Background

UNDP is the United Nations’ leading organization working on sustainable development, governance, peacebuilding, and climate resilience. In Kyrgyzstan, UNDP supports national efforts to achieve the Sustainable Development Goals through policy advice, programme implementation, partnerships, and resource mobilization.

The Sustainable Economic Development (SED) team supports senior management in formulating, implementing, and overseeing the UNDP Country Programme in the areas of development planning and financing, green and digital economic transformation, regional and local development, and inclusive growth. The team plays a central role in ensuring strategic coherence, strong national ownership, effective partnerships, and mobilization of resources.

UNDP Kyrgyzstan’s work is guided by the Country Strategy Note and Strategic Compact, which emphasize financial sustainability, selective portfolio management, strengthened partnerships and resource mobilization, development finance, digital transformation, and increased national ownership of development solutions.

Position Purpose:

Under the overall guidance of the Resident Representative and the direct supervision of the Deputy Resident Representative, the Programme Analyst - Sustainable Economic Development is part of the Country Office Management Team, responsible for programming and implementation within the Sustainable Economic Development portfolio.

The position contributes to the implementation of UNDP Kyrgyzstan’s CPD, and Strategic Compact and Country Strategy Note by ensuring selective, high‑impact programme delivery, strengthened partnerships and resource mobilization, and alignment between programme priorities, financial sustainability, and national development objectives.

UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across interventions to achieve its strategic goals. Therefore, UNDP personnel are expected to work across units, functions, teams, and projects in multidisciplinary teams in order to enhance and enable horizontal collaboration.

Duties and Responsibilities

1. Ensure Sustainable Economic Development policy development and high quality technical and policy advisory services:

- Ensure design and implementation of UNDP programmes and projects in line with national priorities, the CPD, UNSDCF, and UNDP Strategic Plan.

- Serves as the “Economist” of the Country Office providing sound analytics and forecast on economic issues.

- Provide technical and policy advice to government counterparts at national and sub national levels on sustainable economic development, development planning and financing, green and digital economic transformation, investment and trade promotion, and regional and local development.

- Contribute analytical and forward looking economic analysis to inform strategic positioning, policy dialogue, and programme development.

- Support policy dialogue and financing approaches related to the transition from grant based financing to increased government ownership and sustainable development financing mechanisms, including in social sectors.

- Prepare strategic briefs, analytical notes, and policy inputs for senior management on emerging priorities, risks, and opportunities.

2. Ensure strategic positioning and effective oversight of the Sustainable Economic Development portfolio, Strategic positioning of the SED portfolio:

- Define and guide the strategic direction of the Sustainable Economic Development portfolio in line with the Country Strategy Note, Strategic Compact, CPD, and available resources.

- Development of new programme initiatives and pipelines, applying strategic selectivity to balance ambition, delivery capacity, and financial sustainability.

- Strengthening UNDP’s positioning through engagement with Regional Bureaus, Global Policy Network, and headquarters platforms.

- Oversight and delivery

- Ensure effective implementation of programmes and projects in compliance with UNDP rules, regulations, and quality standards.

- Provide strategic and operational oversight of planning, budgeting, implementation, monitoring, and reporting.

- Monitor delivery performance, manage risks, address bottlenecks, and ensure timely corrective actions.

- Ensure proper follow up on audit recommendations and compliance with internal control frameworks.

3. Ensure coordination, strengthen strategic partnerships, and resource mobilization:

- Build and maintain strong partnerships with government institutions (Ministry of Finance, Ministry of Economy and others), international financial institutions, bilateral and multilateral donors, civil society, academia, and the private sector.

- Support resource mobilization efforts, including diversification of the donor base beyond traditional partners and development of bankable project proposals.

- Promote innovative financing approaches, development finance instruments, and blended finance opportunities.

- Ensure close coordination with the Partnerships and Results team on pipeline development, donor engagement, and reporting.

- Represent UNDP in relevant inter agency coordination mechanisms and Result Groups.

4. Ensure effective management of the Sustainable Economic Development team:

- Provide day to day leadership, guidance, and quality assurance to the SED team.

- Support performance management, staff development, and team cohesion in line with UNDP People Management Competencies.

- Ensure effective use of human and financial resources and promote a collaborative, inclusive, and results oriented work environment. Ensures financial sustainability of the SED cluster

- Contribute to cross unit collaboration and integrated office responses.

5. Strategic results management, knowledge management, and communication:

- Communicate results, uses media and social media to highlight accomplishments of SED unit; Coordinate with the Communications Unit to ensure visibility of results and strategic communication of UNDP’s value proposition.

- Ensure effective application of results based management throughout the programme cycle.

- Contribute to knowledge products, policy papers, and learning initiatives at national, regional, and global levels.

- Lead preparation of high quality reports for donors, government counterparts.

Required Skills and Experience

Education:

- Advanced university degree (master's degree or equivalent) in Public Administration, Political Studies, International Relations and Development, Law, Economics, Business Administration, Social Sciences, or related field is required, or

- A first-level university degree (bachelor’s degree) in the above fields in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.

Experience:

- Minimum two (2) years of experience (with a master’s degree) or four (4) years of experience (with a bachelor’s degree) in working in the areas of: development planning, development financing, green and digital economy, regional and local development, and gender-responsive and inclusive approaches for sustainable development is required.

Required skills and experiences:

- Relevant experience at the national or international level in providing technical and policy advisory services in the general areas of Sustainable Economic Development is required.

- Experience and sound knowledge of economics, development financing, and SDG integration is required.

- Experience in the usage of computers and office software packages and handling of web-based management systems is required.

- Successful experience in establishing partnerships and mobilizing resources among international organizations, national government, financing institutions, and private sector is required.

Desired skills and experiences:

- Proven experience in leading teams is desirable.

- At least 2 years’ track record of successful project/programme management experience with teams and budgets of comparable complexity and scope is desired.

- Sound expertise in the design, implementation, monitoring and evaluation of complex economic development projects. involving strategic national stakeholders and international organizations is desired.

- Experience in establishing effective relationships between the international organizations, national governments civil society organizations and the private sector for sustainable development agenda is desired.

- Experience in supporting capacity development of government to access various finance sources including from multi-lateral, bilateral, international financing institutions, the private sector and public finance, innovative market and non-market mechanisms is desired.

- Experience with UNDP and/or international organizations/UN agencies is an asset.

- Experience with Government institutions as an asset.

Languages:

- Fluency in English and Russian is required.

- Working knowledge of Kyrgyz is desired.
