About this role
Meta is looking for a senior policy leader to own our legislative and regulatory strategy on AI models and frontier AI, joining our global AI Policy team.
This role sits at the center of the fastest-moving policy debate in technology. Frontier model regulation is being written now, in Congress, in US state legislatures, in national parliaments, in Brussels, and in regulator consultations worldwide. The person in this role will shape both what those rules say and how Meta responds to them. You will set strategy, counsel product and research teams building frontier models on what compliance will require, and brief senior leadership and executives on the decisions that matter.
The remit is genuinely global. You will operate with significant autonomy across a broad and ambiguous portfolio, and you will be a primary external face of the company on frontier AI with legislators, regulators, civil society, academics, and industry coalitions.
Responsibilities
Own the frontier AI legislative and regulatory portfolio. Anticipate, track, and analyze legislative and regulatory developments on AI models and frontier AI across the US Congress, US state legislatures, and international jurisdictions; distill them into clear, decision-ready guidance for internal partners
Develop Meta's positions. Set substantive policy positions on frontier AI legislation issues, including model evaluations and safety frameworks, transparency and content provenance, open source and model release policy, agentic systems, and incident reporting, and drive them to alignment across a complex internal stakeholder set
Build and execute legislative strategy. Design advocacy strategies with clear objectives, target venues, coalition partners, and measures of success; drive them through to outcomes
Draft and negotiate legislative text. Produce redlines, amendments, and model language on frontier AI proposals, and lead engagement with legislative offices, committee staff, and drafters on the Hill and in state and foreign legislatures in partnership with our Regional Policy and External Affairs teams
Counsel product on compliance. Partner with product, research, engineering, and legal teams building frontier models to translate regulatory obligations into product requirements, and translate product and technical realities back into policy positions and advocacy asks
Brief executives and senior leadership. Prepare and deliver written briefings and verbal recommendations to senior leaders and executives on frontier AI policy developments and the decisions they require, making clear recommendations under uncertainty and with incomplete information
Lead regulatory engagement. Own responses to formal consultations, calls for evidence, and requests for information from regulators, agencies, and standards bodies, and represent Meta in those processes
Represent Meta externally. Serve as a company representative in meetings with legislators and their staff, regulators, agencies, civil society, academics, and industry coalitions and trade associations, and speak at public convenings and closed-door briefings
Collaborate cross-functionally. Work closely with Legal, Communications, Regulatory Readiness, Competition, Government Affairs, and regional policy teams to build and land aligned positions
Build scalable frameworks. Create durable analytical frameworks, playbooks, and positions that other policy teams can apply to new proposals without starting from scratch
Qualifications
10+ years of experience working on technology law or policy, in government, industry, private practice, civil society, or a combination
Demonstrated expertise in AI policy, with substantive depth on frontier AI models, including their development, evaluation, deployment, and release, and on the regulatory debates surrounding them
Technical fluency in how frontier models are built, evaluated, and deployed, sufficient to engage credibly with research and engineering teams and with technically sophisticated regulators
Demonstrated leadership of legislative or regulatory advocacy strategies, from formation through to measurable outcomes, without day-to-day direction
Experience analyzing and drafting legislation or regulation, including redlines and amendments
Demonstrated experience briefing and advising senior leaders and executives, and making clear recommendations under uncertainty
Demonstrated experience representing an organization externally with legislators, regulators, or coalitions
Demonstrated skills and experience creating short- and long-form analyses, position papers, and talking points for both internal and external audiences
Experience leading cross-functional work with legal, communications, and product or technical counterparts, including driving alignment across teams with competing priorities
Experience prioritizing competing policy workstreams based on impact, deadlines, and stakeholder needs in fast-moving regulatory environments
Experience creating scalable policy solutions and frameworks for policy teams to use based on knowledge of the AI policy environment JD degree
14+ years of experience working on technology law or policy
Demonstrated ongoing AI skill development (e.g., prompt/context engineering, agent orchestration) and staying current with emerging AI technologies
Experience adhering to and implementing responsible, ethical AI practices (e.g., risk assessment, bias mitigation, quality and accuracy reviews)
Experience working across multiple regions of the world, particularly the US, EU, and UK
Experience leading multi-stakeholder coalitions, trade association working groups, or standards processes
Advanced degree in public policy, computer science, or a related technical field
Demonstrated ability to integrate AI tools to optimize/redesign workflows and drive measurable impact (e.g., efficiency gains, quality improvements)
Established relationships with legislators and their staff, regulators, or the AI policy research community
Experience advising product, research, or engineering teams on translating regulatory requirements into product decisions, and vice versa
