Position Summary
The Quality Assurance (QA) Coordinator is responsible for strengthening internal accountability, consistency, and compliance statewide across Agency for Persons with Disabilities (APD) operations. This position plays a critical role in evaluating compliance with Federal and State law, rule, and code; internal processes; agency systems such as iConnect, identifying risks and compliance gaps, and supporting leadership with data-driven recommendations for improvement. This position is required to work in assigned office or headquarters. This position is not eligible for telework. This position will require travel to regions and community locations throughout the state.
The Work You Will Do
Conduct comprehensive internal quality assurance audits of APD programs and operations, regional processes, units, and operational processes to assess compliance with applicable statutes, rules, policies, contractual requirements, and internal operating procedures.
Develop, maintain, and implement standardized audit tools, methodologies, and schedules to ensure consistency, objectivity, and reliability of internal reviews.
Develop and maintain Quality Assurance operating procedures, tools, guidance documents, and workflows to support consistent execution of QA activities across the agency.
Analyze audit findings to identify systemic trends, risks, strengths, and opportunities for improvement, with focus on operational efficiency, compliance, and service quality.
Prepare clear, concise, and actionable written audit reports for leadership that summarizes findings, root causes, and prioritized recommendations for corrective or preventative action.
Provide recommendations to executive and program leadership regarding enhancements to operating procedures, internal controls, quality assurance practices, and policy alignment based on audit results and best practices.
Collaborate with program areas, leadership, and subject matter experts to clarify expectations, interpret requirements, and support corrective action planning following audits.
Monitor and track follow-up actions and corrective measures to assess effectiveness and ensure sustained compliance and improvement.
Serve as a technical resource and advisor to leadership and staff on quality assurance principles, internal controls, and continuous quality improvement strategies.
Support leadership in preparing summaries, briefings, and presentations related to quality assurance findings, trends, and agency-wide improvement initiatives.
Keep current on state and federal regulatory requirements, industry standards, and best practices relevant to APD programs and quality assurance activities.
Perform other related duties assigned to support APD’s mission, strategic priorities, and commitment to accountability and service excellence.
Minimum Qualifications
- Experience related to analyzing program requirements and auditing data to provide qualitative and quantitative data for decision- making.
- Experience related to providing technical assistance and customer service to ensure accurate interpretation and implementation of federal and state requirements.
- Experience related to evaluating the reliability and validity of reported data to provide recommendations and viable solutions to complex problems.
- Experience analyzing and evaluating policies and procedures to determine compliance with federal, state, and agency requirements.
- Experience in customer service.
- Bachelor’s degree or higher from an accredited college or university preferred.
Knowledge, Skills, And Abilities
Knowledge of:
- APD service delivery systems including Quality Management Remediation components and DD/HCBS Handbooks.
- Quality Systems and technical applications. of current CMS Assurances/Sub-assurance requirements and reporting.
- Microsoft Suite – Outlook, Word, Excel, PowerPoint. Intermediate to advanced skills working with data in Microsoft Excel.
- Software development lifecycle to include design, build, and test.
Ability to:
- Work independently and be detail oriented.
- Utilize problem- solving techniques.
- Write and edit using proper grammar and writing style outlined by agency and program requirements.
- Manage time effectively, prioritize tasks, set goals, and develop systems for achieving those goals.
- Analyze available information, observations, and evidence to determine appropriate action.

Direct Deposit Program
As a condition of employment, a person appointed to a position in the State Personnel System is required to participate in the Direct Deposit Program. Rather than receiving a paper paycheck, your funds will be deposited directly into your account at your financial institution. This will be accomplished by Electronic Funds Transfer. Banks, savings and loan associations, and credit unions are eligible to accept such deposits. Retirement funds are also required to be in the Direct Deposit Program.
Background Screening Requirement
It is the policy of the Florida Agency for Persons with Disabilities that applicants for employment undergo Level 2 employment screening in accordance with the requirements of Chapter 435, Florida Statutes, as a condition of employment or being permitted to serve as a volunteer.
