Position Summary
The Logistics Manager – HTLS owns all inbound and outbound freight supporting WeldFit's HTLS services operation. This is a newly created position intended to centralize the logistics function that is currently handled across multiple people and locations. The role is accountable for sourcing and awarding freight competitively, executing freight transactions correctly in Syteline, and reducing WeldFit's total freight spend against defined annual targets.
The position reports into Procurement for strategic direction, category management, and cost performance, and works day to day alongside the HTLS service operations team. Success in this role requires operating effectively in both settings – close enough to operations to anticipate job requirements, and independent enough to hold the line on cost and process.
Scope is initially limited to HTLS services. As the function matures, the role may expand to support freight requirements across additional WeldFit business units.
Key Responsibilities
Freight execution
- Serve as the single point of coordination for all inbound and outbound freight supporting HTLS services, including equipment mobilization and demobilization, fittings and materials, tooling, and returns.
- Plan and schedule shipments against job requirements, coordinating with service operations, the Houston manufacturing facility, customers, and third-party providers.
- Coordinate specialized moves as required, including oversize/overweight loads, permitted routes, escorts, crane and rigging requirements, and expedited freight.
- Ensure loads are properly secured, documented, and dispatched, and that arrival timing is communicated to internal stakeholders and customers.
- Resolve in-transit issues, delays, damages, and claims.
Sourcing and cost management
- Competitively bid freight to the market on a per-job basis, maintaining a qualified carrier base sufficient to generate meaningful competition on each award.
- Award freight on the basis of total cost, capacity, service history, and risk, documenting the rationale where the lowest-cost option is not selected.
- Develop and maintain a carrier network across the lanes and equipment types HTLS services requires.
- Achieve annual freight cost reduction targets established with Procurement, and report progress against those targets.
- Identify structural savings opportunities beyond per-job bidding, including lane consolidation, backhaul utilization, mode selection, packaging and load optimization, and negotiated rate agreements where volume supports them.
Process and controls
- Generate purchase orders in Syteline at the time of award to the selected freight provider, before the load moves.
- Reconcile freight vendor invoices against awarded rates and purchase orders, resolve discrepancies with carriers, and approve for payment in time to support job billing and month-end close. Identify delivered-but-uninvoiced loads and provide them to accounting for accrual.
- Maintain complete documentation for each shipment, including bills of lading, proof of delivery, permits, and accessorial support.
- Verify carrier qualification and compliance, including operating authority, insurance coverage, and safety standing, and maintain current records.
- Onboard all freight vendors to a standard set of requirements, including payment terms, invoicing requirements, required documentation, and communication expectations.
- Ensure freight costs are coded and allocated correctly to jobs to support accurate job costing and margin reporting.
Reporting and continuous improvement
- Produce monthly freight reporting covering spend, savings, carrier performance, on-time delivery, and exceptions.
- Maintain vendor scorecards covering on-time performance, invoice accuracy, invoice timeliness, and documentation compliance. Conduct periodic reviews and address non-compliant vendors.
- Recommend and implement improvements to logistics processes, systems use, and carrier management practices.
- Support Procurement on freight-related category strategy and supplier negotiations.
Performance Measures
- Freight cost reduction against annual target.
- Percentage of freight competitively bid.
- Percentage of freight covered by a purchase order issued at time of award.
- On-time delivery performance.
- Invoice accuracy and cycle time from receipt to approval.
Qualifications
Qualifications
Required
- Five or more years of experience in transportation, logistics, dispatch, or freight operations.
- Demonstrated ability to source capacity and negotiate freight rates.
- Working knowledge of DOT regulations, shipping documentation, and carrier insurance and authority requirements.
- Experience coordinating heavy haul, flatbed, or specialized equipment moves.
- Proficiency in Excel and comfort working within an ERP system.
- Ability to work independently in a field-adjacent environment while operating inside defined procurement processes and approval thresholds.
Preferred
- Experience in oilfield services, pipeline services, or industrial manufacturing.
- Prior experience on the buy side of freight – sourcing, awarding, and managing carriers on behalf of a shipper.
- Familiarity with Syteline or a comparable ERP.
- Experience with oversize/overweight permitting and route planning.
- Experience with cross-border or international freight.
