The post holder may be expected to travel between LTHSE sites, as well as regional offices and HQ at times. The base location can be in a number of locations nationally and is agreed with employment.
This role allows some remote working.
Overview of the job
The Long Term and High Security Intelligence Unit is responsible for collating, analysing and disseminating data relating to all counter terrorism, corruption prevention, serious and organised crime and general intelligence to and from the 13 establishments in the Long Term and High Security Estate.
The post holder will work within one of the above functions, which will be indicated at the time of advertising the post.
The post holder will play a critical role in developing the intelligence picture on a range of threats impacting on their area, drawing on existing intelligence products as well as developing their own analysis. The post holder will be responsible for providing quality assured strategic and tactical intelligence analysis which will look across prisons and probation contexts at ‘high priority’ offenders, offending groups and operational security vulnerabilities in their area.
The post holder will report to the functional lead who in turn reports to the Head of Security and Intelligence LTHSE.
The post holder may be expected to travel between LTHSE sites, as well as regional offices and HQ at times. The base location can be in a number of locations nationally.
This is a non-operational role with no line management responsibilities.
Summary
The Long Term and High Security Prisons Group Intelligence Unit has a dual function; to develop operational policy, set national intelligence requirements and tasking and share best practice in relation to the management of offenders charged under antiterrorism legislation and offenders that exhibit extremist behaviours during their time in custody. Additionally it leads on supporting and advising the DDC and Governors on intelligence around Counter-Terrorism, Organised Crime, threat groups and general intelligence capabilities.
The post holder will contribute towards the High Security Estate intelligence picture by analysing data and identifying key chains in collaboration with the team, establishments and management. The role will include identification of gangs, prisoner networks and analysing the impact of operational incidents.
The post holder will also be expected to provide professional support and advice to intelligence analysts in HMPPS operating at local levels.
The post holder will be expected to develop and deliver a high quality intelligence analytical service to the LTHSE and law enforcement partners.
Responsibilities, Activities and Duties
The job holder will be required to carry out the following responsibilities, activities and duties:
• Build productive working relationships with the wider analytical community in HMPPS, with related data analysis functions and with law enforcement partners to develop quality intelligence products.
• Work with intelligence consumers to ensure analytical products meet their needs – seeking and acting on feedback.
• Take an active role in HMPPS’ intelligence analyst community, supporting own and colleague’s professional development.
• Act as a Point of Contact (PoC) for all prisons to be a source of information, guidance, support and challenge in all CT and Intelligence matters.
• Partnership working with Police, Probation and Security Services: The HSIA is part of the national Point of Contact for Police, Probation and Security Services.
• Support the tactical management and transfer of known nominal within and between regions, liaising with prisons, SOCT Directorate and Police to best manage the risks posed.
• Support prisons in using Pathfinder to actively manage terrorist or suspected extremist prisoners through management action and further investigation.
• Training: To support establishment CT, Security and Intelligence teams by providing information and training where required in order to support these teams.
• Produce a weekly briefing based on notable incidents, gang activity, mobile phone finds and population statistics for distribution to senior managers and security departments within the directorate.
• Produce a monthly intelligence report in order to identify relevant patterns or trends from identified key threat priorities; Reporting and advising on what is important to the LTHSE, including issues of potential threats/risks;
Identifying/Understanding intelligence gaps; Reporting and advising on setting intelligence requirements.
• Maintain Subject Profiles on those prisoners identified as LTHSE Nominals.
• Analyse trends, hot spots and general profile analysis, in order to identify potential areas of concern.
• Produce and present key findings to the Directorate on all non‐CT intelligence as and when required, flagging up key and emerging issues appropriately.
• Support the Category A Team with producing an intelligence picture of High Risk and Exceptional Risk prisoners within dictated timescales.
• Support the Long-Term and High Security Estates Population Management Strategy by providing sound intelligence led decision making regarding moves for potentially difficult prisoners.
• Support the 13 establishment intelligence functions by providing information around key themes and threats.
• Direct tasking directives for the LTHSE as a result of the above.

Experience
A strong grasp of intelligence and data analytical techniques, research skills, information handling requirements, as well as understand and anticipate information and intelligence requirements from a range of partners.
Strong communication skills to engage with a wide range of partners in intelligence at all levels within HMPPS, with law enforcement stakeholders, the National Crime Agency and the Security Services.
Technical Requirements
Vetted to Security Clearance (SC) standards with a further STRAP accreditation, or the ability to achieve this level of clearance.
Ability
The post holder must act with the highest levels of personal and professional integrity and champion these qualities in others.

Working Arrangements & Further Information
The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.
For nationally advertised roles, the successful candidate(s) will be appointed to a MoJ office location, which may include their nearest Justice Collaboration Centre or Justice Satellite Office. This will be discussed and agreed on the completion of pre-employment checks.
Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Standard full time working hours are 37 hours per week excluding breaks which are unpaid. HMPPS welcomes part-time, flexible and job-sharing working patterns, where they meet the demands of the role and business needs.
