Our Organization

The Community Economic Defense Project (CEDP) is a Colorado-based nonprofit. Launched in 2020 as the COVID-19 Eviction Defense Project, our organization was formed to keep our neighbors housed during the pandemic. Working with clients, we built a deeply integrative approach to eviction, foreclosure, and homelessness prevention that centers the legal and financial needs of housing-insecure families and uses a variety of tools to keep them housed. Our team now serves more than 1,000 people per month, bringing together housing lawyers, economists, data analysts, policy-experts, organizers, and technologists to serve our clients.

We have served more than 68,000 low-income Coloradans across 54 counties, distributing more than $280 million in emergency assistance. We have also contributed to the passage of major legislation to prevent eviction, stop economic abuse, and make credit and life-saving medication cheaper.  CEDP’s model has been cited as a best practice by the White House and HUD in 2022-2023, think tanks like the Urban Institute , and in the media .

Building on our work to stop evictions, CEDP has further expanded its integrated services model to include disaster response, predatory towing, debt collection, benefit access & navigation, long-term rental assistance, and homelessness response. Similar to CEDP’s work on rental housing, these efforts offer a continuum of care that includes navigation and advisory services, targeted payments, legal support, and the ability to participate in advocacy.

More about the Role:

The Senior Housing Compliance Manager provides technical, compliance, and operational oversight for housing subsidy programs administered by CEDP under contract with the Colorado Division of Housing (DOH). The position ensures CEDP fulfills its delegated responsibilities in accordance with applicable HUD requirements, DOH policies and procedures, contractual requirements, and CEDP standards. The Senior Housing Compliance Manager supervises Housing Coordinators, provides technical guidance, conducts quality assurance and compliance monitoring, develops staff training and procedures, and serves as a primary internal resource for complex housing subsidy matters.

In this role you will:

- Supervises a team of Housing Coordinators responsible for researching, monitoring, and properly interpreting HUD rules and regulations for various housing programs. These programs may include Housing Choice Voucher, State Housing Voucher, Emergency Housing Voucher and others.

- Ensure program compliance with federal, state, and local housing regulations, including Fair Housing, HUD, and CEDP policies.

- Manages all aspects of housing subsidy programs at CEDP, ensuring that housing resources are used to their full capacity.

- Provide technical leadership and guidance on HUD regulations and program policies.
Conduct file and program audits for accuracy, quality, and compliance; identify noncompliance and implement corrective action plans.

- Develops/maintains training and manuals, guru cards and other materials for Housing Coordinators.
Ensures housing programs do not discriminate against any federal/state/local- protected group, operate utilizing harm reduction, anti-oppressive, trauma informed methodologies and other best practice models.

- Supports team to conduct housing orientations, Housing Quality Standards inspections, lease-ups, tenant conferences, annual re-certifications, interim re-certifications and calculates repayment agreements for housing programs, in a timely manner, maintaining a caseload of 100 - 150 households.

- Identifies and collaboratively resolves escalated conflicts with and between landlords, program participants, case managers.

- Collaborates with case managers, other CEDP staff, and outside agencies as necessary, to ensure housing stability for the household.

- Demonstrates competency in and maintains housing databases. This may include data entry into multiple systems; HMIS, HubSpot, Microsoft Office, Google Suite, Elite, ShareFile and others.

- Participates in CEDP’s ongoing efforts to improve upon existing processes by maintaining openness and curiosity about processes, systems and technologies

- Demonstrates a respectful attitude towards partners and coworkers that promotes teamwork, open communication, and effective customer service.

- Performs other duties as assigned.

Senior Housing Compliance Manager Requirements:

- At least one year of experience in a supervisory/management role of a housing program, required.

- Candidates must be certified as an HCV Specialist

- Sound critical thinking and decision-making skills.

- Ability to read and interpret complex federal rules, regulations and understand impact to agency policies and procedures.

- Thorough and attentive to details; able to prioritize and multitask; proactive and detail-oriented. Ability to maintain organization in a changing environment.

- Consistently superb customer service skills; excellent interpersonal/assertive communications skills demonstrating a high degree of emotional intelligence.

- Knowledge of homeless issues and demonstrated sensitivity to and a desire to work with underserved populations.

- Baseline knowledge of how trauma and structural racism and oppression have impacted the lives of homeless community members interfacing with CEDP.

- Reliable transportation required.

- Sound critical thinking and decision-making skills to ensure HUD regulations are being followed while also being sensitive to the needs of participant households and their landlords.

- Consistently superb customer service skills that would include effective interpersonal communication and active listening skills that demonstrates a high degree of emotional intelligence.

Additional Details:

- The position includes competitive pay, flexible time off, benefits package (including medical, dental, vision), and 401k.

- Candidates must reside in Colorado, ideally within the greater Denver Metro area.

- A base salary of $78,000 a year, plus a $1,000 per year hybrid salary adjustment

- All employees receive a technology stipend of $720 per year

- Employees who utilize two languages or more at work are eligible for a $2,000 salary differential per year added to the salary grade listed above.  Language assessment will be conducted by the organization as a requirement to receive the differential
