Role Summary

- Lead the procurement and bid management function for large 3-year program of multiple small construction projects in Ireland.
- Expect approx. 20-30 projects with a value range of €5k to €5m

Responsibilities

- Manage the following processes in Ireland to ensure the project Costs of Works are at or below market rates:

- Project Cost Estimating
- Project-specific contractor selection
- Contractor bidding and procurement
- Cost benchmarking and analysis
- Contractor cost negotiation
- Project budget development and value for money proof
- Client presentation and review of project budgets and fee proposals
- Contractor negotiations regarding terms and conditions
- Manage contractor invoice approvals and control final accounts.
- Monthly cost reporting preparation
- Manage the Change Order process.
- Maintain JLL online system for various financial governance / KPI indicators.

- Develop close working relationship with the client, Procurement and JLL project and construction managers, especially regarding project scope definition, specification, and design.
- Analyse and validate contractor bid pricing received vs Schedule of Rates (SOR), Last Paid Price (LPP), and external industry-standard cost benchmark data.
- Ad hoc duties as required.

Requirements

- Essential – Bachelor’s degree in Quantity surveying.
- Preferred 3 - 5 years’ experience of developing project cost proposals for multiple construction projects simultaneously for large corporate clients.
- Preferred  3 – 5 years’ experience of working on fast-track office fit-out, commercial refurbishment and M&E upgrade projects.
- Preferred – experience of project cost proposal development and cost management for projects with a technical engineering content is a distinct advantage.
- Preferred – experience of project cost proposal development and cost management for projects in a large semiconductor manufacturing environment is a distinct advantage.
- Preferred – experience dealing with general management of finance.
- Outstanding negotiation skills.
- Excellent problem solving.
- Ability to manage multiple work assignments simultaneously, manage multiple or conflicting priorities, and handle a high-pressure working environment.
- Outstanding client relationship management skills with great client focus.
- Strong analytical ability and attention to detail.
- Excellent numerical, commercial, and financial acumen.
- Strong written and verbal English language skills
- Advanced Excel skills with good Word & PowerPoint. Working knowledge of Microsoft Project.
- Candidate must demonstrate personal impact and gravitas, with high velocity & speed of response and a proactive, 'can-do' attitude.
- Positive, solution-oriented communications and a willingness to take responsibility.
- A person that can develop strong trust-based relationships with both subcontractors and Client representatives.
- Somebody that is Client focused and can quickly align with Client expectations about what needs to be delivered from a commercial perspective.
