MAJOR FUNCTION
This is manual labor work involving skills in various ground maintenance and construction tasks in County Parks. Employees in this class perform laborious tasks requiring acquired skills in the use of hand tools, power tools, and equipment, trucks and tractors for the maintenance of park recreation facilities and grounds. Supervisory responsibility in the development, coordination and management of operations related to facility scheduling, facility operations, facility rentals and youth athletic leagues.
ILLUSTRATIVE DUTIES
- Serves at the direction of the Recreation and Programs Superintendent and is responsible for facility scheduling, youth athletic league oversight, and facility rentals.
- Coordinates the development and implementation of procedures and guidelines related to facility use.
- Assists the Recreation and Programs Superintendent with the preparation, administration, and monitoring of the recreation facilities operational budget.
- Recommends purchases and maintains inventory of supplies, materials, and equipment.
- Assists with the hiring, training, and supervision of staff.
- Coordinates staff schedules and recreation facility schedules based on facility usage and programming needs.
- Develops and maintains partnerships with private and public service organizations to provide recreation facilities and services to County residents.
- Receives and responds to public inquiries, requests, and complaints regarding recreation facilities, leagues, and rentals.
- Works collaboratively with the Parks District Manager to identify facility and park construction, maintenance, and repair needs.
- Meets with and assists youth and adult league officials, community organizations, and other groups in coordinating and scheduling the use of County facilities.
- Ensures the proper execution of and compliance with youth and adult league agreements related to facility use.
- Oversees the marketing, scheduling, and collection of rental fees associated with facility rentals.
- Oversees facility rental activities and works to ensure renters and patrons receive a quality experience while utilizing County parks and facilities.
- Performs various labor and operational activities, including painting athletic fields, setting up equipment for rentals, inspecting equipment, and assisting with athletic field maintenance.
- Operates tractors, UTVs, field-painting machines, and other light-duty power machinery and equipment commonly used in grounds and facility maintenance operations.
- Performs related duties as required.

- Knowledge of the principles, practices, and objectives of facility, league, and campground operations.

- Ability to travel to program sites to evaluate recreation facilities and program procedures for safety and effectiveness.
- Ability to ambulate independently as required to perform assigned duties.
- Ability to work flexible hours as necessary to accommodate programming and provide direct, on-site supervision.
- Ability to regularly lift a minimum of twenty-five (25) pounds and occasionally lift a minimum of fifty (50) pounds.
- Ability to work flexible hours as assigned.
MINIMUM QUALIFICATIONS
I – Pay Grade 14
- Graduate of an accredited four (4) year college or university with major course work in recreation or a related field or have a minimum of four (4) years' experience as a Parks and Recreation professional.
- Must have a valid driver's license and be able to secure a valid Florida driver's license at the time of employment within this classification.
II – Pay Grade 15
- Graduate of an accredited four-year college or university with major course work in recreation or a related field and have a minimum of three (3) years ’ experience as a Leisure Services professional, 2 years specializing in Athletics, including the qualifications of a Recreation Coordinator I and II and III listed below in the special requirements section.
- Must have a valid driver's license and be able to secure a valid Florida driver's license at the time of employment within this classification.
- A comparable amount of related training and experience may be substituted for the minimum qualifications.
III – Paygrade 17
- Graduate of an accredited four-year college or university with major course work in recreation or a related field and have a minimum of five (5) years ’ experience as a Leisure Services professional, 3 years specializing in Athletics, including the qualifications of a Recreation Coordinator I and II and III listed below in the special requirements section.
- Must have a valid driver's license and be able to secure a valid Florida driver's license at the time of employment within this classification.
- A comparable amount of related training and experience may be substituted for the minimum qualifications, except for the certification requirement.
SPECIAL REQUIREMENTS
I – Pay Grade 14
Must complete a Customer Service Training course supplied by either the Polk County OED Division or another approved instructor within six months of being appointed to the position.
Some experience in league management, fence repair / installation, turf management, athletic field maintenance and / or landscape maintenance.
II – Pay Grade 15
Must possess a NYSCA Clinicians certification and maintain certification by instructing a minimum of one Coach's Certification Clinic.
Must have attended at least three FRPA or other professional organization meetings with a minimum of ten field-related classes taken.
Must possess and maintain First Aid and CPR certifications. Obtain the following training courses and certifications:
- Customer Service Training
- Emerging Leaders Program - County or FRPA
- Trained in Clay Ballfield Maintenance and Lead a Clay Clinic.
- NAYS Youth Sports Administrator's Certification.
- Plan, market, execute and critique one special event annually.
If Polk County pays for or reimburses employees to obtain certifications, the County requires up to 2 years continuous service or reimbursement of the county funds.
III – Paygrade 17
Must have attended at least three FRPA or other professional organization meetings with a minimum often field-related classes taken.
- Must possess and maintain First Aid and CPR certifications.
- Successful completion of one of the following programs:
NRPA Certified Professional
- FRPA Certified Professional
- Certified Public Manager
And
C. Certified Sports Field Manager and
D. Completion of 10 National Federation of High Schools online courses.
E. Plan, market, execute and critique one sports related special event annually.
If Polk County pays for or reimburses employees to obtain certifications, the County requires up to 2 years continuous service or reimbursement of the county funds.
All employees will be required to work before, during, or after an emergency. During an emergency, employees may temporarily be assigned to work and perform duties outside the normal scope of their position, location and work schedule to fit the needs of the County and its citizens.
