Location: Riyadh, Khobar / Dammam, or Jeddah (Saudi Arabia)
Reports to: Senior Director, Project and Construction Management

Purpose

Build and convert a pipeline of PMC and owner's-representative work for Habwah / WakeCap in Saudi Arabia, with a first focus on real-estate developers, owners, government entities, and named industrial or pharma clients. Coverage is KSA-wide, not limited to the base city.

Responsibilities

- Own a target list of REGA-registered developers and other KSA buyers; prioritise by active projects, fit to PMC, and access to decision makers.
- Find and develop relationships with delivery directors, project controls leads, development directors, and procurement contacts across Saudi Arabia.
- Qualify opportunities: scope, stage, budget signal, competition, and whether Habwah can prime or should partner.
- Run the pursuit from intro to proposal handoff: meeting notes, next action, and a clean brief for the Bid / Proposal Manager.
- Prepare short capability notes, meeting agendas, and follow-ups.
- Track the live pipeline weekly: stage, owner, next step, and drop anything with no meeting in 14 days.
- Support partner routes where Habwah cannot prime yet.
- Feed market intelligence: who is awarding PMC, typical fee shapes, and competitor moves.

Requirements

- Minimum 7 years of business development experience in Saudi Arabia, for professional services (PMC, project management, cost, or engineering preferred).
- An existing network among developers, owners, and government entities in Saudi Arabia is mandatory. Not limited to one city.
- Able to open doors and write a clear pursuit brief a proposal team can use.
- Arabic is mandatory: must speak and write Arabic well enough to run developer and client conversations and correspondence in Arabic. English is also required.
- Based in the advertised city (Riyadh, Khobar / Dammam, or Jeddah) and able to cover client meetings through the work week (Sunday-Thursday), with travel to other KSA cities as needed.
