[What the role is]
We are seeking an experienced Senior Manager / Manager to support the Singapore Aviation Academy (SAA) Spatial Transformation Project. The project comprises additions and alterations to the existing SAA facilities, as well as a new building extension. The successful candidate will manage the full lifecycle of contract and procurement activities, combining strong commercial expertise with practical construction-site experience to ensure sound project governance throughout delivery.
[What you will be working on]
- Manage end-to-end procurement activities, including tenders, quotations, and other procurement exercises, in accordance with government procurement rules and frameworks.
- Prepare and issue Invitations to Tender, Invitations to Quotation and other procurement documents; evaluate submissions; and recommend awards.
- Administer contracts following award, monitor contractor performance and contractual compliance, and assess claims and variation requests for validity and reasonableness.
- Prepare contract variation papers, ensuring that changes are properly documented, justified, and approved within delegated financial authority limits.
- Conduct and participate in site visits and inspections to verify progress, assess site conditions, and gather information to support contractual decisions and dispute resolution.
- Engage consultants, site supervisory staff, and contractors to identify developments with contractual, cost, schedule, or operational implications.
- Manage the development budget and project cost controls, including expenditure forecasting, assessment of progress payments, cost reporting, and monitoring of variation costs against approved budgets.
- Prepare and present budget, tender recommendation, contract variation and other approval papers to management and the relevant approving authorities.
- Maintain effective project governance by ensuring that activities, decisions, and approvals comply with established policies, procedures, and delegated authority limits.
- Maintain complete procurement and contract management records, supporting documentation and audit trails, and support internal and external audits.
- Collaborate closely with project managers, engineers, finance, legal and other stakeholders to align procurement and contract management activities with project timelines and organisational objectives.
[What we are looking for]
- Training in Quantity Surveying, Civil Engineering, Building, Construction Management, or a related field.
- At least 5 years of relevant experience in contract management and procurement. A combination of office-based contract administration and construction-site experience is strongly preferred.
- Experience in additions and alterations, particularly involving institutional or government buildings, would be an advantage.
- Demonstrated project governance experience, including the implementation of approval processes, controls, and risk management practices.
- Familiarity with standard forms of construction contract, including the Public Sector Standard Conditions of Contract (PSSCOC).
- Working knowledge of government procurement frameworks, including the Government Instruction Manuals (IM) and the Government Electronic Business (GeBIZ) procurement platform.
- Strong analytical and writing skills, with experience in preparing procurement documents, contract variation papers, and approval papers.
- Ability to manage multiple workstreams, meet tight deadlines and engage stakeholders effectively at all levels.
- Excellent teamwork and interpersonal skills, with a demonstrated ability to collaborate across multidisciplinary teams and build constructive working relationships.
Your appointment designation will commensurate with your relevant work experience. Successful candidates will be offered a 3-year contract in the first instance, and may be considered for placement on a permanent tenure or a contract renewal.
