Job Description:

Job Summary:

The Program Director under direct supervision of the Vice President establishes and drives a positive culture ensuring clients, referral sources, stakeholders, and team members are treated with dignity and respect.  Incumbent maintains compliant and quality services within a designated business unit by executing and monitoring quality assurance procedures while performing essential job duties.

Essential Job Functions:

- Accountable for overall fiscal results and compliance for assigned business unit which includes:
- Identifying new funding sources and expansion/enhancement of current services.
- Assisting with grant management. Ensure invoicing is timely and accurate.
- Ensuring key performance indicators are tracked and met.
- Ensures timely variance reporting.
- Builds and maintains relationships with stakeholders, including:
- Targeted case management groups, regional Department of Mental Health Offices, Vocational Rehabilitation facilities, all referral/funding partners.
- Ensures compliance with contractual and legal obligations based on accreditation standards, state guidelines, state licensure, funding/referral sources and system requirements.  Maintains audit ready standards.
- Performs management responsibilities to include but not limited to hiring and termination decisions, coaching and development, rewards and recognition, performance management and staff productivity for the assigned area.
- Manages, reviews and supports ongoing quality management processes throughout the business unit which includes:
- Completes quality management file reviews for each service and office supervised.
- Completes field observations of team members providing services.
- Ensures databases and electronic medical records are used as designed, updated as required and reflect an accurate depiction of all services within the region.
- Works direct care shifts as required.
- Other duties as assigned.

Knowledge, Skills, and Abilities:

- Previous experience displaying.:
- Ability to develop process workflows.
- Ability to organize people and projects.
- Strong written and verbal communication skills, with the ability to develop written reports and present information with confidence.
- Strong interpersonal skills to build relationships of trust with team members and stakeholders.
- Ability to exercise independent decision making.
- Positive team player.
- Expertise in compliance with contractual and legal obligations based on CARF accreditation standards, state guidelines, state licensure, funding/referral sources and system requirements.  Maintaining audit ready standards.
- Good computer skills (Word, Excel, internet platforms, database, web-based applications, and other electronic media) and be able to communicate effectively and accurately in verbal and written form.
- Understanding of supporting individuals with disabilities and/or barriers to employment, education and independent living.
- Knowledge of evidence-based treatment methods, principles and techniques as they relate to mental health and/or substance abuse services and how to access the various community resources.
- Knowledge of supervisory and training techniques and practices used in mental health and/or substance use treatment.

Experience and Education Qualifications:

- Bachelor's degree and two years of relevant experience in a healthcare system or five years of behavioral healthcare experience required.
- Behavioral healthcare experience in a similar role preferred.
- Master’s degree preferred.

Supervisory Requirements:

- Take an active role in monitoring the identification, development, and execution of strategic objectives.
- Involve, as appropriate, all team members to achieve goals.
- Effectively communicate to team members any changes and newsworthy events within the department or company.
- Handle difficult team member situations directly, using appropriate discretion and Human Resource advice to show respect for the individual
- Champion change and effectively manage the implementation of new ideas.
- Reinforces team approach throughout functions; support and solicit input from team members at all levels within the company.

Employment Requirements:

- Successful completion of background check including criminal record, driving record, abuse/neglect and fingerprint check.
- Completion of New Hire Orientation at the beginning of employment.
- All training requirements including Relias at the beginning of employment and annually thereafter.
- Current driver’s license, acceptable driving record and current auto insurance.

Physical Requirements:

ADA Consideration - Sedentary work:  Exerting up to 10 pounds of force occasionally (exists up the 1/3 of the time) and/or a negligible amount of force frequently (exists 1/3 to 2/3 of the time) to lift, carry, push, or pull, or otherwise move objects, including the human body.  Repetitive movements of hands, fingers, and arms for typing and/or writing during work shift.

Sedentary work involves sitting most of the time but may involve walking or standing for brief periods of time.  Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met.
