Duties and Responsibilities
This position is responsible for the Financial Reporting, Fixed Assets, Grants and Contracts reimbursements for the Department. The incumbent must possess working knowledge of accounting and auditing principles, theory and technical skills in accordance with generally accepted accounting principles (GAAP), generally accepted auditing standards (GAAS), and other comprehensive basis of accounting. This position will independently perform accounting work that is highly specialized and requires the design and development of financial policies and procedures as well as the preparation of reports and analysis in accordance with applicable standards. This position manages four direct reports, and one supervisor (with three direct reports).
Knowledge, Skills, and Abilities
- Knowledge of accounting and auditing principles, practices, theories, and concepts.
- Knowledge of state accounting system (FLAIR) and Florida PALM.
- Ability to analyze and interpret complex financial data.
- Ability to reconcile accounts.
- Ability to utilize automated spreadsheet applications.
- Ability to research and interpret accounting literature, rules and pronouncements.
- Ability to prepare financial statements, supporting documents and schedules.
- Ability to prepare financial reports.
- Ability to use sound judgment to identify problems, generate and evaluate alternative solutions, and make recommendations.
- Self-starter with the ability to work in a fast-paced environment and manage completing deadlines.
- Ability to research reconciliation issues and utilize problem-solving techniques.
- Ability to communicate effectively with internal and external customers.
- Ability to work independently as well as with a team.
- Ability to plan, organize, and prioritize work assignments.
- Skill in fiscal year-end processes, including Workiva system.
- Skill with recording leases.

Preferred Qualifications
Preference will be given to candidates with the following:
- 3+ years of supervisory experience.
- Experience preparing Florida’s Annual Comprehensive Financial Report (ACFR) for a state agency and all required forms or the preparation of financial statements for a private company.
- Experience processing transactions in FLAIR and Florida PALM.
- Experience reconciling funds and processing journal transfer corrections.
- Experience using excel pivot tables and formulas, and/or Access database to manage large volumes of financial data.
- Experience learning new systems and training staff in new procedures.
- Bachelor’s in accounting degree.
General Information

- FLHSMV employees are paid once a month on the last workday of each month. All state employees are required to participate in the direct deposit program pursuant to s. 110.113 Florida Statutes.
