Standard Job Description
Directs all phases of programs from inception through completion. Responsible for coordinating subordinate employee recruitment, selection and training, performance assessment, work assignments, salary, and recognition/disciplinary actions. Responsible for the cost, schedule and technical performance of company programs or subsystems of major programs. Participates in the negotiation of contract and contract changes. Coordinates the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract. Acts as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance. Establishes design concepts, criteria and engineering efforts for product research, development, integration and test. Develops new business or expands the product line with the customer. Establishes milestones and monitors adherence to master plans and schedules, identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications. Directs the work of employees assigned to the program from technical, manufacturing and administrative areas.
Basic Qualifications
* Minimum of 10 years of relevant Program Management experience supporting complex aerospace, defense, or military aircraft programs.
* Demonstrated experience working directly with NAVAIR on international or Foreign Military Sales programs.
* Demonstrated experience leading large international development and/or production programs.
* Demonstrated experience managing program cost, schedule, and technical performance.
* Demonstrated ability to lead and align multiple Program Managers and cross-functional teams within a highly matrixed organization.
* Strong understanding of Foreign Military Sales processes and the relationship between the U.S. Government, NAVAIR, industry, and international customers.
* Working knowledge of the Letter of Request, Price and Availability, Letter of Offer and Acceptance, and FMS case-development processes.
* Demonstrated understanding of how industry supports NAVAIR in developing technical, schedule, cost, and programmatic inputs required to establish and execute FMS cases.
* Demonstrated understanding of complex aircraft development and production processes.
* Knowledge of the MH-60R platform, including development, production, mission systems integration, aircraft completion, acceptance, and delivery processes.
* Demonstrated ability to communicate effectively with customers and leadership at all levels, including senior U.S. Government officials, international customers, functional leadership, and executive management.
* Demonstrated ability to identify, communicate, and resolve complex program issues while balancing customer, contractual, technical, financial, and business considerations.
Desired Skills
* Significant experience supporting MH-60R, H-60, or other NAVAIR rotary-wing aircraft programs.
* Direct experience managing multiple Foreign Military Sales cases or international customer programs simultaneously.
* Experience interfacing directly with PMA-299 and international military customers.
* Experience with aircraft production, development, modification, mission systems integration, sustainment, and delivery.
* Experience managing international development efforts involving country-unique requirements and modifications.
* Demonstrated understanding of U.S. Government contracting, FMS acquisition processes, export considerations, and international program execution.
* Experience briefing senior Lockheed Martin leadership, NAVAIR leadership, foreign government representatives, and military flag/general officers.
* Demonstrated ability to build high-performing Program Management teams and establish common execution standards across multiple programs.
Pay Information
GeoZone Definition: GeoZones are geographic groupings created by Lockheed Martin to align compensation ranges with regional labor markets and cost-of-labor differences across the United States. Locations are assigned a Geo Zone based on the primary work location of the role.
* Full-time salary range (GEOZONE 1): $185400.00 - $344400.00
* Includes metropolitan areas such as Sunnyvale CA; Pal Alto, CA; New York City metropolitan area; Newark, New Jersey; etc.
* Full-time salary range (GEOZONE 2): $166900.00 - $309900.00
* Includes metropolitan areas such as Denver, CO; King of Prussia, PA; Stratford, CT; Moorestown, NJ; etc.
* Full-time salary range (GEOZONE 3): $148300.00 - $275500.00
