-enabled, remote-first environments.

Preferred Qualifications

Clinical & Program Experience

- Independent, dual-license (LSW, IMFT, LPC or LPCC, PsyD, PMHNP)
- Experience facilitating Intensive Outpatient Programs (IOP) in both group and individual settings (telehealth IOP experience is a plus!).
- Background in quality assurance, chart auditing, or clinical compliance.
- Familiarity with Joint Commission (TJC) accreditation standards.

Technical Proficiency

- Experience with EHR platforms, Looker or similar reporting dashboards, and CRM systems.

Mission Alignment

- Demonstrated passion for behavioral health innovation and commitment to serving underserved populations.
- Previous experience with startup or early-stage healthcare organizations.

Salary : $60,000- $70,000 DOE
