Job Description:
GDIT is looking for a Senior Technical Solutions Manager to own the delivery posture across our entire U.S. Courts portfolio — currently four active call orders under the Case Management Modernization (CMM) program for the Administrative Office of the United States Courts (AOUSC). This is not a single-workstream PM role. The Senior Technical Solutions Manager will see across all four call orders, connect the dependencies between them, identify gaps and risks before they surface, and drive the program toward its contractual commitments.
The CMM program is replacing the federal courts’ 30-year-old case management system (CM/ECF) with a cloud-native, multi-tenant SaaS platform serving all 204 federal courts. It is a multi-vendor, SAFe-structured environment with parallel workstreams, government-controlled dependencies, and high stakeholder visibility. The ideal candidate thrives complexity and exercises sound judgment in escalations and resolutions.
What You’ll Do
- Own cross-call-order visibility. Maintain a unified view of schedule, risk, dependencies, and delivery status across all four call orders
- Drive risk and dependency management
- Identify cross-program risks and inter-team dependencies early, track them rigorously, and drive resolution
- Run program-level status and governance
- Own the cadence: PI planning readiness, sprint-level health, milestone tracking, executive reporting
- Build the operating rhythm that keeps four parallel workstreams synchronized
- Ensure contractual alignment and flag gaps before they become findings
- Manage stakeholder communication and serve as the primary program interface for internal leadership and coordinate with government stakeholders.
- Translate technical execution status into business-level impact for both audiences.
- Coordinate across vendors and teams
- Work across GDIT delivery teams, the cloud/DevSecOps contractor, and the advisory contractor to ensure dependencies are tracked and ensure handoffs
- Support capture and option year planning
- Provide the execution data and program health visibility
What You Bring
Required
- 10+ years of technical program management experience, with at least 5 years managing multiple concurrent workstreams or contracts
- Demonstrated experience in government contracting or heavily regulated environments (understanding PWS/SOW obligations, CDRLs, option year mechanics, and contractual performance standards)
- Hands-on risk and dependency management — not just maintaining a register, but actively driving resolution and escalating with judgment
- Experience operating in multi-vendor delivery environments where you don’t control all the teams but are accountable for the integrated outcome
- Proficiency with Agile/SAFe delivery frameworks at scale (PI planning, sprint cadences, cross-team synchronization across 5+ teams)
- Strong executive communication, both written and verbal
- Ability to obtain a Public Trust clearance
Preferred
- Experience with Judiciary, DOJ, or court administration programs
- Familiarity with cloud-native modernization programs (legacy-to-cloud migrations, microservices, API-first architectures)
- PMP, PgMP, SAFe SPC, or equivalent certifications
- Experience with JIRA, GitLab, or similar delivery management tooling at portfolio level
- Background in case management, document management, or records management systems
Clearance & Compliance
This position requires the ability to obtain and maintain a Public Trust determination. Work is performed in compliance with JISF (Judiciary Information Security Framework) and FedRAMP High requirements.
Location & Work Model
This is a remote position. Occasional travel to Washington, D.C. or other AOUSC/GDIT locations may be required for PI planning events, program reviews, or stakeholder meetings (estimated 10–15% travel).

GDIT’s Courts portfolio supports the Administrative Office of the United States Courts in modernizing the technology that serves all 204 federal courts. The CMM program is one of the largest modernization initiatives in the Judiciary — replacing a system that has been in use for over two decades and touches 60 million cases, 1.5 billion docket entries, and 5+ million users. You’ll work alongside delivery teams, architects, product owners, and government stakeholders who are building something that will fundamentally change how the federal courts operate. This is visible, complex, high-stakes work — and the right person will see that as exactly why they want the job.
The likely salary range for this position is $187,179 - $224,250. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
